Festival Park

Love the overall friendliness and helpfulness of the staff. Everytime I come into the leasing office I feel a very welcoming and comfortable environment. Keisha in particular will sometimes stay late to make sure I get my packages when my job keeps me after office hours. This is a great help to me. Hope to keep them around.

My friend lives here and ive been coming over since july.. the roaches are unacceptable. I thought it was just a few in the summer but no, its babies and big ones. Apartment living is really getting sad. (He has been killing baby roaches in his apartment for the past 2 months) (he keeps it clean and theres literally a new one on the counter/wall every night). Knowing its resturaunts around, my recommendation would be to clean downstairs/ the halls far more often and PLS get pest control out here. Nice size apartment + nice windows + no drama.. but the current roach situation overrides that— and no I didn’t take pics everytime but he literally killed one lastnight while I was making nachos.. blew me.

My wife and I moved out of Festival Park Apartments in September of 2019 from a 13 month lease we definitely could not finish out. The only thing great I have to say about Festival Park Apartments are the two receptionist they had at the front, management is unprofessional and ridiculous. If you're planning on moving in a downstairs apartment, please do not and I repeat DO NOT waste your time. We lived in apartment 104 of the 3800 building and we heard everything from both neighbors above us. Noises from someone knocking on pipes, slamming items on the floor, bouncing a basketball, to a child riding a hoverboard inside the apartment and management did absolutely nothing. We literally had to call the police on the resident that was above us because she continued to make constant noise after midnight after I knocked on her door and asked her to keep the noise down. Maintenance is a joke as well. We moved in and the living room blinds were broken and maintenance was called to fix the problem. When we got home the blinds were replaced, but there was a 5 inch gap in between the blinds where as to anybody could look inside our apartment as we saw plenty of people doing so. The neighbor upstairs left her washing machine running one evening and the water just ran over and leaked downstairs in our apartment because nobody was home. Last but not least, the Community Director, Cynthia Vegas is flat out not to be trusted at all. For starters when my wife called them to complain about the noises they came over and acted as if they didn't hear anything and was flat out nasty, unprofessional and rude, and when I say they, I mean her and her assistant. When I later spoke with them, it was a different tune making me to believe they tried to intimidate my wife. They ask me to get times and dates of when we heard the noises upstairs. Not only did we get the times and dates, I provided them with videos of the noises we were hearing from upstairs. They did nothing and the only answer she would give us was that they were waiting for a lawyer to respond. It got so bad that we was force to break the lease. I did give Ms. Vegas credit for working with us and allowing us to break our lease. Notice that I said DID GIVE HER CREDIT. A few months later we received a phone call from a debt collector stating that we owed $500.00 to Festival Park Apartments for damaging the floors by scratching them up. For anybody that currently lives or has lived in Festival Park knows that the wood floors are already scratched up from previous tenants that have occupied the apartments before hand. So again Cynthia Vegas is not to be trusted at all. Bottom line, if you're thinking about moving in Festival Park Apartments please BE AWARE that the apartments do not have any carpet so you will hear everything from your neighbors upstairs. BE AWARE that there is a train that passes by constantly and shakes the building because the train tracks are located right behind the apartments. Oh and I almost forgot, BE AWARE that the so called security front door entry doesn't work, meaning anybody can walk in and take your packages that are delivered to your front door. We've had 3 packages that were stolen and the neighbor beside me told me before he moved out that he had packages stolen as well. BE AWARE of Cynthia Vegas and her assistant as to both of them are not to be trusted. If you think that this review is bogus, just make another review stating you want to get in contact with me because I will let anybody hear all the videos I have. THANK YOU!

Festival Park is a great place to live! I suffer with MS. Having an apartment makes it so much easier to get a round. The office staff and the maintenance staff are terrific! They all go above what is required of them to make my life a little bit easier. For example, I use a scooter to get around and Allison from the off ice noticed I was having trouble with mine, so, she got her husband to bring me one so I could get around.

Overall so far my experience at festival park has been pleasant, the office staff are bright and bubbly and it’s mostly quiet. I would say the only two issues that come to mind is that maintenance could get done a little more efficiently and the trash service could be done a different way instead of each person sitting their trash outside until it is picked up. Other than that the area is really nice and I’d say it’s worth it.

Festival park is more like family Whitney, Keisha & Kate are phenomenal! Even going through a loss they were there and provided me and my daughter a care package made with love of everything that I love they really pay attention.

Nice Apartment complex in the heart of Chester. Restaurants and Stores in walking distance. Outside areas available. Modern-ish Apartments. Fast access to 288 and I-95 Railroad tracks nearby.

I’ve been at this location for a year . Keisha & Whitney are truly amazing. They make sure to communicate any information with me , in regard to festival park . If I don’t know something , they both make sure to assist me to find all that I need . I love those girls !!

Although the outside of Festival Park looks nice, the apartments are a maintenance nightmare but more importantly the front office administration is a nightmare. The turnover rate at the leasing/ front office administration and maintenance office is ridiculous. Attitude The front office receptionist person is very disrespectful and completely unprofessional. Her phone etiquette which is tone, delivery, and communication style (or lack thereof) is unreal. When asked simple question about my apartment and maintenance issue she quickly became frazzled and displayed mannerisms which could be interpreted as stereotypical. It is going on a year and a half, and this is probably the 3rd or 4th receptionist at the office. Although it rude and unprofessional I oddly understand why this receptionist is like this because there are so many issues at the complex, I probably wouldn't know how to conduct myself either listening to complaints all day. I also had the pleasure of dealing with Dave the newest maintenance guy for Festival Park. Once again turnover is extremely high and they keep no records of anything which you will see clear example of shortly. I spoke to maintenance Dave 5/17/2022 and he couldn't answer any of my maintenance issues (head scratch) and he also became rude, defensive and hung up. Maintenance Dave closed out my work order and said everything is ok. He literally told stated, "I'm getting frustrated" and I replied back, me and my children are also frustrated we had to sleep in an 80 degree apartment. I'm frustrated I have $300-$400+ electric bills due to broken equipment. Maintenance Issue I have been dealing with HVAC issues since I moved into the complex. The cooling system was never efficient and Fall 2021 it finally gave out. They have attempted to repair from Dec. 2021- present (May 2022) and I have had no such luck. Very important information to know. · Single dad 50/50 custody with my small children every other week · I'm in my apartment two and a half weeks out the month (Every other week) due to work (Check Hotel receipt picture). · I have $300- $400 electric bill even though I'm only here every other week (Check Dominion Bill picture) · My HVAC has been broken for 6+ months (Check thermostat picture) Record Keeping With the high turnover rate and poor record keeping they have no good and clear documentation and record keeping. Due to poor record keeping, February 1, 2022 they emptied my garage unit because they couldn't trace who they leased it out to even though I have been paying on it since I moved in a year and a half ago. Yep, that's right, they went through my personal belongings and started emptying my unit. They came across an extension cord with my name on it and looked through the system and realized they have a resident who is paying for that unit. I came back in town to my garage unit a mess. (Check the picture of the letter) Final Thoughts I am still awaiting to get my HVAC unit rectify, and my Dominion bills paid for before it ruins my credit. Currently there is a $900+ balance. I would not recommend moving here. Apartments are not efficient, rude personnel, Not professional, Not equipped to handle maintenance issues and THE BUILDING SHAKES WHEN A TRAIN GOES BY. Very scary feeling especially after the building collapse in Florida.

We moved into this unit at the end of August 2021. This past Friday, the downstairs toilet overflowed into our living room. The toilet itself didn't overflow, it was the pipes underneath the staircase. We called maintenance Friday as soon as it happened, and the guy came out but said there would be the cleanup crew coming In the morning, and we had already cleaned much of the sh*y and urine using our towels, our cleaning supplies, and even our clothes, as there was standing water with feces and urine. There wasn't much he did other than indirectly offer to speak to management about getting us a room for the night. By that time it was after 8pm and he assured us someone would be here first thing in the morning. We didn't WANT to stay on Friday night, however, because they were still waiting on a plumber , and couldn't guarantee if this would or would not happen again, we were afraid to leave and no one be here to stop another overflow. Apparently, according to this woman in the office, they refuse to help us now, because according to her, we refused help Friday night. What a crock of bull crap! We didn't refuse! We simply tried as tenants to make the right decision for everyone in an already stressful, disgusting evening. So 9:30am Saturday the clean up crew comes in and cleans up and leaves huge industrial size blowers in our living room and said we will be back next week and left. They did a great job, unlike management, so I want to make that clear. This is on management not the clean up crew! Yesterday at 4pm, the pipes overflowed again!!!!! I called the office, and the idiot at the desk says "oh call back the office, so you can leave a message for maintenance, and I won't answer the phone". Wtf As of today 10/10/21 no one has come by, I have left 4 voice messages for maintenance, including TWO online maintenance requests WITH PICTURES, and the feces and urine is still on our floors at 12:15pm !!!!!! I sure hope management is having a GREAT fun filled, none shit filled weekend unlike us. In other words, unless you want to be treated like sh*t even though they have the audacity to charge you $1500 a month to live in filth, do NOT sign a lease here. This is far from over, and more calls will be made this week (everyone who I need to speak to is off on the weekends) to the appropriate people to report this management company for providing unclean, unsafe, and unsanitary living conditions. The pictures are of the condition of the unit now. As you can see, nothing has been done. No calls are being answered, and none of my calls have been answered since 5:11pm YESTERDAY , and that was the maintenance guy telling me he'd call me back in 10 minutes!!!

Poorly managed grounds. Dog feces throughout the grass and mulch, trash on the sidewalks. Building doors are left wide open, allowing anyone access. Dishonest practices from the leasing staff. Worst of all, maintenance doesn't do any preventative maintenance nor do they respond to tickets. Avoid this place.

This is the WORST place to EVER RENT. They take WEEKS to fix any repair. Exterior doors are supposed to be 'key access' only but are broken and wide open all times of the day/night. Walls are thin and you can hear your neighbors yelling and playing video games all night. The office staff is useless, (except Chanel). Definitely Kristen, who makes excuses and gets nothing done!! Hallways are only kept clean if you keep calling and requesting the cleaning service. Other residents leave their trash outside all day and the hallways smell like sewage. The trash pick-up service drags leaking trash bags through the hallway and drops trash everywhere, doesn't clean it up, so the hallway looks like a huge TRASH CAN! This place is despicable. If you wanna feel like you're living in the NY projects, this is the place to be! Gross
