We stayed here recently on a long weekend in Paris after being placed here by Delta Vacations (we spent miles), and for the price, it was great. You should know that for better or worse, it is not a typical aged European hotel - it seems to be relatively new, and it's a very modern-style lobby that I would equate with a Courtyard hotel in the U.S.
The rooms are not huge by any means, but they're also a little bigger than you might expect for a budget hotel in Paris. Ours had a bed alcove, room for a TV stand and a large writing desk, a small kitchenette "room", and a fairly large bathroom (again, by cheaper European standards). The staff speak many languages, there's free wired and wireless Internet, and there's an available continental breakfast (though at 12 or 14 Euro, I don't think it's worth it when there are plenty of cafes nearby). Maid service is optional and costs more, which was fine for us - we weren't staying long enough to require fresh linens, and not having to worry about when the maid wants to get in while you're on vacation is kind of freeing.
The location is good - it's not terribly near to many classic tourist attractions (unless you count the Opera and the Bastille Place), but the Breguet Sabin metro stop is across the street, and Bastille (a short walk away) connects to even more lines. It's about a 20 minute stroll south to the river and the Latin Quarter, and Ile de la Cite, Notre Dame, etc, would be only another ten minutes or so. A short walk to the northwest is the charming market area of Enfants Rouges, and to the southwest is Les Rosiers - our favorite part of Paris and home to some of the world's best falafel, believe it or not - the Hotel de Ville, and, beyond that, Les Halles.
Overall, if you're on a budget yet don't want a dingy closet of a room, I'd strongly recommend this place in Paris.
