For the most part, Munich as a city is a giant beiergarten. Not only does it seem like there's a place to purchase pilsners the size of a Fiat in any direction you look, but you're also allowed to buy bottled beer and walk around in public drinking without fear of being ticketed by police. It's like being on The Strip in Vegas... but in this case the entire city of München is The Strip. That being said, if I were a local, Viktualienmarkt would surely be my gathering place of choice.
Located just off the beaten path and consisting mostly of locals, Viktualienmarkt is a sprawling biergarten with picnic tables as far as the eye can see complete with groups of friends and strangers cohabitating in perfect harmony. The only thing stopping me from making heaps of new friends was my language barrier, but you can just feel how happy and free people are here. It's just a real fun spot and the energy is quite infectious. The Bavarian pretzel left a little to be desired, but it was also towards the end of the night so perhaps I got an older offering. Still, a bad pretzel in Bavarian trumps almost every other pretzel I've had stateside to date.
A quick word to the wise - if you're a guy and they ask you at the beer counter "small or large," respond with "large" unless you want people to make fun of your baby sized beer. I learned the hard way - but it was all in good fun.
