"Terrible" was not available as a choice. This was, of necessity, a long term stay for me, so I really got a feel for what things are like.
If you enjoy things like frequent visits from law enforcement to the property in the middle of the night, with unknown problems in the parking area, or someone else's room, this place is for you. It happened too many times to count. One block away they just finished removing the largest urban homeless camp I'd ever seen. Hotel is mere feet away from the train tracks. This is NOT the best of Bend, or even close, especially at prices it absolutely does not merit.
A guy appears to be living in his small trailer, right across the street. At least half of the occupants live here and while I mean no offense, some have had the same outfit on for at least 6 mo. They are not friendly. They won't likely attack you(!), but they also are very unlikely to say hi back to you.
You may wonder why I stayed long term; in my case, I got a reasonable king room and for what I needed this winter, it was livable. Oh yeah, frequently, when you turn on the cold tap in the sink, you have to wait up to 2-3 minutes before non-scalding water finally comes out. Furthermore, new management (also they were here a year or 2 ago, apparently) are not friendly (A) and refused to honor the price I had been promised for summer and very rudely told me they just wouldn't. 3rd ST in Bend is the old highway though town and most/all of the lodgings on it were built a long, long time ago. MW, while changing a few carpets this year, has matted, stained, disgusting carpeting. The heater in the bathroom is broken (no matter rt now, but in the winter?!)
I will wrap this up by saying, if you thought this was long, keep in mind that I could add several other detracting factors. Only real upside is Lucy's Tacos, across the st. For a few more dollars than they are trying to get, you could score a deal at a 4-star hotel, easily. I recommend you do that if you want to enjoy Bend In a decent place.
