Would I stay here again? That's always the short and long of a hotel review, and I will give this a solid yes, yes I would. There are some oddities and caveats, though.
The location is superb. It's just a block above the citadelle wall, and our 9th floor room had a fantastic view of the Saint Laurent and the sights of the old upper town. It's a block from parliament and generally pretty accessible. You pay for underground parking, but with in and out privileges if you want to day trip or drive. We got a little family suite that was quiet (relative to the other guests) and well-appointed. The floor to ceiling windows were lovely. If you can get a rate (as we did, in the off-season, with a favorable exchange rate) it really feels like a fantastic bargain. (The interior rooms have balconies overlooking the atrium/pool.) Housekeeping was good, although they didn't vacuum under the beds.
Issues:
The room was cheaply finished. Gaps in the floorboards and molding, one bit of the sliding glass in the bathroom peeling, and the headboard on one bed fell off (it was hung by hooks, without being fixed with screws). Just shoddy. It's newer, so it wasn't so bad, although two of us got minor foot injuries from padding around on the floor with the odd gaps. Also, there's a very ornamental french door with glass windows separating the main room from the bedroom which is completely useless: it doesn't block light or sound from one room to the other, so what's the point of having a suite? I highly recommend to the management they consider replacing these with sturdier soundproof doors.
The pool is in the middle of a high atrium, which is spacious and nice, but there's no changing area in the pool area and the floor is seriously slippery amidst the fake stonework. The pool is mid-sized so nice enough for the kids to splash in but not big enough for laps.
Pet peeves: dispensers on the shower wall for soap and shampoo? Really? That's kind of a Motel 8 touch in what ought to be a higher end place. Given one of them didn't work and they were at an odd spot if you were taking a bath, annoying. Then there's the hangars with the little balls to prevent one from stealing them instead of real hangars. I understand why it's done but again - not exactly four-stars of class.
The Beffroi restaurant in the basement served a very nice classic French breakfast (excellent crepes), at the usual extortionate hotel prices, but there's also many alternatives in the neighborhood if you want something lighter or more casual (a Second Cup in the next block over). The Depanneur/Tabagie in the basement is very basic, there's a larger one just across the street downhill.
