The Best Ice Cream Shops in Portland, Oregon | Eater Portland

"Those craving nostalgic flavors like butter pecan and rocky road head directly for Cloud City when the time comes. This Woodstock spot balances memorable classics with kid-friendly touches, like ice cream studded with frosted animal cracker cookies or peanut butter cups. Although Cloud City is located within a nondescript strip mall parking lot, plenty of families still take advantage of its outdoor seating, making the shop a lively neighborhood staple." - Michelle Lopez

Google
This will forever be the best ice cream place I have ever visited in my life. Let me preface by saying my parents owned 2 home made ice cream stores for 25 years. I know my ice cream. This was on a level beyond anything I could have imagined to come across! I loved the Marion berry ice cream and the vanilla bourbon! The scoops were massive! Almost a full pint for a regular cup! I was fully impressed and will always make this my bench mark for ice cream moving forward! My wife's coffee flavor and Chocolate chip cookie dough was her absolute favorite as well!

Google
Cloud City ice cream is our favorite place. They offer many delicious flavors, including vegan options. My husband and I love the butter pecans. I like the sea dark chocolate salted caramel too. Not overly sweet. Highly recommend to come when you are hungry. So you can eat a LOT of yummy ice cream. I was a Salt and Straw fan until I found Cloud City a few years ago. Please support this local ice cream!

Google
Excellent ice cream with many unique and delicious flavor combinations. Folks love this place and there’s often a line in summer. Check out the variety of flavors on the attached menu. They also have a vegan section. And sell pints and offer $1 off per pint during Happy Hour. Recommended!

Google
Best ice cream in the area! Super creamy and yummy. Unique flavors available, I loved the caramelized banana! Gluten free and dairy free options available. Sooooo good!!

Google
Treat yourself! If you are passionate about good ice cream, unique flavors and a well established base for it, this is your place! Crafted from years of experience and passion to be remembered by. Truly the BEST waffle cone I have ever had! Cloud City Ice Cream is one of a kind.

Google
Cloud City Ice Cream is definitely the best kept secret ice cream spot in Portland. Glad it’s tucked away in Woodstock. You can always count on the staff being extremely cheerful and welcoming. The ice cream flavors are out of this world. This is one of the few ice cream spots where I feel like I can never get the same flavor because they are all so delicious and very non-traditional. They do these rotating horoscoops flavors where they have a flavor dedicated to your astrological sign. They also have delicious vegan flavors which are always a hit with my vegan family and friends. Stop in and make sure to tip the great service.

Google
Super cute esthetic, clean and amazing customer service. Who doesn't love samples and smiles. Will definitely be going back :)

Google
Such unique, creamy, and delicious ice cream flavors!! I wanted them all! My fave was “better than therapy” which was a light lemon flavor and delicious. They also had a marionberry flavor and a lavender earl grey flavor I enjoyed. Def going back! Indoor and outdoor seating, small parking lot.

Yelp
Cold day to get ice cream. Zero line and time to peruse the three cases to make the right choice. Totes my goats: Lemon curd and goat cheese for the win. The tart fresh lemon and creamy tangy goat cheese spun up with some of the creamiest ice cream on the planet. Phenomenal. I will dream about this ice cream.

Yelp
There was a line outside of this place. Portions are huge. Earl grey blueberry with a hint of lavender... yum

Yelp
The ambience at Cloud City is pretty basic ice cream shop. They have a few tables inside, and a few tiny two tops outside, though those get full sun exposure, so can be hot on summer days. The staff is very nice. The good part - they have very generous scoops, and if you look online they have allergen information available. The unfortunate part - the ice cream isn't very good. Not much better than grocery store ice cream. I made the mistake of getting a sundae. They use some kind of super cheap artificial chocolate sauce, and the flavor overwhelms the fairly mild ice cream flavors. I had butter pecan and salted caramel, which were okay when I tried them on their own, but I could barely taste them with the chocolate sauce. My husband tried the marionberry crisp ice cream. He noted that while the first bite was good, there was so much crisp in the ice cream that the actual cream seemed like an afterthought. I'm really surprised by the number of positive reviews. We definitely won't be going back.

Yelp
There was a poll online for the best Icecream in town and it unequivocally rated Cloud City as the number one spot in the city and as a result I really had to try them . I am a hardcore salt n straw fan so I really wanted to find out if it indeed is better ? short answer -not for me ! but that's not to say the ice-cream here wasn't great. They had some fun flavors and we picked rose cardamom as our poison. The ice-cream itself is creamy and the flavoring is subtle yet you still can make out each n every ingredient individually. The staff was sweet and friendly . Pricing is also fair .
google avatar

Natasha K.

Yelp
The ice cream here is okay, I didn't feel like it was anything special. I came in at 8pm on a Friday and there was really only 3 or 4 flavors left. They also did a terrible job of maintaining the line as I got cut twice. But oh well. I'd rather go to salt n straw

Yelp
If you're on Woodstock, cloud city is your best bet for tasty ice-cream with a local flare. Expect a line, but it's worth the wait. Lots of flavor, cones, and vegan options. Friendly staff. Street parking. Enjoy!

Yelp
We just moved to Portland and were craving some delicious ice cream after a long day exploring. We decided to skip the familiar Baskin Robbins and venture out to find a local gem - and let me tell you, we struck gold! The shop itself had a warm and inviting atmosphere (perfect for a first-time visit!), and the staff was incredibly friendly. But the real star of the show was the incredible selection of flavors! We'd never seen such a unique variety - so many exciting options beyond the usual suspects. Since I'm a huge fan of all things lavender, I had to try their "Honey Lavender" ice cream. And wow! It was an absolute explosion of summer flavors. The lavender was subtle and floral, perfectly balanced by the sweetness of the honey. It truly tasted like a warm summer day captured in a scoop! My partner went for the Caramelized Banana flavor and was equally impressed. The quality of the ice cream was top-notch, with a rich and creamy texture that just can't be replicated by big chain brands. We'll definitely be back to explore more of their amazing selection soon!

Yelp
Friday 9/22/23 Found the best ice cream spot in Portland while doing Yelp searches for ice cream. There was a decent sized line to get ice cream so I know off that alone that this place had potential. The customer service was great and friendly. I was allowed to sample the flavors I wanted and the worker who took my order was very nice and cool to talk to (top tier customer service). After sampling a few flavors I ended up getting my ole reliable cookies n cream in a double cup for $7.75 and it was really good. It was creamy and had a great balance between vanilla ice cream and Oreo cookies. Would definitely recommend this spot and return whenever I'm back in Portland.

Yelp
Driving on Woodstock, I almost always see a line coming out of Cloud City in the evening--especially in the summer. So, I finally decided to give it a try and I can see the hype! The inside of the shop is fairly small for the amount of business it gets, so after getting your ice cream (unless it's not busy), you'll often eat it outside. The shop has a good variety of flavors as well as some really good vegan options as well! Service is always really friendly. When I went, I got a scoop of earl grey blueberry and a scoop of coffee to share with my boyfriend and the portion was HUGE. The ice cream itself is really really good. It's rich, creamy, and the ingredients used in each ice cream flavor is such good quality it's really brought out through the richness of the milk and cream. Highly recommend to check this spot out!

Yelp
Cloud City is becoming one of my favorite ice cream shops here in Portland. Though the storefront is a little small, don't be fooled -- they have so many different amazing flavors to offer each time. While they have their main signature flavors, there are always a ton of seasonal flavors that are fun to try. Every time I've visited, the staff have been extremely kind and friendly. They seem happy to help you out and are very patient especially if you're sampling a few flavors and are deciding which one to choose. I always like Circus Friends, which is an animal cracker inspired flavor. It's both fun and tasty. The great thing about Cloud City is that you can get multiple flavors in a scoop if you're stuck between different flavors that you like. I love that they are very generous with their scoop sizes too. Cloud City is a gem and is definitely worth checking out!

Yelp
Their salted caramel was one of the best flavors of ice cream I have ever had. The neighborhood/area was also so cute, where people actually stand around and enjoy their ice cream in the parking lot instead of just taking off in their cars. It was a nice day too so plenty of people outside enjoying, but it wasn't too crowded inside when I went to place my order. The woman inside was very nice and allowed me to sample a few before I decided on salted caramel. Would definitely return here if I visited Portland again.

Yelp
Great ice cream! Felt bad for the 1 employee who was doing everything!!! Great service given the circumstances.

Yelp
I love this gem of an ice cream shop! This place is underrated since it's a local favorite. It's certainly one of my favorite ice cream shops in Portland. I went because I heard there are several non-dairy flavors here. The setup is nice too, you can easily see all the flavors in their respective tubs. What I underestimated is the amount of non dairy flavors they have. I checked on their website and the menu at the door and saw several non dairy flavors. When I actually went inside the shop, there were about 8-10 flavors, much more than the menu stated! I got a little too excited by the many choices, so I went with a single scoop of Marionberry Lime. The scoop was a sizeable amount so I regret getting the single and not a split single. The marionberry was bright and refreshing, especially with the lime in it. Would love to go back and try more flavors!

Yelp
We had to get ice cream on National Ice Cream Day! We had been to Cloud City once before, but recently read it was 33/100 in the USA according to Yelp reviews. So it was time to go back! My husband chose strawberry & thought it was good. I got a waffle cone with dark chocolate and tiramisu scoops. The cone was one of the best tasting waffle cones I've ever had! The tiramisu had great flavor but I think they took the lady finger element of the tiramisu concept too far, as the whole thing was grainy with crumbs in the mix. It could be improved by making the creamy custardy elements more silky smooth, with a ribbon of the lady fingers. That said, I gobbled it down just the same! The dark chocolate was soooo silky, smooth and dark. I loved it!

Yelp
Lots of unique flavors with taste of real ingredients and not that sweet (which is a good thing). Creamy and big scoops. Good service. They have a parking lot too. Indoor and outdoor seats. I look forward to coming back to try more flavors. I went on a hot Saturday, and there was a long line. I think the staff wasn't used to the long line. The staff was great, nice kids, good service, smart, great attitude. I think the owners should give the staff a bit more training. I wanted 2 scoops on a large waffle cone. I ended up with 2 separate scoops, each in a cup with a regular cone on top. That could have easily been the right order if I was more specific from the get-go or if I was asked a couple of questions during my order.
google avatar

Wendy S.

Yelp
The ice cream was delicious, but my daughter dropped her whole cone after about 5 licks (crying inside). She got a kid's scoop of the chocolate and I got a regular scoop of the tiramisu. I really liked how creamy and delicious both flavors were and will definitely timely be back. It was a very hot day and they were very busy. My daughter didn't get her full experience since she dropped her cone, but I gave her some of my ice cream. All the flavors I sampled were all good and they give very generous scoops. I feel like the staff were ok, but not as friendly as other ice cream shops I've been to. Maybe that's the vibe of this ice cream shop. The flavors make up for it though. We really enjoyed the waffle cone itself. It was HUGE. We will be back to try other seasonal flavors!

Yelp
I and my companion stopped in here after a horrifying experience at Dairy Queen, and I'm happy that the DQ was too huge of a risk to take because Cloud City was great! We got there are just the right time because when we left, there was a HUGE line. The locals seem to be in the know! I ordered a chocolate milk shake (16 ounces), and it was really good, but insanely RICH! I'd recommend the smaller size (12 ounces) for anybody considering getting one. My companion opted for a milkshake with both the "circus friends" (Mother's Circus Animal cookies) ice cream and cookie dough ice cream. She said it was AWESOME, and I took her word for it ;) Employees were very friendly and helpful, and the store is very clean and inviting.

Yelp
Delicious ice cream! I enjoyed the lavender ice cream here and my daughter loved her cookies and cream ice cream. The ice cream is flavorful and super creamy. Service is super friendly and welcoming.

Yelp
There is a reason why Cloud City is ranked in the top one-hundred ice cream parlors across the nation! I had the honor to enjoy a couple of scoops from them before the ranks were announced,. Their ice cream has so much flavor and so delicious. There are chunks of Flavor that really is enjoyable. I had the unicorn flavor that had mascarpone, red velvet cake pieces & strawberry swirls ; the other flavor a peach cobbler pie with globs of peach and crumb topping-- Sooo good!! Their employees are wonderful, patient, and really know their products! I asked them to surprise me, and they sure did! It's a smaller, ice cream parlor, only a few tables, also in the Woodstock Safeway parking lot. Very laid back casual place;
google avatar

Yelp
This place is my childhood. Full of nostalgia. The ice cream is PERFECT and delicious. They offer a variety of flavors, there's something for everyone! All the employees that I've interacted with are super wonderful and polite. The way everything is set up inside makes the process of ordering and receiving your food intuitive and stress-free. They have some tables inside, but it's a popular place so the tables are often occupied. It's a very convenient location.
google avatar

Ciarra L.

Yelp
Food- I only ever get ice cream. They're ice-cream is smooth, flavorful & sweet! I've had chocolate and butter pecan. Service- it's 50/50. I went today 1/8 and there were I believe 2-3 girls working... we had a blonde gal... she seemed annoyed with have to serve customers. Something about the faces she made. There was a dark haired girl and seeing her interaction was vastly different than the blonde. The dark haired girl seemed happy to serve customers. Price- decent. For 2 separate ice screams and 1 kids scoop it was $10.50. 3 items total. Appearance of area- the store front is cute with plenty of table and chairs. The outside street area- full of trash, motor homes, tents and just clutter. Parking- good parking.
google avatar

Yelp
Easily the best ice cream in town, can't go wrong with any of their flavors! Made in house and not your everyday ice cream brands. A must try for sure!
google avatar

Jay S.

Yelp
It was pretty busy Saturday night, line out if the door. Thus ice cream place is as good as salt and straw. Not as well known, our family like what we ordered. I ordered salted caramel, yummy. My brother and sister in law both ordered tramisu, they like their choices. The only sad part was they ran out freshly waffle cones.
google avatar

Azi N.

Yelp
Delicious ice cream, quirky flavors with some classics. Excellent customer service and generous portions. Their Butter Pecan is incredible, buttery ice cream with toasted pecans, and a touch of salt. Chefs kiss.
google avatar

Chaz B.

Yelp
Whenever I'm in Portland, I always go to this place. I'm not sure if if their ice cream is handmade or homemade I should say but it seems like it and very friendly service really really great ice cream kind of a trendy place to hang and a lot of interesting people going by the place highly recommend it.
google avatar

Steve B.

Yelp
Cloud City has kinda fallen off for me. The unique flavors are still good, but not as good as previous years. I ordered a seasonal flavor today and distinctly remember the chunks of almond cake were larger last year. The worst change recently is the quality of the waffle cones. Cloud City had what I considered to be the best waffle cone in town. Now the waffle cone is almost inedible.

Wendi W.

Yelp
Our favorite little local ice cream joint. On warm days there's a line but it's Portland and it's good so totally expected. No big. Delicious flavors and a handful of vegan options. We can't stay away.
google avatar

Theresa A.

Yelp
I've been looking forward to coming here so considering the crowd it brings. Unfortunately, I was disappointed. I tried the tiramisu and the coffee flavor was overpowering, tiramisu pieces were rock hard and bland. I decided on the circus animal ice cream, but same thing - hard, bland, cookie pieces! Service was fine. I only got one sample and she seemed annoyed. Pricey for what you get.
google avatar

Amy P.

Yelp
Amazing staff & even better ice cream! Super friendly and helpful staff. They have a variety of different flavors and rotating seasonal flavors as well. I ended up with cookies n cream along with circus friends!
google avatar

Chris L.

Yelp
Haven't been here in years and needed to try it again after it was described to me as Salt & Straw (my favorite) without the weirdness. And how true that is! They have such good, hand crafted ice cream with all your standard flavors and more. Staff were so friendly and we sampled lots of varieties before finally settling on what we got (I got a regular split scoop, which was MORE than enough). I definitely will be back.
google avatar

Melodie D.

Yelp
Cloud City made it to Yelp's Top 100 for Ice Cream spots in America, and if you've ever had the opportunity to try it out, you'll definitely see why! Their portions are generous, flavors are based around local ingredients and flavors, and prices are unbeatable. It's now rare to find a local ice cream shop that offers a cone + ice cream for under $5, but Cloud City's affordable prices make specialty ice cream more accessible for a wider consumer base. I've loved everything I've tried and also love how everything, down to the names of the ice cream and the decor, really matches an overall theme/vibe. The staff I've encountered there are always super friendly. They always greet people with a big smile and do their best to make sure customers have a fantastic experience. I love how creamy and flavorful each scoop is, and their fun uni-cones add a bit of crunchy pizzaz to each bite...also, who doesn't need some extra sprinkles in their lives?
google avatar

Justine D.

Yelp
Cloud City Ice Cream has my vote for one of the best ice cream shops in Portland! The various flavor combinations definitely drew out the inner child in me, but also left me plenty of more "adult" flavor combinations. We went three times over the course of a few weeks. Once while they had a summer special, and the other two because of the heat. It was truly delicious all three times. One of my favorites was their Circus Animal ice cream (and yes, I mean those pink and white sprinkle kid cookies). The generous helpings ensured that we got a large scoop of ice cream with crunchy Circus Animals! A combination that I never knew that I needed! Their seasonal fruit flavors are also fun, and I would definitely recommend coming more than once so you can try a bunch of different flavors. Come with a friend or by yourself - the big scoops means that there is plenty for sharing but I also understand if you might want to keep it all to yourself!
google avatar

Michelle V.

Yelp
Great quality ice cream and their flavors are so so unique! The workers are also always so patient with the samples too. It's a pretty small shop but there are tables inside if you wanna sit and enjoy your ice cream! Definitely worth the trip out to portland
google avatar

Brooke H.

Yelp
In a place like Portland, there are a lot of good places to find ice cream. Some of them are gimmicky, some of them have wild flavors, and some of them are just downright delicious. Cloud City has a menu of flavors that always make me happy. I tend to always get the earl grey blueberry even though I love so many of the others! The regular menu is full of amazing options, like bourbon vanilla, honey lavender, gold digger, but they also rotate some flavors like their current horoscope series or the one I tasted and almost got, totes ma goats (goat cheese and lemon base with lemon curd, yum!). I took myself out for a treat tonight and I find myself craving this specific ice cream more than I should. I know there are flashier places out there, but this one is just straight up goodness and I would highly recommend it.
google avatar

Dave B.

Yelp
The girls working the counter couldn't have been more friendly! It was difficult selecting our ice cream because there were so many unique flavors- we wanted to eat them all! Ultimately, we ordered a scoop of Cookies & Cream & a scoop of Sea Salt Cookie Dough in a waffle cone. These scoops are GENEROUSLY sized and the "mix-ins" are GENEROUSLY scattered THROUGHOUT the ice cream! Every single bite featured either the cookies or the cookie dough! We would've taken pics but it was such a warm day our ice cream started melting & the pics wouldn't have done the AMAZING ice cream justice! We will be back!!!
google avatar

Mark J.

Yelp
Had to visit this place because we're always looking for a locally-crafted creative ice cream place. This place is way over hyped. The ice cream was just okay - we had salted cookie dough and marionberry crunch. No place to sit in a 2.5-star strip mall. It will be hard to make a return visit.
google avatar

Isabella S.

Yelp
celiac friendly!! amazing gluten free ice cream flavors and gluten free waffle cones!
google avatar

Lydia S.

Yelp
This is a hard one for me to review b/c I see the good things here but for how far we had to drive to get here (from Hillsboro) and the line we stood in and one of the gals who served us.....I would give it 3.5. Salt & Straw is still the reigning ice cream champs of Portland IMO. Don't get me wrong...there are solid flavors here but it just didn't blow my mind for being listed in the top 50 ice cream spots in the nation most recently.

Prechous H.

Yelp
The caramelized banana was so delicious. Service was quick even though they were busy, and the service workers were friendly and patient with each customer. This made the vibe feel great. I would definitely visit again.
google avatar

Cara A.

Yelp
Cloud city always has a good sized line outside the door when you drive by and that's when you know it's good. If you like not too sweet desserts, this ice cream has the perfect not overly sweet flavors. I have the earl grey ice cream and it was perfectly balanced.
google avatar

Aaron O.

Yelp
When it comes to ice cream shops this place is hard to beat! The variety of flavors are great and all taste amazing. The service was personal and professional i didnt feel rushed even though there was a line forming. I ended up getting the snickerdoodle ice cream which was amazing looking forward to getting the strawberry honey next time. I highly recommend this place for a ice cream treat!
google avatar

Ann N.

Yelp
the workers here are always so nice and patient! i always come here for the sea salt cookie dough but today my boyfriend and i shared that and the circus friends and it was perfect for the weather. i like my ice cream with a lot of chunks so i requested that to the worker and she definitely met my request. this is my favorite ice cream place in portland. nothing beats it! seating is pretty limited, but it has never gotten too busy for me to not be able to sit. this place is cute, clean, and they provide free water which is a nice touch. love it here!

Yelp
Honestly, I was suuuper excited to try Cloud City after seeing pictures and peeking at their menu, but unfortunately it was just so-so for me. I dropped by with a friend on a weeknight and first off, have to say that it is quite out of the way. Plus point is that there is plentiful parking both in front of it and around it (it's near a grocery store woohoo~). You won't have to struggle with street parking! That is a definite plus side. Now in terms of the ice cream, my friend and I got 4 different flavors between the 2 of us and frankly, none of them were even remotely memorable. Was the ice cream bad? No. It was fine; it was a nice sweet frozen dessert. However, was it worth the drive out and the price? No, not so much. Service was friendly and quick and the inside was clean and had some water set to the side so you could self serve yourself while enjoying our ice cream. Perhaps I'll go back to try other flavors and maybe change my mind? But for the time being, I think I may stick to closer to home ice cream shops with more enticing flavors.
google avatar

Carley W.

Yelp
Ok this place is amazing! Better than others, even salt and straw! Earl Grey blueberry is weirdly delicious. Workers were super nice and let us sample as many ice creams as we wanted!
google avatar

Mark K.

Yelp
Some of the best ice cream west of the Mississippi. Local atmosphere. Not commercialized. Sometimes line to get in. Everyone kind and nice. Generous portions of ice cream. Lots of tasting going on. Servers are patient and friendly. Oh.,.. the ice cream. My goal is to try them all. So far the Earl Grey blueberry and bourbon vanilla are the best. This place is a Woodstock treasure.
google avatar

Dan R.

Yelp
cold rainy november evening, no customers. friendly lady behind the counter. i like that the tasting spoons aren't disposable. Maybe ice cream's too subtle for me. I don't eat it often. what I've tasted here is creamy and smooth. too smooth? the butter pecan was very fine, one of my favorites, and subtle by nature. the strawberry had a real fruity flavor, not too sweet. wish there's been some bigger bits of berry to break up the homogenous texture. the caramelized banana surprisingly bland (or is that subtle?) Not much of a physical atmosphere.
google avatar

Varand O.

Yelp
Love a ice cream spot with good vegan options. Service was great too, helpful and patient (and great recommendations/tips). Not a local, but if I was this would be a spot I visit often.
google avatar

Darren O.

Yelp
First time here- really good! I tried the Marion Berry Crisp and the Sasquatch tracks. Both really good! My wife had the Gold Digger - the chocolate version of the Sasquatch tracks. The waffle cone was light and crispy. A little different from other places, but I preferred it. Friendly staff as well. If you're over by Woodstock this is a great ice cream place!
google avatar

Tom A.

Yelp
This is a destination spot for anyone who loves fantastic ice cream. Dark Chocolate Salted Carmel is mind blowing! Smooth as pudding and it delivers a massive spoonful of chocolate essence. It's absolutely the best! Kayla was a very nice server.

Yelp
Best ice cream in Portland! During my visit here, I've been to several ice cream shops and this is by far my favorite! The staff are very friendly and service is fast. The portion is very generous as well. The ice cream flavors are all very unique and locally made. I tried the lavender, marionberry crisp and the caramelized banana flavors. The lavender ice cream tasted very floral and creamy. The lavender flavor is the most distinct compared to other ice cream shops I've tried in Portland. The marionberry crisp is by far my favorite. It's definitely a more unique flavor that you won't find elsewhere. The crisp gives a good crunch and texture to the ice cream. The caramelized banana ice cream tasted very creamy and doesn't taste artificial at all. It's a good flavor combo to have it with the marionberry crisp!
