It's a historical building without too much maintained since end of 19 century during the WW2. basically, you could visit all the area including inside and outside of the building except the blocked zone.
Only the travel brochure provide the Mandarin and Japanese version, English and others speakers might not enjoy so much over there.

Park that is in the process of preserving historical japanese colonial military presence. Later, the KMT authoritarian government used it as a politicial prison and torture camp. It could use more funding for maintenance and informational plaque.

I find Japanese architecture some what creepy. A bit too functional and to strict styling guidelines. The windows in particular are a big giveaway when touring Taiwan. The occupation has defiantly left its mark. Not to mention so much heritage wiped out by the Japanese raping of Taiwans giant ancient trees.

Cool historical place in town. Not many people, so you can enjoy some peace and quiet walking around the grounds.

This was a disappointment. Run down buildings with no furnishings or explanation. Some empty but you can't enter, some full of junk. Does have a disused dreary aspect to it.
Taiwan Sugar Refinary Museum is much better to visit if you want to see a disused / abandoned place.
