We stayed at the Excelsior for 3 nights. The center of Valetta is only 10 minutes away from the hotel, and countless restaurants and bars are within walking distance in the evenings.
The “partial ocean view” room is directly above a hotel garage exit overlooking a dumpster. At night there was unrest caused by employees coming/going on motorbikes or minibuses. (see pictures). The room's furnishings look like they're from the 80s - everything is old and there's an unpleasant smell.
Breakfast buffet with a long queue as only one indoor floor is available for breakfast. One floor above there is an entire empty floor that could also be used for breakfast.
There is no breakfast outside at all.
Omelette is recommended, it is prepared with love and dedication, if desired fresh eggs are used and not a ready-made mix - very good. Orange juice, on the other hand, is bad, it is sugar water and not 100% juice. Where can you expect that if not in a 5 star hotel? Our recommendation: Better to have breakfast in a restaurant or cafe nearby than in the hotel.
Pool area basically very nice and spacious, water very clean. There is enough space under the sun tents, even in the shade.
The loungers at the pool are inadequate and unworthy of a 5 star hotel. A large part of it is already sagging, you are not only uncomfortable but also painfully lying with your backside on the frame of the lounger because the covering of the sun loungers is already sagging. There was no topper because the weather was supposedly too bad. But that's not true, there was sunshine all day, 26 degrees and not a drop of rain. Apparently the toppers are too much effort - good service is decided right here and not at the reception!
You only get one towel per guest. The whole thing is an imposition.
Also a nuisance are the pigeons and other birds that search for food by the pool. See pictures - terrace in the pool area stained and dirty, there doesn't seem to be any regular cleaning here.
We would under no circumstances stay here again and can only recommend alternative 5* hotels in the St. Julian's district that offer a completely different overnight experience. An Uber/Bolt/Taxi doesn't cost much and you can get to Valetta quickly from there.
