The Chase Sapphire Terrace used to be an outdoor viewing area, and there is nothing Chase can do about that. A small portion of the vestibule outside the Delta Sky Club was closed off to provide an indoor area with only 8 seats. There is barely enough room for 2 vending machines, a mini fridge, and a counter in front of the "bartender". The restroom was intended for the outdoor viewing area, with all the luxury amenities found in public park restrooms. The nearly empty Delta Sky Club takes up around 95% of the second level indoor space, leaving upwards of 80% of the Chase Sapphire Terrace outdoors. Chase has even less control over the heat, humidity, and Texas sized thunderstorms.
There are some things Chase can improve. The sign for the elevator only says Delta Sky Club, Chase Sapphire Terrace should be added. By early evening, the Farmers Fridge vending machines were nearly empty, and the most popular items were gone, unless your favorite is pesto salad. The machines are restocked twice a day, that should definitely be more often. The vending machines only dispense salads, and sandwiches should be included. The lounge doesn't open until 10am, meaning nearly half of departing passengers are unable to use the Chase Sapphire Terrace. Some form of coffee needs to be offered, and Coke products need to be in 12 ounce cans, not the mini 7 ounce cans, and be available from the self-service fridge. That would allow the "bartender" to offer a wider selection of alcoholic beverages. Fans, misters, umbrellas, or something needs to be added to mitigate the relentless Texas heat.
The Chase Sapphire Terrace is a great place to watch planes come and go, it that's what you want, noise and fumes included. Just don't expect a quiet, luxury lounge experience. (The photos of the comfy couches and self-service Coke machine are the Delta Sky Club)
