The reviews concerning the hotel being dirty and having bad WiFi is a LIE. The room we stayed in was spacious and comfortable. We had a WiFi router in the room. I was worried about the road noise so I asked for a room with a side room. I was opening the balcony door for the night and it was very quiet. The breakfast is 10 out 10, great choice, amazing quality of food, they make ok free coffee, you can buy coffee from the coffee machine. The team is VERY supportive and friendly. -

Bear in mind: We booked the expensive room with Seaside facing. HEC Residence in Budva is a wonderful hotel that offers comfort, convenience, and excellent hospitality. The staff provided warm and attentive service throughout our stay. But we need to pay for the water. The delicious breakfast was a highlight, with some variety of fresh options. The location is ideal—just a short walk from Pržno Beach and Queen’s Beach, both peaceful and relaxing. For something livelier, stunning Sveti Stefan Beach is only a 5-6 minute cab or bus ride away, offering breathtaking sunsets. I highly recommend booking a beach-view room—waking up to Adriatic Sea views was magical. The rooms were clean, modern, and well-maintained. One thing to note is the limited dining options nearby. Aside from Kusta, a solid Montenegrin restaurant serving seafood, grilled meats, and bread, there aren’t many Western choices. For more variety, you’ll need to walk to the beaches or head to Budva’s city center. Renting a car is the best way to explore more food and sightseeing options in the area. Despite this, HEC Residence remains a great choice for its location,as I would happily stay here again, if I have a car.

Absolutely disgraceful. Worst hotel experience we’ve ever had. If I could give this place negative stars, I would. Let’s start with the basics: the receptionists are miserable and completely unhelpful. Every interaction felt like we were disturbing them just by existing. Housekeepers don’t speak English, ignore any requests, and worst of all — entered our room without knocking. Total violation of privacy. The room was infested with ants — and not just a few. They were on the floor, in the bathroom, even inside the bed. When we told the staff, they said “we only change sheets every 4 days” and blamed us, saying we ate in bed — which we absolutely did not. We stayed for 9 days, and not once did they clean the dust. The fridge smelled disgusting, and they even charge you for water. Breakfast? Don’t even bother. Cold food, almost no variety, tasteless. We tried it twice and couldn’t stomach it again. Now let’s talk about the scam they call parking. We paid €90 for a tiny, badly designed garage. And get this: last night they closed it at 1 AM, and we couldn’t park our car. When we complained, they said, “It closes at 12.” But we had entered after midnight before — and NO ONE ever told us there was a closing time. So we paid €90 for something we literally couldn’t use. This is fraudulent and dishonest. As if that wasn’t enough, we asked for a double bed, and they just pushed two singles together. We kept falling into the gap. Not comfortable, not acceptable. And again: ANTS EVERYWHERE — even on the top floor. In the bed. On the nightstand. It was disgusting and unsanitary. The whole place is overpriced, poorly run, and filled with staff who clearly don’t care about their guests. Save yourself the misery. Never again. Do NOT stay here.

The staff and the owner are all very friendly and accommodating. The owner even gave us drink on the house for our last night. The unlimited breakfast are well balanced and something to look forward to every morning. The dinner which is €15 and is worth it with unlimited soup, salads, dessert with fruits and a choice of main meal that was a massive portion. The location is walking distance from the 3 of the most beautiful beaches in montenegro( Queen’s beach, milocer beach and the Sveti stefan beach. Our room was massive with a very nice view of the sea.

Breakfast is pretty good, staff work hard to refill food and beverages. It's not a 4* hotel, it's more a 3* by European standards. Cleaners come every morning. We stayed in a double room with no balcony. Views were lovely but all smells from cooking or smoking would come through a ventilation from next door rooms that had balconies and kitchenettes. The AC wasn't that strong and we couldn't open our window because of traffic noise as hotel is on the main road. So location wasn't great, you must have a car to get to the restaurants, chemist's in Budva. Public beach nearby very small and overcrowded. Walking is not easy, lots of stairs up and down. Garage charges 10 euros a day for parking but you can find parking around the hotel.

We booked a suite for the week. It was a nice size, but it was quite shabby. The wallpaper is slightly peeling off the walls, the carpets are stained throughout. Everything is in desperate need of modernisation. We did not have hot water for the entirety of our stay and we were not offered any kind of discount as a result. We complained three times and only once did somebody come to try and rectify the problem which didn’t work. The breakfast is quite limited. What I would say is that the staff are very polite and very helpful. The location is cut off from a lot of the main things that are going on, and if I was going to Montenegro again, I would probably stay more in central Budva. This hotel has a lot of potential, but unfortunately it didn’t reach any of it throughout our stay.
