I ate here in mid-afternoon, but they have the same menu all day. I had heard good things about Najma in the Haifa Facebook group חיפאים רעבים (Hungry Haifaites). I agree with them - it's an excellent restaurant. It is not cheap, but the food is delicious, and the prices are actually reasonable for the quality. And though I didn't spend a fortune, I went away full, not hungry. My attached photos show the view, ambiance, Hebrew menu, and food.
One surprise: My shrimp dish contained some huge shrimp, and an equal number of what looked to me like crayfish. It turned out that those were the heads of the shrimp, which are normally removed before the shrimp tails are sold. The waiter explained that that was just to show that the shrimp are fresh.
I plan to return and try another dish and a dessert next time.
