While still the size of a small sports arena, Empress Harbor has a cozier feel than your average dim sum palace. Service on a Sunday morning was good, with frequent cart passes and doting waiters willing to chase the occasional missed cart or whip up a special orders. Dim sum was good as well, with a mix of super traditional (rice porridge, bitter melon, etc.) and more casual fare (so many baked bao...). Tea charge is $1, which is nothing, and plates ranged from $2.29 and up, which is pretty darn cheap.
Don't let the dingy shopping center surroundings fool you. Nice spot with good dim sum and great service. Ample parking, which is a luxury. Try something new, even the chicken feet weren't bad.
