FYI: I live on the 24th street side of the complex, in the 460 building. So, things might be a little different on the 23rd street side (the 435 building).
Having just moved in just a few weeks ago, I'll probably be updating this review in the future, but I just felt like I needed to say something, given the mixed reviews this complex gets.
This is the first time my wife and I have lived in a full-service "luxury" building, so maybe that affects my perceptions a bit. But, so far, I have to give this apartment complex high marks.
The rent is pretty typical for this area (upper-middle-class), but the studio we got is very comfortable, spacious, and well laid-out. We used to rent a one-bedroom in Windsor Terrace, Brooklyn, and this studio is about two-thirds the size of that, for comparison. So, its a pretty good value, given that you're trading apartment space for neighborhood.
Speaking of which, the neighborhood is absolutely fantastic. It's comfortable, clean, friendly, and everything I need is right around a corner somewhere: Three different barber shops, a Gristedes, a full service post office, a full service Capital One bank, restaurants galore, Waterside park, Chelsea park, only a short sunday walk to either Starbucks or Brooklyn Bagel, and there are several places to grab CitiBikes. Further out, its only a 6 minute walk to 7th ave, and about 25mins to mid-town, on foot (where I use AlleyNYC). Oh, and how could I forget? We're a little over a half-block from the High Line! :D My wife works a few blocks up 10th ave, so I often walk with her to work, on the High Line. Very relaxing.
The building management has been incredibly responsive, friendly, and professional. Not including issues with the movers, our move-in was relatively incident free, and the management was extremely flexible when we did have problems. After move-in, my wife and I have had to call them on three minor issues (minor leak in the toilet, missing screens, and an oven thermostat that needed replacing). On all three counts, we got immediate response, and more than satisfactory workmanship. The maintenance guys were friendly, and were especially interested in making sure we were happy with the work that was done.
By the way, you get a HOUSE PHONE right in your apartment you can use to call the concierge desk. And, if you prefer, they have a web-based service app, where you can check to see if you have packages or mail waiting, and to check on the status of open service requests. You can also use it to order door-to-door laundry service! It's quite nice!
For times when you want to do your own laundry, the basement is spotless. The walls, floors, and ceilings are all painted, washed, and well lit. The laundry is keycard-access (which you get as part of your move-in package), and are available 24x7 (unlike a lot of elevator buildings, that lock access to the basement after hours). The machines are well maintained, and the laundry room is spotless. There is space in the basement for bike storage, and for personal property lockers (large enough that we were able to fit about 15 Home Depot small boxes in one). Though, both are first-come-first-serve.
Our building neighbors are very gregarious, and welcoming. I've already met 4 people, and I'm not even a social sort of person. The pet-of-choice here seems to be small dogs, as far as I can tell.
Lest I be accused of gushing, let me mention: there are a few down-sides.
First: the street noise is pretty substantial. We live on the 24th street side, and for most of the last two weeks, there have been noisy garbage trucks outside my window grinding away at huge mounds that appear overnight. In the evenings, it's go-home traffic, and cabbies, honking a lot. Still, its a far cry from living right over the Prospect Expressway.
Second (and this is basically a reality no matter where you go in NYC): the basement does have roach traps. They're really well hidden, but they're there. So, if you do use the storage lockers, make sure you're not storing food down there, and if you store clothes, make sure they're in sealed plastic containers. Except for a couple dead ones that keeled after spraying, I've not seen any live ones down there, and the main floors are completely without any sign of them. I don't see them in the halls, or in our apartment at all. So, overall I'd rank this complex as the cleanest and most sanitary I've lived in in nyc, yet.
Third: Some of the interior contracting workmanship is sub-standard. Our kitchen floor tiles were laid improperly, so you can see areas where grout has chipped out, and uneven seams between tiles. Also, there are obvious trough lines on the walls, where the plasterer either didn't care to do a good job, or didn't know how.
Fourth: the incinerator chute is tiny. Even using the little 10-gallon garbage bags, I have to pound them into the opening to get them to go down the hole.
