This is a western cafe with a large assortment of books (many art and design books).
First thought was that the decor is a bit strange. The building itself was a very old and beautiful traditional style Japanese building. However, the furniture, and some of the ferny plants inside made it feel a hodgepodge of styles. It was trying to be elegant, and rustic and modern at the same time.
Also, this cafe has some strict policies, which made it feel a bit unpleasant.
It has a 1-drink per person policy. I just wanted to order just some cake, but I had to get a tea as well. It is something I had experienced in Japan before, although usually it is at some kind of higher-end cafes. Upon entering, I wouldn't naturally peg this place as a cafe that is trying to achieve some level of exclusivity. I suppose the reason is that many people come here and stay for many hours, reading all of their books?
Furthermore, there is a small bakery on the side of the building (it is actually in the same building, it is like a side room - you don't even have to leave the cafe to the street to enter the bakery). The foods in the bakery looked so tasty, but in order to eat them in the cafe, you had to pay an additional fee. You would think that if these two businesses shared a space so close, they could come to some compromise, instead of seeming to compete with each other.
It seems like it could be a nice place for a local to come and enjoy the afternoon. However, as this place does have a foreign yelp presence, I expect a good number of travelers stopping by (such as I was). For those customers outside of their target library-seeking consumer base, this place may seem a bit strange or strict (two characteristics that are actually spot-on about Japanese culture).
Although my experience was somewhat marred by the previously mentioned strict policies, the coffee and tea here was good. Please come here for the good drinks and stay awhile.
