The tall asian woman who takes your order is rude and talks bad about you in Vietnamese when you don't leave her a big tip for doing nothing other than taking your order (she doesn't realize I speak her language). When she is there, the portions are also smaller than usual. The few times she wasn't there, our experience was great with each of the men who were at the front. Highly recommend going elsewhere when you see her at the register.

A nice find all the way in the back of the food court, it was too hot for pho so I got the bún - rice vermicelli noodles with pork and beef. Got the food under 5 mins, the char-grilled meat smelled heavenly, the sauce smells funky as it should be. My only complaint is that there was not enough noodles and veggies!

I've had many Vietnamese pho all over the world, this one inside the Windmill food court was quite good--the sliced beef was surprisingly tender. The operator was accommodating by taking my order early before they open around 11am. The only beef I had was for almost $20 the Pho Dac Biet was kind of smallish compared to what I am accustomed to. Perhaps it is normal price around this area. Nevertheless not going to ding the rating.

I wasn’t expecting a full on food hall when I asked my gps to find me some vegan pho in Carlsbad. It’s pretty nice and there were so many great options but I was craving pho. Service was good. 😊 There is plenty of seating and the feel is modern but inviting. I ordered the vegan pho. The broth was excellent. It was better than most I’ve had. I do wish it had more broccoli and less noodles. The tofu was good but I really like fried tofu in my pho. I’d have it again for sure. Regular tofu is better for me anyhow.

The pho itself was a solid 4, but an absolute 5 for the innovative take packaging. Usually pho is challenging to transport but they made it so easy (reference photos). The location is also worth checking out. In a modern food court in Carlsbad, there are tons of various vendors with food options and comfy places to sit.

Felt like some Vietnamese food after hiking around the Flat Rock with the family. We ordered the Banh Mi sandwich with chicken, the Bun (rice vermicelli) with pork and egg rolls, and the Pho with chicken and chicken broth. I would say the Banh Mi and Bun were not the best I've had, and I would not order them again. However, the Pho was really pho-nomenal! THAT I would order again, and again, and again. I gotta try that Shakin' Beef next time too.

Decent pho inside the food hall! Decided to try this and give it a shot and I was surprised how delicious it was! Went with the BYO pho which came with all the usual toppings of basil, sprouts, lime, and jalapeño slices. The broth was flavorful with a good amount of meat! The egg rolls tasted funny maybe because of taro and jicama and dry. Since we went on a Saturday night around 7 pm it was crowded af. Super hard to get seating btw. Service was mid and felt like a long time but they were really busy and doing to go orders also. Overall good food, just be prepared to wait in peak hours!

I was craving pho, and stopped by here with a friend. We ordered to go....and it wasn't til we got home that we noticed they forgot to provide the bean sprouts, basil bag. It was at that moment I realized just how much that mixed improved the pho. Although the broth was decent... without the bean sprout mix... just wasn't the same. Rather disappointed visit.

I work nearby and go to the Windmill often. Vietnamese food is my favorite generally but not at this place. I go on my lunch break and all restaurants are supposed to be open by 11:00 am. This place is always running late to open so when you're on your break you need them to open ON TIME. So when I have decided to wait for them to open the service is rude, the prices are high and the portions are small. The food does taste good though but there are too many negatives that I find myself eating at other places within the food court instead. Also, all restaurants in food court have an A rating posted. The Vietnamese place is the only restaurant with a B rating. Just one more reason not to eat there.

We're shopping at Carlsbad Premium Outlets and we got hungry for some pho. District 1 Pho was 0.2 miles away at the Windmill Food Hall. It was decided and we drove there even though we could have walked. We walked enough at the mall already. Lots of tables to enjoy your pho at this food court area. The cashier was friendly and fast with our lunch. The beef broth was so delicious. I recommend this place after your shopping spree.

This is my convenient ordering pho to-go option. I cant rate service or ambiance because I seldom eat at the food hall. The pho is good though. The broth isnt overly salty and the rare filet always tastes fresh. Comparatively to other places in the carlsbad area the pho here is always consistent as well which I appreciate.

Unfortunately, my experience left much to be desired. I am bummed to leave this review but I would feel it a disservice if I didn't. First off, let's talk portions. When I picked up my order in person, I was taken aback by how small the servings were. For a bill that totaled $65 for just three items, I expected more bang for my buck. Instead, I was met with portions that could barely satisfy a light lunch, let alone a hearty dinner. Secondly, temperature matters. Despite arriving promptly for my pickup, the food was lukewarm at best. Pho, a dish renowned for its comforting, steamy broth, should not require a microwave touch-up as soon as it gets home. This was a major letdown, considering the anticipation of diving into a hot, flavorful meal. To put things in perspective, I've enjoyed pho across various states, from the bustling streets of New York to the cozy corners of Denver. The average cost for a comparable meal is around $12-$15, often with generous portions and piping hot temperatures. District Pho's pricing and quality don't align with these standards, making it hard to justify the cost. In conclusion, District Pho in Carlsbad receives a solid 2.5-star rating from me. While the staff was friendly and the ambiance inviting, the small portions and lack of temperature control on the food overshadowed these positives. As a new dad trying to feed my family on a budget, it's gut-wrenching to spend $65 on a meal that doesn't hit the mark. Southern California has no shortage of great pho spots, and unfortunately, District Pho falls short of the mark. Here's hoping they can step up their game in the future.

This pho place is in a cute food hall! The menu is varied. The guy that rang us up was not very enthusiastic nor friendly. Just Ok the pho brisket was pretty good. The broth was rich. The beef Brisket was tender and sliced right. Could've had more bean sprouts and mint leaves but overall not bad.

My son wanted some spring rolls, so I ordered a banh mi to try also, but the bread was very hard. It hurt my jaws from chewing. I didn't want it to go to waste, so I ate some of it, deconstructed style. Probably should have gotten a bowl of pho, I saw a few people order the pho, and the portions looked so small that I didn't. Sadly, I won't be coming back again. The prices are high for a food court too. The banh mi was $12 or $13, and the spring roll was $10. That's expensive for a sandwich with very little meat and not enough pate, too, even though I asked for more pate (liver sauce). The location is nice and cozy, with seating around and not too noisy in the corner.

Overall, we liked the food at this location. We got the kids pho, and adult pho, and the spring rolls. Everything was good and when compared to prices in Los Angeles, they are on par. I'm not sure if this place is more expensive for Carlsbad standards. I'm giving it lower stars due to the service of the younger, tall, brown-haired lady that works there. If you look at other Yelp reviews, I think others have also noted her bad customer service and overall negative attitude. When I asked for more napkins (she literally only gave us one napkin for 3 items), she said that she was told to limit the number of napkins she gives to people. What kind of restaurant does that? Anyway, for the poor customer service, we probably won't go there again.

Was craving pho and this spot took us to a food hall gem. I wasn't aware it was located in a food hall but it was a nice little surprise. I was a little skeptical at first because the spot looked very Americanized. It is a bit pricey for a bowl of pho but desperate times call for desperate measures. To my surprise the pho was authentic and the quality of meat was good. Even the tendon was cooked to perfection. The nem nuong spring rolls were okay though. The nem could prob use a little more crisp to it.

The pho and com tam are good, though not exceptional. On the other hand, the vermicelli with egg rolls and grilled pork stands out--tasty and refreshing. Service was quick, and parking was easy since the location is in a food hall, making it a convenient stop for a meal and exploring other food stations.

District 1 breaks the stereotype that you can't get really good Pho in a food court/hall...though you will pay for it. It is located in the Windmill Food Hall, and is a must stop if you like Pho and are having a meal with others. My wife doesn't care for Pho (she went for barbeque), so I ordered a classic: "Pho Dac Biet" for $17. Once paid, was given a pager and I found a seat close by. This was good, since the food was ready quickly (always a good sign for Pho), and it was delivered right to me (which was nice of the staff). It is a standard size, so would argue that $17 is at the very high end of Pho prices. It did come with plenty of raw bean sprouts, one sprig of basil, one jalapeno slice, along with one lime wedge and small packet of hoison and siracha (which I never use). It's the house special, so came with 5 beef parts: rare filet mignon, brisket, tripe, tendon, and meatball. The amount of beef products was generous, and I really loved the tripe (thinly sliced and had the right amount of chew) and the beef balls (quartered). The rare beef (tai) was a bit too clumpy and probably overcooked...I think round steak works better here. The brisket was OK, and the tendon was cut way too thick and clumpy. The rice noodles were intentionally rather al dente, but turns out fine as long as you let it hydrate in the broth for a minute or two. But the star of the show (like it always should be) was the broth....just superbly done, with so much flavor, but also very clean tasting (not oily or cloudy at all). DIdn't need much seasoning..a squeeze of lime and the added basil leaf was all the additional flavor needed. Quite frankly, it surprised me how good the broth was, considering where I was (thinking this while slurping the remaining broth right from the bowl). Very pleasant surprise, indeed.

It was cold and rainy and we were looking for something fast, warm, and comforting. Decided to go to the Windmill Food Court and saw District 1 Pho. In the back of the food hall you might miss District 1 if you're not paying attention after walking in. The girl at the counter was somewhat nonexistent. We ended up getting a rare beef pho and chicken pho. They came with the usual greens, bean sprouts and jalapeño peppers. There were also small packets of sriracha and oyster sauces. The broth was exactly what we needed on a cold day. Really flavorful and hearty. Lots of meat and onions. Hit the spot for sure. Worth another visit if needing something hot and quick. Yelp ya later!

My husband picked up two steak vermicelli bowls. They were the worst vermicelli I have ever had. Seriously the worst and it's a simple dish. The salad was from a shredded salad kit. I had some browned carrots in mine. So little beef I am so pissed. I can't believe we paid $17 for each. It was the smallest amt of food for this price. Absolute rip off. Avoid this place. We should have driven the extra miles to go to PT Eatery in Kearny Mesa.

Most underrated pho spot in Carlsbad! You should definitely stop by and try there!! One of my regular pho spots I go to, I would definitely recommend the Pho Tai or spring rolls there!!

I was craving pho for dinner yesterday so we looked up the nearest pho place to our hotel and it took us here. I got the pho dac biet and my son got the plain pho. Broth flavor was delicious, good amount of noodles, but very few pieces of meat for the price. Customer service was the worst part of our experience. Lady who took our order was extremely rude and we most definitely won't return.

We've been here previously and thought it was convenient and decent for food hall food. Today, we were sorry we returned. Agreed with lack of service, the girl at the counter was curt and unfriendly. The soup was cloudy (most likely from having been reboiled all day) and SALTY AF. I regret feeding my child the noodles as I could only take 1 bite of her leftovers before feeling completely grossed out. Really disappointing and unsure what happened here.

The girl at the register needs to know how to be in customer service and learn how to smile and fair treatment to everyone. I asked her a question regarding the menu and she felt irritated when asked and pointed me on the menu then got back on her chair and phone. If you want more business, you need to treat customers the same. Smile is the best medicine girl!

We decided dinner to be at the Windmill Food Hall since there are a variety of vendors to select from and something for everyone's cravings. Pho seemed to be the perfect choice since it was a little chilly outside. Upon going up to the counter to order, the server was quick to let us know the wait time would be about 25 min since they were working on about 15 orders ahead of us. Knowing Windmill also has a bar, we decided this wasn't an issue and placed our order. Our order was ready around 25 min and the portion for each bowl was pretty sizable. The broth was flavorful and the bowl packed with meat. The only downside was that the rice noodles were too soft. This is a good place to satisfy a pho craving!

What a fantastic find! We are in the area and both of us were craving pho. So after a quick consult with Yelp we found District 1 Pho. To be honest I thought it was a standalone restaurant rather than a food hall. So I was surprised when we pulled up. Keeping focus walking through the halls we made our way to District 1 and started ordering. Of course we were famished so we hit the menu hard. Pho, banh mi, fried tofu, and French fries. That's just how we roll. We were then given a buzzer to alert when our food was ready and off we were to find a place to sit. Ended up with a nice corner table in the "library". As we waited I was getting anxious and excited to check out more of the stalls but also, I stayed put though a dumpling stall kept calling my name, focus, focus! **buzzzzz** Foods up! Everything was so fresh and completely delish! Wow! The pho had excellent depth of flavor and ample noodles and meat. The sleeper hit however was the fried tofu. Super crispy with a sweet chili dipping sauce, wow, so addictive. Who knew we loved fried tofu so much! Everything else was delicious and of course service was friendly. Looking for high quality pho, this is your place!

Hmm. This place seemed promising. Simple menu and has all the goods I like. I ordered the chicken pho. It has nice noodles and chicken is white meat breast. That's where it stops. The broth tastes like chicken flavor Maruchan instant ramen. Didn't taste like the chicken pho spices I'm used to like fish sauce and those other flavors. 2 stars because the kiddos ate it. Go figure.

Customer service is everything. Tall brown hair girl at register yesterday had the worst body language. We came in from driving from LA and wanted to grab something open at our hotel so we decided to run in and order right before it closes. She was not tooooo happy about us ordering close to closing. I get it you wanna get off but this is not my problem and work is work till it's done and closed. I'm hungry you're open I'm ordering. Or refuse service. I came in happy and excited to see this cute food court and I wish I didn't order there. Food was ok. Not the worst, but I also live near westminister which is central for Vietnamese food, so compared to that it's ok... to be honest, service again is everything and it's experience she made it the worst. Fix your attitude or don't work there.

This used to be my go to - good pho - but the price has gotten outrageous. It's $18 bucks for a bowl of pho and it's not even a sit-down restaurant. It's a food court. I just can't do it anymore. Plus, there's are some other really good options in Carlsbad now. Sorry guys. You got too greedy.

So this is one of the many restaurants inside the Windmill Food Hall! The bahn mi was definitely calling my name (love any kind of sandwiches) All the vendors give you a little buzzing thing to let you know when your order is ready. The cashier lady was super polite! The bahn mi had great flavor but was a but wasn't very filling. But still super yummy!

We thought it was a restaurant but it turned out to be a small place inside food court. We ordered Pho Special $18. The cashier was not friendly when I asked her for water. She pointed to get water somewhere else. We ordered 2 bowls and she gave us so little veggies to share. It was more like a self-serve so I think it was expensive for $18 since you still needed to clean up after yourself. I think next time I would rather drive 6 miles out to Pho Truc Xanh to get better friendly service.

First time coming to the windmill food hall and decided try out District 1 Pho. The food wasn't too bad. I had the nem nuong spring rolls and the banh mi. The banh mi was kind of dry. The ratio of bread to filling was a bit off, there was way too much bread. I did appreciate how they had the jalapeños separate in the wrapping. I tend to take those out of the sandwiches. The spring rolls were pretty good, I definitely enjoyed it more than the banh mi. Overall, my first experience was alright. I'd consider coming back and maybe trying other things on the menu.

As you may all know, district 1 pho is inside a food hall in Carlsbad. It's hidden in the back corner next to the "library". District 1 pho's service has been pretty attentive overall we've eaten here. You can't expect too much since they are a food hall, but overall their staff are pretty friendly and knowledgeable with their dishes. It's also a plus to know their staffs also remembers the menu by their dish names in Vietnamese. :) Pho is perfectly seasoned. I'm a very picky eater when it comes to pho broth. I prefer to have it flavorful as is before adding extra condiments and herbs. If you like extra spice, be sure to ask for their hot chili oil. You won't be disappointed. They always include our side condiments when necessary. Lime cured beef salad is also delicious and well balanced. You get a umami flavor with the citrus lime and sweetness. They also include "chips" (shrimp chips?) on the side when eaten. You can sort of compare it to the Asian version of ceviche or chips and salsa. Overall, I would recommend trying these dishes.

Huge free parking lot shared with other establishments. Located inside a food hall, all the way in the back. You order, pay and get a buzzer. Once your order Is ready, buzzer rings, you pick up your food and bring it to your table. Lots of tables available, high and low, shared with all the other food options in the hall. No service. You clean up after yourself. They don't have any extra plates, only to go boxes. They only sell water bottles. Communal free water available at fountain by entrance, cups provided. Restrooms by entrance. Pho tai, fried tofu, broken rice pork were all very good. Hassle to get up every time you need anything, like napkins, etc. Otherwise great spot for hanging out and eating delicious pho. Outside communal tables available.

Located inside the windmill food hall and conveniently across from the carlsbad flower fields. They have a bunch of different viet food options (vermicelli bowls, rice plates, spring rolls) but we were there to try the pho. You can "BYO" (build your own) for $13 with a few meat options like brisket, tendon, trips, chicken and rare filet mignon. I got the rare filet mignon. First off, we waited almost 40 minutes for two bowls of pho. Which is... Ridiculous. Then when we got our order the noodles were all clumped together at the bottom like they had been sitting out for a very long time. The broth itself was on the sweeter side. It was flavorful but I didn't love the sweetness. Just an average amount of meat too but the meat was very tender and tasted really good. For the price, the wait and the taste of the dish, if I came back to the windmill food hall I'd definitely try something else.

It's food hall pho, but flavor of broth was decent. Portion fairly generous. We ordered twice from here on our stay at Legoland. Kids enjoyed the pho, quick time from ordering to picking up food. Good option for cold weather.

Tried the vegetarian pho and spring rolls w/o pork. Originally wanted the veggie pho with chicken broth for personal preference but they didn't have some at the time unless I wanted to wait, which I didn't. Glad I didn't because the vegan broth was super flavorful and I loved it!! I'll definitely be back for that alone. Spring rolls were just okay, a little bland but I think it's because I got it without the pork, so take that into consideration! Excited to go back!

** 3.5 STARS ** I've beed to the food hall a couple of times now. On my most recent visit, it was rainy and cold outside so a nice bowl of hot pho sounded delicious. District 1 Pho has your typical pho, but also has banh mi, bo luc lac, vermicelli, rice plates, and appetizers. I decided to make my own bowl with rare filet mignon and well done brisket. The broth was actually very good and had a nice, clean flavor. The filet was just okay, but the brisket had some nice fat to it which was nice. Overall, I thought the pho was very good here. The reason for 3.5 stars is the cost. I know it's a new food hall so the rent is not cheap, but $15 plus tax for a single bowl of pho is pretty pricey considering the same bowl of pho would be $10 in SD, OC, or LA.

If you're looking for fire Vietnamese food in the Carlsbad / San Diego area, District 1 has got you covered! Found this spot while exploring the Windmill Food Hall in Carlsbad located right off the 5 freeway & instantly became a fan. Their pho does not miss!! We ordered two pho bowls and egg rolls to share with our friends & it was enough to feed 4 people for our lunch. Starting with the pho - the broth is deliciously flavorful. It was really tasty without being heavy. They give just the right amount of toppings (I feel bad at other places when they give too many and it ends up being wasted). For vegetarians you can order the pho bowls without protein if you'd like. As an appetizer we shared egg rolls which come with 4 per order. They were crisp and not too oily or overwhelming. Definitely recommend adding them to your meal to share with others (or enjoy them all yourself haha!) The staff is super friendly & offered us their recommendations on the menu. If you're in the area, drop by District 1 & say what's up to their amazing staff && enjoy good Vietnamese food.

Having 'enjoyed' the fine culinary cuisines at Legoland during the past few days, the various restaurant options located in the food court was a pleasant treat. Especially the Pho. We were greeting quickly and sat down in the many table options. We ordered a few bowls of Pho along with the spring rolls which was made to order and ready to pickup within 10min. Overall quality of the food was very good. Lots of ingredients in a delicious broth. Strongly recommend.

This place used to be the best pho we ever had but quality has gone down hill. Orders are wrong, food is burned, soup is bland, even our noodles were over cooked and soggy.

The pho here is delicious and the options are great and loved different options besides just pho. However, we all went with pho and it did not disappoint. The pho is quite expensive than other pho establishments in the area, but you can build your own pho, which is great. I usually make my own pho at home, but it's nice to have the choice to go somewhere a few minutes away from home to pick some up or dine in. I was not expecting delicious pho in a food hall, but this place proved me wrong. I'll be back here if I ever want a quick bowl of pho on the go.

Was excited to try this place and it did not disappoint! The tall dark haired girl at the counter named Keely was very helpful and friendly with answering our questions since we were new. Good experience overall

A lot of people think Vietnamese food is just pho. Due to French influence many exotic dishes was created Diced steak is favorite among them. The steak here is on point The mushroom and jalapeño was the kicker in the taste. The only thing they can improve on with this dish is having a fried egg on top and go with better quality rice. I would come back again and recommend this place.

The service was mediocre. Person who took my order wasn't at all polite, but got my order correct so I guess that's a plus. The tofu banh mi was okay. Could've used a bit more pate and Mayo. There was a nice surprise in my Banh mi after discovering a hair in my mouth as I took one of the last few bites. Not surprised about the taste of the food since I'm sure they don't specialize in sandwiches here, however the quality was decent.
