This is a very nice hotel which often has excellent rates. I normally stay in big international chain hotels, but they were pretty expensive for a 5 day sightseeing trip in late August. I used Amex travel to find some high-rated alternatives at about half the price, and fortunately found the Celestine.
Like some other hotels in Tokyo, it is a few floors above an office building -- 14-17th floors in this case, with a separate entrance. Interestingly, the building has an atrium open to the sky on these floors, with a lounge which seemed like a separate house set in an outdoor patio area on the 14th floor. This gave them two sets of rooms with views -- either outward facing or courtyard facing. I had one of the smaller rooms with an interior view, and it was nice.
Like Japanese hotels generally, there was a truly comprehensive and amazing set of toiletries in the bathroom. Housekeeping was the best of any hotel I've ever visited (and I've probably been in 400 hotels worldwide, over 2000 nights, in the past 20 years) As is standard for Japan, great electronic washlet toilets (I've seen these in some offices around the world, too).
Location is very convenient for HND airport, near Mita and other subway stations, and close to Shinagawa (long-distance shinkansen). The immediate area has NEC's offices and Keio university, with some small stores, restaurants, etc., but I would consider this a fairly quiet neighborhood.
I would definitely stay here again, especially for trips in/out of HND or Shinagawa.
