An excellent little corner restaurant in the Baixa near Praça de D. Pedro IV, or as it's usually called, Rossio. There's a good selection of fish and seafood dishes including sandwiches, as well as other sandwiches including a good bifana, which I chose (see the photo below) and thoroughly enjoyed. We wanted to order a bowl of caldo verde, which was on the menu, but the waiter told us it had sold out and recommended vegetable soup (also depicted below). It was wonderful, a hearty thick soup featuring cabbage, shredded carrots, beans, and macaroni with a nice garlicky flavoring.
Our waiter couldn't have been friendlier. He came several times to chat with us and to ask how we liked the meal. There's outside seating, but all tables were taken, so we ate inside and found the atmosphere very pleasant, homey and upretentious. We seemed to be the only tourists eating there at the time we had a mid-afternoon meal -- and that says something, given that this is in a very touristy part of Lisbon's Baixa district.
Prices are very reasonable, too -- around €20 for a bifana sandwich, a cod filet sandwich, a bowl of vegetable soup, and two glasses of beer.
P.S. Two days later, we returned and had bowls of caldo verde (photo below), which were delicious.
