While on my way to Carmel, I made the split decision to exit off Tully to get some Bánh Bèo, cutting through several lanes like a Daly City rice rocket.

It was one of those rare occasions that there was no traffic on 101, nor to exit Tully so don't worry, I did it safely. =)
I've had Đại Lợi and Chả Cá Long Phụng bookmarked but decided to go to the latter one since it had more reviews. Since they're less than a block away from each other, I now regret not going to both and doing a side-by-side comparison for their bánh bèo.
Chả Cá Long Phụng is a small neighborhood Viet deli located in a small plaza. On a Friday around 11 am, there was no line.

Their namesake: Chả Cá (fish cakes) and a variety of carb heavy prepared foods particularly from the Huế region - Bánh Bèo: Water fern cakes, Bánh Bột Lọc: Tapioca dumplings, Bánh ít Trần: Sticky rice dumpling, Xôi (sticky rice), Gỏi Cuốn/Nem Cuốn (shrimp or pork sausage spring rolls), etc. No Bánh Cuốn (Viet rice noodle rolls) at the time. There were no price tags on these items.
In the warmers, there was Pâté Chaud (savory meat pastry) and Chả Giò (fried egg rolls).
They also have a variety of packaged snacks+sweets, desserts (Chè), and bottled drinks.

Best item of the bunch - savory with a smooth and springy bounce to it. Mild flavor, not fishy tasting.
* Bánh Bèo Tray: Water fern cakes
Disappointing - too much water was used in the batter so all the bánh bèo were clumped together into one mass (when trying to pull apart, it tore apart). They were topped with dried shrimp and fried shallots. The accompanying mung beans were too sweet, same with the nước chấm (fish dipping sauce).
For deli/takeout bánh bèo, Bánh Bèo Tolan on Senter is a much better option and cheaper too.

Best of the three; satisfyingly chewy dumpling with a savory pork belly and shrimp filling topped with mỡ hành (scallion oil).

Nice QQ chew but the mung bean filling was too sweet.
My total for the above items was $18 (pre-tip).

Kinda tight parking in the shared private lot. Not enough parking spaces for the amount of businesses there so I can imagine the parking situation being a nightmare on the weekends.
Overall, get the Chả Cá (fish cakes) because that's their specialty. I'm kicking myself for not also getting their Chả Giò (fried egg rolls) because they got rave reviews...I mean, you know it's lit when people buy them by the tray! 3.5 stars rounded up for a local small business.
