We were at the beginning of January, after the cyclone. Majority of the roads in the park were already open, but some still closed. It is not a park for watching elephants, we did not see any, maybe it was due to the previous heavy rains, I don’t know. We were lucky and saw two leopards, both very close, one for a very long time. But, the majority of people didn’t see any, maybe only 5 jeeps saw them. It is a very big park, not so crowded as others, the drivers respected the roads, there were no bad situations towards the animals. So you can be lucky and see leopards, a bear, a lot of birds, buffalo, crocodiles, but you can spend also 10 h driving and not see a lot. So it depends what you are expecting.
Also it is Sri Lanka way of organization. Jeeps are loud, sometimes there are a few in line, a lot of them have empty seats, so due to that more jeeps drive around the park. The government should just regulate it.
