The Railway is paid, and it is certainly advisable to book way in advance since last minute bookings are virtually impossible. However entry to the venue is free and the free section of the park is no less alluring. It is worth a visit. There is food and drinks, (most famous of all is the hot chocolate), lots of photo worthy spots, some cute installations and in general a very cozy atmosphere provided you wear plenty of warm clothes. It could get very cold very fast, since the park is right besides a water body. There are clean and sufficient toilets inside the venue. Recommended time of visit is weekdays before 6.30. weekends can get crowded and then enjoying the lights and installations at your pace can get a bit tricky.
