As we walked in, we were greeted by a spacious and cozy atmosphere with counter seating at the entrance and booths and tables further inside. We ordered the Mile High Scramble ($17) and the Mushroom Scramble ($16), and we also added a two-piece French toast ($7) to share. To go with our meal, we enjoyed a Breakside IPA ($7x2) and a coffee ($3.50x2). Despite the rainy day, we had a wonderful time. There’s also outdoor seating along the roadside, which looks like a great spot to relax and enjoy a meal on a sunny day.😊✨

I don’t live in the states, but everytime I am in Portland, I will always have breakfast at city state. I would have it for each day I am in town, because they have the best bennies I’ve ever had. The sauce is to die for, and their grits is sooo good. Good menu variety, portions can be more but we usually leave full, great customer service. I like the big patio area so you can bring your dogs and still eat at the restaurant. I like the self serve water option as well.

Cute spot with decent food and nice service. We couldn’t decide, so got a little bit of everything. We got lattes, the bacon avocado Benedict, the biscuits and gravy, fried grits and the French toast. The good: Server was super friendly. The bacon on the Benedict outshined everything. The bad: The lattes were cold. The French toast was underwhelming. The biscuit needed more gravy. Overall, everything was fine but I wouldn’t make a point to come back. There are too many delicious brunch spots in Portland to try. If you’re in the neighborhood, give it a whirl.

This is one of my favorite breakfast places. Their eggs benedict with crispy prosciutto was delicious, and I had to come back for the hazelnut challah french toast. Yum!! It tasted as good as it looks. Adding bananas was an extra treat. The staff is always super friendly and welcoming. I do suggest getting there before 9 am for breakfast or at least be prepared to wait for seating. It's worth the wait! I look forward to many more visits and trying their bloody Mary. It looks like a meal in itself 😄 If you're a breakfast junkie like me, I can't recommend a better place on this side of town to grab an amazing morning meal!

I have been to this diner a billion times and it is super consistent in terms of both deliciousness and service. Everyone is always attentive and welcoming no matter how busy it is! I wanted to give a shout out to Zoe who mentioned she just started. I think she will be a great addition to your team - she offered the same level of service I’ve grown to expect from the lovely staff at this diner. Everything I’ve had there is amazing, but I highly recommend the Challah French Toast or any of their scrambles. You can’t go wrong!

An amazing diner for those that love a classic experience with just a touch or two above the usual. This is not an overproduced hipster joint (not that there's anything wrong witht hat) but a classic diner in the most awesome sense, but with amazing ambience and fantastic service. A hidden gem. Just fantastic.

Today I had the country fried steak with over easy eggs and potatoes. I was I little apprehensive when I saw the steak, it didn't look hand breaded, but it was actually quite nice. The eggs were perfectly cooked and the potatoes were tasty. The coffee was good as well. The best part was the front of house staff. They were friendly and attentive. Listening to the conversation between them - they enjoyed what they were doing!

Forgot about us. We ordered drinks and food, and then waited for an hour before we were offered refills on drinks but still no food. We asked for the bill for the drinks and then the food came out instantly, as if it sat under a lamp for the last hour and the guy forgot who it belonged to. We refused the food because we'd since asked for the drinks check, and instead of apologizing for forgetting who the food belonged to, or forgetting to put the order in, the waiter said "Sorry for being busy." The restaurant was medium busy, at best. It was like 1pm, 2 by the time the food came out. He only realized we hadn't gotten our food because the woman we asked for the check had reminded him. Another table with another server sat down, ordered, ate, and got the check before our food came out. Another table with our same waiter were waiting just as long for their food. As we were paying for the drinks, kitchen staff and other wait staff kept asking us what the problem was, and what we expected them to do with the food, instead of maybe boxing it up and offering it to us for free since we wasted an hour of our day and still had to pay for the cokes & coffee. They messed up and instead of apologizing, they were rude to us.

This is a perfect little diner with lots of options. I had the gravy train with my eggs cooked over medium instead of poached, and it was perfect. Loved the biscuit, delicious gravy, fresh home fries and good thick bacon. The breakfasat bloody mary was HUGE and really good. I had a standard mimosa which was also delicious. Our server was wonderful, very friendly, attentive, and on top of it all on such a busy Sunday. Prepare to wait a little bit if you're coming on the weekend! The staff works really hard to get everyone seated quickly and are friendly. The big drawbacks for me was how loud inside the restaurant was, I felt like I was yelling across the table the entire time and leaning across it just to hear because it was so loud inside. I would like to come back but want to sit outside. Also, there is one bathroom and a line can develop pretty quickly so just be warned! Besides that, it's a perfect cozy diner and I highly recommend it.

We had breakfast on a lovely Friday morning, around 10:30a, and were lucky enough to be sat within minutes of arriving. The place is small and quant, gives you a real finer feel, with what my husband considers some of Portlands best coffee awaiting you as you enter. The menu offers a variety of great options at unbeatable prices. We ordered a little of everything off the menu including bloody Mary's and left with 0 complaints!

When I visit my kid, we just have a serious passion (addiction) for sharing our love of 'the most important meal of the day'. Considering I looked at other breakfast locations, City State D. gave me a jolt when I first noticed the Crab Benedict (sans the sauce for me) in the menu at this spot in Portland's Northeast area. Appearances are deceptive because City State D. goes further back than you'd think from the street. Coming here for breakfast after getting in from NY on a Friday night, was the perfect fit. Our wait topped at 20 mins but we were called before that- so thank you! The inside is simple but it's decked out with these twinkling lights. There's booth sitting, at the bar- even outdoor as well. Between my daughter's caramelized onion omelette, my scrumptious crab Benedict and sharing the hazelnut French toast, everything was tasty. Our server was spot on and full of smiles. And can we talk about their mimosas? Potent with an incredible bubbles:oj ratio. It's pretty clear what makes City State D. stand above the rest. The crowds flock here on a weekend and it's easy to see why.

My friend and I came to City State for what we hoped was going to be a quick breakfast and waited quite a while for our food. We noticed a table next to us who ordered after us receive their food first. Once it arrived, it was pretty average. They offer breakfast scrambles, plates and sandwiches. I had the house sausage breakfast sandwich with meunster cheese and an over easy egg that I had asked to be over medium but that's not a huge deal. I wish the sandwich had more flavor and the English muffin got soggy really quickly.

The restaurant is very Portland, with both indoor and outdoor seating, and a comfy diner vibe. Service was good a friendly, the food... superb. I had the breakfast meatloaf with baked grits and sourdough toast. It was great! The grits were wonderful, highly recommended! Coffee was good, as you might expect. I'll be back because I really want to work through more of the menu.

Diner food but make it local. Done. Love this joint. Was introduced while visiting a friend in PDX after a very long night and wanting a mix between greasy spoon and local eats. What sold me on City State? The "best of both worlds" option on the menu. Eggs Benedict AND biscuits and gravy. Literally exactly what we wanted. Yum!

The food at city state was a perfect twist on traditional American brunch fare. The homemade sausage was totally unique and cooked perfectly. The challah French toast was well executed, but a bit too sweet for me and not quite as fluffy as I like French toast. The service was unfortunately a drawback. Receiving food and paying both took 20 minutes and we eventually had to prompt our server to bring the check. 1. Sausage breakfast sandwich - 5/5 2. Challah French toast - 4/5

This is only a review from a vegan perspective. If you aren't looking for vegan options, skip this review and check out the others! Their tofu is cubed (which is fine, but it does not resemble a scramble) and fairly bland. It seems once you remove the natural salt and flavors of meat and dairy there isn't much going on in their scrambles. I had to douse it in hot sauce to make it flavorful. For vegans I would just skip this and go somewhere else. If you're looking for a place for omnivores and vegans, check out tin shed. They do cubed tofu as well but their food is so flavorful.

Stopped in shortly after Noon on a rainy Saturday and waited 5 - 10 minutes for a table. The interior waiting section is too tiny, considering how popular this place is. I had a really good breakfast scramble that included Greek sausage. That Greek sausage is great! I also really enjoyed their fried grits (pan-fried polenta). The Hubs had the meatloaf breakfast plate and we both agreed the meat mixture they use for their meatloaf had too much ground pork, as it mainly tasted like sausage meatloaf (at least the day we were there). Our friend we were there with upgraded her toast side to their savory scone and she said it was pretty bland with not much flavor at all.

This place was really good many years ago, but went there today and was so disappointed. Coffee was good, but that is about where it unfortunately ends. I ordered their biscuits and gravy. The biscuits were a bit dry, the gravy was really stiff and only applied to the top, making it difficult to eat the dry biscuits. The eggs were ok. The potatoes were chewy and overcooked. Overall, it was disappointing especially when the restaurant was not pretty empty.

Downright amazing breakfast joint! Counter service was perfect. Coffee was kept topped and creamer full. And the food! Where to begin. This is a FOMO place, so just pick! You can't go wrong choosing either the seared grits or the house potatoes! Grits were crunchy on the outside and creamy on the inside! The potatoes were herby and both crispy and soft! Oh my! Daughter had the Country fried steak which was a big cutlet and yummy! I had the Benny/Biscuit gravy best of both worlds- so much food! Hubby had the scramble, and he loves scrambles! Hard to find those. Music vibe was cool and the people were great too! Counter seating was fun! We'll definitely be back.

City State is one of my favorite places for breakfast. I've gotten to try many things, but particularly love the breakfast meatloaf, crab cake Benedict and the crab hash. Depending on the day, you may have to wait for a table, but it's usually not too long as they have seating in and outside. The service is pretty quick and the food is always delicious.

Just went here for the second time & it was even better than I remembered! I've always had a problem finding good brunch spots in Portland that resembled those I grew up with--menus with all the options (scrambles, pancakes, benedicts, biscuits and gravy, stand alone eggs & bacon), city state has it all. I ordered the bacon & avocado Benedict (with tomato added) after drooling over my friend's plate the last time I came in. I also ordered a mocha. Both were absolutely fantastic and exactly what I was craving. Would highly recommend this spot for anyone wanting a brunch place with lots of options, great food, and ample seating. Also is a great perk that City State closes later than other brunch places in town (3pm) and is in a convenient spot (28th ave). My friend ordered the biscuits and gravy and was also very pleased. We're happy to find a reliable (and less chaotic) breakfast spot in Portland!

City State is a quintessential Portland Brunch spot. The scrambles are very good, and the coffee flows freely. Bloody mary comes with a delicious pickle and other flavorful veggies. The Count sandwich is the richest, most over-the-top monte cristo that is absolutely unmatched in its indulgent goodness. Lastly, it's a cozy casual spot that something for everyone, including yummy tofu scramles and vegan gravy. Yummm.

Ordered a carry out order on February 3rd. Me and my girlfriend had been looking for breakfast food past noon and this placed looked legit (based on City and State Diner's Yelp pictures). The service was solid but our overall experience (with trying the food) was unpleasant and we both want reimbursement for our meal. I ordered the Freddie and she ordered the Mushroom Scramble. Together, we shared an order of bacon. The server who took our order (Morgan) was fantastic. She was patient, attentive and kind while phone ordering, when picking up the food, and while finishing the transaction in-person. Didn't dine-in but the ambiance was one typical of any American diner. The great service was not in alignment with the food taste and quality. Visually the food (pictured) looked delicious but when trying it, we were largely disappointed. The bacon was cooked to perfection but everything else was upsetting. The taste was off and one of the ingredients in my eggs wasn't quality. My girlfriend barely ate her food (threw the majority of it away) because she also similarly remarked that the food (eggs specifically) smelled slightly off. She stated that the 'mushroom scramble' had mushrooms that tasted old and had a tougher than anticipated texture. She also didn't like the texture of her grits which were a yellow-tinted coagulated brick; something we both couldn't believe was plated. We could've sworn we were on our way to Oz's Emerald City. To top it off, our suspicions about the food's quality had later manifested as a fever, chills, gastrointestinal symptoms, lethargy, and general malaise. It has been 2 days since trying City State Diner and we are still unwell and bummed about our experience. 1 star for service and another star for ease of ordering and payment. Deducting 3 stars for food quality and taste which made us sick immediately after trying the food. ---- Edit 2/11/2023: Contacted the business over phone and reached a kind representative named Savannah who took down my name, information, and details regarding my recent visit. Looking forward to hearing back. Hope anyone else who visits doesn't fall ill and has a great time.

I'm not one to write a bad review especially for such a cute diner with so much promise. However I got the Chicken Fried Steak and it is easily one of the worst meals I've ever had. The potato's were so burned and crisp they were literally black, my scrambled eggs were uncooked raw and runny. Then the Chicken Fried Steak had this hard crust that tasted like burned oil, with a flavorless gravy. I was asked by the person I was dining with if I should send back, but it wasn't like a redo would fix things. The Fried Steak was just so bad, it was so bad. I say this as someone who made a game out of trying a new breakfast place in Portland every Sunday for several years. I'm well traveled and dine out more than not. Such a missed opportunity. Even the service was marginal. As a side note my guests Louisiana crab thing was surprisingly good but alas also came with burned potatoes.

The crab eggs Benedict is so good, I would happily eat this as my last meal. If you're looking for a good time, stop denying yourself this delicious heavenly breakfast. The staff was incredibly helpful, sweet, and accommodating. Everything was clean, service was fast, and again this was one of the best meals I've ever ever eaten in my entire life. City State Diner and Bakery was a very solid experience. My party of three arrived early morning and put our names on the wait list. We didn't wait long before we were seated. They utilize QR codes for all ordering which always makes me a bit hesitant because I don't have anyone to talk about allergens with to ensure I don't accidentally poison myself. The food portions were mammoth. I ordered two items and found it to be too much! The sausage sandwich with lettuce and tomato was delicious. It was also huge. The yogurt parfait was also equally huge. I could have eaten either or but not both. The cocktails on the other hand were not good at all. The Bloody Mary had no balance. The dirty Shirley was ridiculously sweet and cough syrup tasting. I can't recommend drinking here. Stick to the food because that's where it was at.

I've been coming to City State Diner for about 5 years now, and it's consistently been a great experience. The food is always really good, and my favorite by far is their eggs Benedict--they know how to make it just right. If you're in the area, I highly recommend checking out this place. Be prepared for a bit of a wait during the weekends, but it's definitely worth sticking around.

Awesome. Excellent food and great service. I had the salmon benedict, my companion had the pancake plate. The benedict was perfect with great potatoes and the pancakes were the best with pepper bacon, yum. Delicious and affordable. Check them out if you have the opportunity.

This has been my go-to breakfast place for several years. I particularly enjoy one of the scrambles or some blueberry pancakes. (Heck, why not both?) The food is delicious, the surroundings are pleasant and unpretentious (sit at a table with your friends or perhaps have a nice chat with the person next to you at the counter), and the waitstaff is friendly and efficient. I know of no other place that gets your food to you as hot off the grill as City State. I occasionally burn my tongue on the home fries!

7/5 ZERO-STARS. CHICKEN FRIED STEAK ONLY: Sadly, it was disgusting. Deep fried cardboard. I never took a bite. I ate the overcooked potatoes and eggs. Drank my coffee (excellent) and paid then left. My search for HAND made chicken fried steak continues. The end.

I'd say 4, my fiancé says 5, but it's my review so let's do 4 but know it's a 4.5. The food was excellent - we had the huevos rancheros, which was sublimely tangy and rich all at once, and my lady had the prosciutto omelette with grilled grits, was was an enjoyable upgrade from a traditional diner scramble. I also had the virgin Bloody Mary, which was rich, pungent, and just spicy enough. The service was...fine? Not terribly quick, but completely helpful and adequate. The ambiance was a bit more generic and modern than I wish; I love it when diners lean in to their 1950 nostalgia. However, it was also perfectly acceptable, clean and bright. Would happily return any time.

We had an enjoyable meal here. The only thing to know is that there is very little customer service here. You are seated and then you order through an app. A server will then bring the food to your table. Otherwise, you are expected to grab your own waters, napkins, to go boxes, and then bus your own table. The servers don't come to check in on you once you receive your order. One of our orders was not correct and it took so long to try to flag down a server that we decided to just deal with it instead. Other than this, the food was enjoyable.

I was sold on multiple Benedict options, but then an option for an all inclusive Benedict and biscuits and gravy was the gravy on my biscuits! Delicious hollandaise sauce and one of the better biscuits I've tried. Big, Fluffy and flaky, opposed to the rocks passed off as biscuits I'm usually served! Cute area, covered but not heated outdoor seating options, great prices and service. Busy place with a wait. Highly recommend!

My favorite place to get brunch when I'm in Portland! Everything is fresh, delicious, and made with care. I always pick whatever scramble sounds best to me at the moment, with a side of seared grits and upgrade to the fruit cup because it is full of perfectly ripe fresh fruit. I've never had a better fruit cup anywhere. Like really. It's a funny thing to yammer on about, but everywhere else gives you hard, unripened melon and sour grapes. So there is a noticeable difference when the fruit cup arrives at the table, bursting with colors. They use quality ingredients here, and you can tell they care about what they are serving their customers. Kind of a rare thing these days!

Food was great as recommended by my son. The service by Sandy was so flawless though she and other gentleman were the only two to be taking care of customers. I can see it could have been chaotic without sandy and the gentleman's quick skillful service. It made our l breakfast with our son (we are visiting from California) very nice. Thank you guys for being so warm and humanly. Good food, good service, the business seems to be very good here.

Fabulous simply fabulous. Wish I lived closer this would be one of my weekly jams. There is a line so be prepared. Inside and well-covered outside seating is available. They keep a list on the inside at the counter. If you dont sign in this can cause a delay as witnessed. I have seen the QR code for scanning the menus before. Here they take it to the next level. You actually scan an app that brings up their menu and you order and pay for it. You can do multiple orders. IE we saw someone sit down order coffee pay enjoy the coffee then order the food. It gives you some flexibility for sure. Cuts down on interaction with wait staff. I didnt see an option to tip. Hopefully they re paying them more to compensate for this slight oversight. Clearly, they are paying the cook well. The timing on the order was quick and the presentation was great. Had the Avacodo Benedict along with the red potatoes could have used a little more potatoes but in the end pretty pretty pretty good. Daughter had the grilled cheese which can be tough to satisfy her palate. A bit of a connoisseur if you will and she finished it with only this is really good comments so bonus for them. I wouldnt say they have the largest portions but the flavor for me makes up for it. There is also a serve yourself water and coffee bar. The people that know seem to take full advantage of this. Filling and refilling often. Overall can be on the pricey side for breakfast or maybe they are just ahead of the food shortage curve.

Super cute place, amazing food, even more amazing service! Haley, our server, was so fun, kind, and helpful during our visit! They were a bit busy, but the service was not slow by any means and she kept great communication and a fantastic attitude with us the whole time. Would definitely recommend to anyone who wants a great breakfast experience!

This is a cute spot to grab a coffee and some fresh breakfast. It's hustle and bustle is a little much for me, as a prefer somewhere a little quieter, but the quality is still great! My latte was smooth and creamy and my grilled cheese really hit the spot. We waited for a bit before there was any seating available, but it's not their fault they're a popular business. You can tell the food is cooked fresh and made with care. The menu is also pretty extensive with lots of options. No wonder this place is hoppin'!

Came here with friends. Place an order and pay the bill with the QR code that is at the table. Don't use another table's QR code since the code is linked to the table. Self service on the water. They are known for their Benedicts, but I opted for their BLT. One of the best BLTs I ever had. The bacon was super crispy, and the tomatoes were not soggy. I would have liked for them to added a bit more lettuce though. The amount of sauce was perfect, but overall, I would order another one in a heart beat. The waiters/waitress never came up to check in how we were doing which was nice because it gave the sense that we were able to just sit there and chat for however long we wanted. Would come here again.

I got the veggie biscuits and gravy with a side of polenta with added cheese topping. I ordered my eggs poached. The eggs were cooked PERFECTLY, and everything was delicious. It was enough for two small meals for me, and was just as delicious the second day. Yum!

I love going here on weekends, especially since parking is easy bed convenient around breakfast time. The food is great and the biscuits and gravy are to die for and it's not half bad for the price! We'll worth it. I recommend that dish too if you want some comfort food like ma used to cook. The state is accommodating a kind. The wait isn't too bad, but it is a hot spot on saturdays, so the early bird catches the worm!

If you like mediocre food and slow service this is the place to come I hate to give a bad review but there isn't anything positive to share. The chicken fried steak was way too over cooked. All the food was really under seasoned, hard to tell if it was seasoned at all. The French toast was tough and chewy as well. It took us 30 minutes to get our drip coffee.
