The Justice House is well located next to the river and nearby there are many private translation and notary services with competitive prices. The design of the building is architecturally impressive and inside it's easy to navigate. You go in and ask for a ticket from a line-up of civil servants located in the centre. You tell them what you would like to do / why you have come, and you receive a ticket with a number and an area. There's approximately 20 (?) desk areas of individual desks arranged in circles. You look at the screen in the area numbered on your ticket and wait for your number to appear. When it appears, it tells you which desk number to go to. I've been 3 or 4 times to the Justice Hall on different days of the week and it's always been pretty fast. Dotted around inside there's seats for waiting and also tables to organise your documents on. There's also a line of photo booths. No camera or phone photography is allowed in the building. Civil servants generally speak good English. Overall I was really impressed. I've encountered a lot of bureaucracy in lots of different countries and here everything seemed really well-organised and efficient.

The Justice House (საქართველოს იუსტიციის სახლი) in Tbilisi is a central and pivotal institution established to streamline public access to a wide array of administrative and legal services under one roof. Located at 24 Gorgasali Street, this multi-story facility consolidates services from various government agencies, effectively eliminating the need for citizens to visit multiple disparate offices. It primarily houses the functions of the National Agency of Public Registry (NAPR), making it the main hub for processing property rights, registration, and notarial acts. Beyond real estate, its services extend to civil registry affairs, such as issuing birth and marriage certificates, legal entity registration, and data from the National Archives. The concept behind the Justice House is to enhance efficiency, reduce bureaucracy, and combat corruption by creating a transparent, one-stop-shop environment where all procedures are standardized and centralized. Its modern facilities and organized workflow have made it an essential destination for both individuals and businesses dealing with legal documentation and public services in Georgia.

Beautiful building! Staff and the triage system are the most efficient I’ve seen in years. PR permit was done under 20 min including the photo taken. The only tip - is do your passport or important papers translation before. They wont be bother much if you complied to the requirements of the visa application.

When we arrived with our taxi driver the steam engine of the building just started working and the view from the parking lot was quite interesting.

Impressive service. Very fast and no wait. I above been there twice and both of the time the service was instant. I think the key is to come early in the morning. The staff there is very polity, they speak Georgian (obviously), English, and Russian (sometimes). They don’t have printing service but they do offer photos for 5 GEL for your paperwork if needed. Loved the design and the convenience. Totally worth visiting and checking out how it all works. There is also a nice park nearby. There are ATMs of all three major bank in Georgia TBS ATM, Bank of Georgia ATM, and Bank of Liberty ATM. Very convenient!

As a foreigner and a business man this Public Service House or Justice House in Tbilisi is really important for me and here the recruited government officials and bankers is really smart, wise and helpful and it's easy to communicate with them if you can speak English, Russian and Georgian Kartuli language although they provide documents in Georgian language so you definitely need a app or a government recognize translater to translate your documents immediately. The beautifula architecture of this building and delicious food and beverages of inside restaurant facing Kura river is add on refreshing.
