It's really more a 3.5, almost a 4.0. I have been here twice over the past three months, and I will definitely come back.
Ambiance- The location is great, two balconies overlooking the main hall of Grand Central Station. Table cloth tables, and great design, including the stylish china.
Service- Impeccable: fast, attentive and friendly. It would be easy for a place like Cipriani to fall into the snob attitude sometimes these restaurants have. None of that.
Food- Can be good, but not consistent. I remember being very pleased with my meal when I came here in May. This time... It was OK. We started with the calamari, and had the potential of being delightful, lightly breaded, crisp to perfection, but too salty, way too salty. Had the spaghetti with branzino (mediterranean seabass) as my entree. Again another wasted great potential. The premise was awesome, spaghetti with chunks of fresh fish, in olive oil and cherry tomatoes, just like home. BUT the spaghetti was too thick, had the consistency of bucatini without the hole in the middle, and there was too much oil, kind of drowning everything else in it.
Prices are in line with New York. This place could be great - I have tried the other Ciprianis in the city - and is just a few tweaks away to be a solid 4 if not a 5.
