Boats departure during low tide, when locals know there is no place for shark in the water. They could wait another hour instead, rather than go once 5-6 tourists are collected.
They do not allow even 5 minutes in water when there is no shark. For 3 hours trip under direct sun such short refreshment snorkelling is mandatory, as a compensation, I'd say.
One guide, like 80 years old, was seen only twice during 3 hours trip - at time of departure and arrival. He slept the entire trip. With all due respect to his age, it is probably okay to expect more commitment and more energetic guides assigned.
All in all, I understand, staff does not control sharks appearance, but it is too obvious they want to sell the place in the boat, not the experience. And they are too lazy to give another try at midday, so there are 8-9am morning departures only.
