Chuhuo is located quite close to Hengchun Township, so we were able to walk there (~20 minutes) from where we were staying. I wouldn't really recommend walking though since there isn't actually any pedestrian walkways, and there is no lighting (assuming you're going at night). In general, if you are visiting this part of Taiwan it is better if you either 1) are driving or 2) have a scooter/motorbike.
As the name suggests, this place is literally natural fires coming out from the ground. In reality, it is less impressive than it sounds, and is quite anticlimactic. It really just looks like a group of campfires. I would recommend coming at night to see it better. Be warned though, bring a flashlight as the path is not lit.
There is vendor in the parking lot selling snacks as well as sparklers and things that are technically illegal. The fires are behind a chained off area, but it is easy (although illegal and very possibly dangerous) to bypass it. Like when I was there, a woman was next to the fires lighting up the sparklers.
I would say this place wasn't worth it unless you have free time. However, it is free, and you can go at night, so if you have a car go for it. Just don't expect too much.
