Be sure to climb to the rooftop terrace, which has exceptional views. Who comes here? The building bustles with activity: locals stopping in at one of two restaurants, tourists using the free Wi-Fi while people watching. So then what, or who, do you think it’s best for? Don't make a beeline for the cultural center unless you've exhausted the main sites in town.
