Contrary to what you might think, this prison is not the same as any other, it's open and anyone can just walk in and out. Of course there's still a form of security to comply with a requirement or whatnot but it's a pretty free place considering that it's supposed to be a prison. If you've been to Palawan or you're planning on going there, you've probably came across this as one of the places to visit during your stay and as weird as it might sound, you should definitely put this on your list. You'll be able to walk around and talk to the inmates and hear their life stories, how they've changed for the better and how much that facility has helped them. And it's refreshing to know that something good is happening around us. When I was there, it felt more like a community than anything else, they're helping each other grow.
