Where to eat and drink Lowertown in St. Paul - Eater Twin Cities

"This cafe recently shifted from being The Salty Tart to being operated by the coffee roasters (who have overseen the fantastic beverages inside here all along.) There are still all kinds of baked treats and an elegant coffeehouse vibe for offsite working." - Joy Summers

Group size: 5 Drink order: 3 strawberry matchas, 1 regular matcha and 1 Pandanmoniun The only drink that was finished was the Pandanmoniun, and the comment made was that the espresso was really strong. All the rest were pretty much tossed out after each person drank 1/4-1/3 of it which is bad for an $8 drink. The strawberry matcha is just a mess. You have a 1/3 of strawberry puree which is grainy (sugar probably wasn't dissolved all the way) and fizzy (my theory is that it's either going bad or fermenting because the drink doesn't state that there is seltzer in it). Then you have about 1/4 of matcha, followed by a 1/3 of cloud foam (sweet cream/cheese foam at bubble tea shops) and the remaining space is just one tile of ice (not ice cubes, literally a tile). Presentation is nice. However, when you try to mix the strawberry and the matcha, it splits, looks grainy and doesn't stay blended. You need a straw to get to the drink because the cloud foam is so thick and doesn't let the drink permeate when drinking from the top. The taste and texture are unfortunately bad, it's clumpy and watery. The strawberries taste like they're close to expiring and overly sweet by the grainy sugar (can't adjust the amount of sweetness). Personally, the strawberry matcha gave me the impression that it was trying to be a bubble tea with how much was going on but without the balanced ratio. I've had the Taro Bubble Tea Latte from MuMu (the one with the thick taro paste) and have never had an issue with it not mixing or splitting. I've had sweet cream in other teas and have never had an issue actually drinking the tea with the foam on top (not blended into the drink). I did confirm that they use ceremonial grade matcha so that's good. I didn't get the hibiscus refresher drink but they did confirm it's made in house (maybe I should have gotten this) unfortunately I probably won't go back for any other drink.

I've seen this place on my IG feed many times and was excited to try it. It's right across the street from the St. Paul Farmers market and CHS field, so parking may be tricky. We were lucky and found a spot 2 blocks away. The space is tastefully decorated and I love the vibe. There is lots of seating and plenty of comfy chairs to choose from. It was surprisingly not busy when we got there, and we had plenty of seating to choose from. Lots of pastries and breakfast items, My husband and I enjoyed our lattes. I'm an almond milk snob and have a hard time finding a place that doesn't use Kirkland brand. I ❤️ Costco, but hate their milk. It appears to be dog friendly? There was a couple seated next to us with their adorable daschund that was begging to be pet. Of course we obliged. It started to get busy as we were getting ready to leave. The market definitely brings lots of people to Lowertown. Of course we had to peruse the market before we left, and picked up some beautiful, fresh #flowers. We were there early enough to have a great selection to choose from. I give this place 8/10. ☕ Come early on a Sunday and take advantage of the market. 🧑‍🌾🧺🍅🥒🥕🍵☕

I love exploring cafes around the twin cities, so I was excited to check out this new spot! There were plenty of parking lots nearby, or you could park on the street like I did. I only paid 75¢ for an hour. I came on a Monday morning and it was pretty busy. But I was lucky to grab a spot in this cozy corner and had a great time reading my book. The strawberry matcha cloud was delicious! I definitely want to come again to try their specialty coffee and croffles 😋

Grand opening today 7/12/25. Dragon dance welcomed us. We are one of the first 50 guests and we have free drinks and 15% off on other stuff. We have salty&creamy and purple lava (Ube foam) Vietnamese coffee. Also ordered a pistachio croissant to go with the drinks. Super delicious. Definitely to go place when working at my dt office.

Got the Pandanomium- good pandan flavor, pretty sweet but their espresso is good coffee. I would try their Vietnamese coffee or regular coffees next time. Matcha drinks are ok, too much sugar in the foams and syrups so the matcha flavor isn’t very strong. Strawberry matcha cloud is grainy/ split. Great atmosphere, love the new decor and big space.

If you like Vietnamese coffee this place is kind of for you. Its not as sweet as the usual ones but the croffles are amazing! The place is decently sized but it's very packed.

This is a pretty café with a nice atmosphere and conveniently located close to the Farmer's Market! I wasn't interested in coffee today, but decided to get some food. There was a bit of a wait for the food, but their banh mi is excellent, and actually bigger than the pictures make it seem. Fresh vegetables and made to order, grilled a little bit and the bread has a nice buttery taste! I also got the nutella croffle. The croffle itself was nice and had a good texture, but it had a ton of chocolate syrup on it, which suppressed some of the other nutella flavors. I'd be excited to try another croffle on their menu though!

Meh it was okay. Checked out the place on a Saturday around noon after seeing raving tiktoks on the place. Seating is kind of limited, we were really lucky to be able to grab a spot for 2 people. Parking is pretty scarce (only street parking). Got the Ubelicious & Pandemoium (?) something. Ubelicious was ok, kinda bitter & lacking flavor but the other drink was good. Wanted to get pastries but most of it was out. There's a tiny pastry stand nxt to the cashier that was almost completely empty. We asked for more danishes, they said they were frozen in the fridge...? Didn't end up getting any. The worker seemed irritated having to go and check. We accidentally grabbed another customers drink because they had the same name as us. We returned the drinks to the baristas and told them & they didn't say anything back & just grabbed the drinks & tossed them out.

Yelp
Went in with a friend and the barista was helping my friend to decide what to get from the menu, while being super nice. The place was really pretty and felt homey. The owners or co owners were very welcoming, honestly didn't wanna leave but had to

Yelp
Cutest Hidden Gem Next to CHS & St. Paul Farmers Market! Stepped into this adorable Vietnamese coffee shop for the first time and instantly felt like I had walked into a Pinterest board. The decor is warm, welcoming, and full of charm -- from cozy chairs to Insta-worthy little nooks. Service was friendly. As a first-timer (aka indecisive coffee addict), I couldn't choose just one drink... so naturally, I went with the Phe Flight -- GENIUS idea! Four mini iced coffee drinks to sample? Yes, please. I got to sip my way through the menu and discovered my new fav: the Salted Caramel Iced Coffee - it's sweet, salty and smooth. And let's talk pastries -- because wow. The blueberry muffin was delightfully moist with that golden crumbly top everyone secretly judges muffins by. But the real star? The Nutella waffle. Crispy edges, loaded with hazelnut spread, and topped with toasted sliced almonds that added the perfect crunch. I could maybe fight someone for the last one. Perfect little spot for a chill study session, friend hangout, or mid-Farmers Market caffeine fix.

Yelp
I ordered the Pandan coffee and it was okay. I wasn't impressed. But it wasn't bad either. They have stairs so you've gotta carry up your stroller if you have one. Service was great. The person who took my order was friendly and actually asked how I was doing.

Yelp
Located in the corner. Close to the Saint Paul farmer's market and CHS field. Limited street parking nearby. No ADA accessible ramp or elevator. I recommend the purple lava. It's Vietnamese coffee topped with ube cream. So very delicious. The sweet and salty is also really good. It's Vietnamese coffee with a sweet and salty topping. The phe flight was just okay in my opinion. I love the drinks with the cream topping better.

Yelp
While in St. Paul to check out the farmers market I seen this coffee shop on the corner and had to check it out. It's cute, industrial, had plenty of seating, even window bay seating. They had a board game shelf and overall was a cute, chill and fun coffee shop! Due to the area being busy there was a bit of a line and wait for drinks to come out but wasn't too bad. I ordered the strawberry matcha cloud and my mom got the rePHEsher. Both drinks were pretty good. I would go back to try other drinks as well as the croffles - they look really good. The only staff interaction we had was when we ordered w/ the cashier. They were nice and patient.

Yelp
Stopped into Phe Coffee while visiting the St. Paul Farmers Market--it's conveniently located right on the corner, just a short walk from all the market action. I had never been here before, and I'm so glad I gave it a try. The coffee shop is bright, adorable, and surprisingly spacious. There are plenty of cozy seating areas and even a little game shelf, which adds a fun, relaxed vibe. It was a Saturday morning, so there was a bit of a line, but the friendly chatter and warm atmosphere made it worth the wait. I took a chance and ordered the Salty & Cheesy Vietnamese drip coffee--I had no idea what to expect, but it ended up being SO good. Rich, unique, and totally satisfying--I caught myself saying "mmmm" more than once. It pulled me right out of my usual coffee routine, and now I can't stop thinking about it. Looking forward to returning soon. Note: Street parking only, so plan ahead if you're driving.

Yelp
The matcha tasted very watered down but the strawberry flavor helped mask that taste. I'd probably try their coffee next time, they had cool flavors and croffles. The space was nice! Lots of comfortable seating and tables

Yelp
Coffee was just not good. Chai latte was bland, Ube latte did not taste any better. English Muffin Sandwich was the worst thing I've had since moving to Twin cities a few months ago. Ordered a panini thinking it would be better, it came with the most mid salad ever (which wasn't mentioned on the menu or by the person working register). The music was so loud I couldn't hear anything being said to me. Partner asked the barista if the food/coffee was ours and was just given a blank stare. I guess Gen Z stare is real

Yelp
Best coffee I've ever had and I drink a lot of coffee. I got the latte with cheese cold foam. I tried the refresher and it was also delicious. The presentation is also A1. I hope this place stays in Lowertown.

Yelp
This was a 10/10 experience honestly! It was my first time trying coffee with ube and coffee with matcha. The other two coffees on the flight were just as good! I got the strawberry croffle and shared with a friend. I definitely need to come back and just get all four to try. Service was quick and the coffee shop was a cool feel with a lot of seating! Something that also stood out to me was that there were a lot of o power outlets. As someone who likes to go to coffee shops to work, it was not a struggle finding an outlet to use.

Yelp
I am very happy a coffee shop such as Phe is now operating in Lowertown. Phe is a beautiful space, well run, friendly, always busy with an eclectic mix of patrons and has great coffee. My favorite is the Salted Carmel Latte. The pastries fit the bill as well. I've been there three times now and will continue to return often.

Meskerem M.

Yelp
Phe is a beautifully designed spot with a cozy, modern atmosphere that makes it perfect for relaxing or catching up with friends. The food was delicious, the drinks were well-crafted
