tldr: I like it, but objectively local pho is just another pho restaurant. Nice for one of those cold rainy Seattle days though!
As a pretty regular customer at local pho, im honestly not quite sure what keeps bringing me back here. Its solid food, but not the best pho I've ever had. Perhaps it's just the rainy Seattle weather which makes local pho such a great place to have dinner.
This time I came to local pho, I ordered the rare beef + meatball pho with extra vegetables. Thw vegetables were gave the soup a nice crunch, as not too overcooked and had a good diversity of texture. The meatballs were not particularly flavorful, but they were a solid addition to the dish. Especially when paired with the hoisin sauce, which made up for the meatballs lack of flavor. The rare beef was pretty good as well, and was a solid addition to the bowl of pho when dipped in the hoisin sauce. Noodles were good too, with hoisin sauce.
I'm sure you're seeing a pattern here: the star of the dish was the hoisin sauce. Everything was good enough to allow the rich sauce to shine, but mediocre on its own.
Nonetheless, I quite enjoy coming here, as the food is solid, service is fast, and the food is fairly cheap. Would reccomend, just don't get your hopes too high!
