In the greater scheme of assigning a number of stars to a restaurant, I would give Norma's 4 stars...but in the context of restaurants on the Oregon coast and the large number of diners who don't have any idea what a 5 stars really means, I will assign 5 stars.  The ambience is a little loud because it's a local restaurant with a large number of local diners.  This is not and is not meant to be a romantic, date night restaurant.  That being said, the venue is clean and well maintained.
The service was prompt and extremely courteous.  The waiter was well informed and cognizant of the highlights of the cuisine.  We loved him and he was very attentive to our additional requests.
The clam chowder was superb.  We have sampled clam chowder throughout the northwest and Norma's is equal or superior to everything we've tried.
My wife had the deep fried shrimp for dinner and was very satisfied.  Eight large prawns, beautifully prepared and maintaining a delicate texture.
The highlight of our experience was the seafood fettucine.  I hope you're hungry because you will receive a GENEROUS serving of salmon, halibut, scallops, shrimp and clams, all assembled in delicate linguine swimming in an unctuous, freshly made alfredo sauce.  Truly an all star preparation which will take me back to this restaurant frequently.
One caveat:  Norma's. has a full bar but the liquor selection is limited.  If you ask for a very dry martini (no vermouth) the drink will, nevertheless, have vermouth in the glass.  That was a minor inconvenience.  Wonderful dining experience
