This is a tale of two parks. Your experience here will vary greatly, depending on whether you come during the summer months or the winter months.
If you come between May 1st and October 31st, you need a permit or single day pass to enter. That includes any means of entrance, whether it be by car, foot, or bicycle. I ran into this the first time I tried to visit. You cannot buy a pass at the entrance, so you are turned away. This is more or less an "anti-locals" measure, if you aren't a resident of Greenwich, you have to pay a $35 parking fee plus $7 per person. This is for *one* visit.
So yeah, for the summer months, as a non-resident who lives within a 10 minute drive or 20 minute bike ride, I would give this place 1 stars.
However, during the off season, it really is a fantastic park. There is plenty of parking all along the point. There is a very pretty white sand beach on the eastern part of the park, a marina on the northwest, and the rest of it is mostly left in a more natural state. There are multiple walking paths around the park, and a ring road of sorts, so it is great for strolling, walking, and bicycling. It can be pretty busy when there is nice weather, even during the week.
There are gorgeous views of the NYC skyline and Long Island sound.
So if you are going in the off season, this is a great park to visit, and it's one of my favorites in the area. If you are thinking of going during the season .... unless you live in Greenwich or want to deal with the byzantine red tape.
