Flats 130 at Constitution Square

I have lived at Flats 130 for the past couple of years and have enjoyed my experience. The location is excellent and very convenient, especially with how close it is to the metro. The staff are consistently friendly, responsive, and helpful, which truly makes a difference in day-to-day living. Ray has been a wonderful addition to the team—he is always welcoming, positive, and eager to help, and his attitude genuinely brightens the community. Overall, Flats 130 has been a great place to call home with addition caveats.

The leasing and concierge team have been nothing short of amazing! Anthony in leasing is super kind and communicative and Ray on the concierge team is top tier. Romeo and Tay in maintenance are quick and handle any small issues in my apartment with care. There are always events happening for the residents and the location is prime. On top of that, I love my apartment! Thanks Flats 130 for a solid 5 years!

I just turned in my keys after living in this building for 10 years. During that time, I lived in all three towers across three different units and had very few complaints. If you work with the staff, they’ll work with you and you can’t beat a legacy property in the heart of NoMa. The pool is also one of the best I’ve experienced in DC. The units are solidly built and do an excellent job of sealing out outside noise and odors. If you do move here, I highly recommend breakfast at local favorite Uptown Café and happy hour or dinner at CR Noma. I’m going to miss this place and truly appreciate it being such an integral part of my DC experience.

Here’s why they stand out: Exceptional helpfulness: Whenever I need a package or information about events for the current month, Ray and Ari are right on top of it. They provide accurate details quickly and never miss a beat. Welcoming and kind: From the moment I come to the desk, their warmth and genuine smiles set a positive tone. They make me feel valued and appreciated every single time. Incredible patience: They take the time to listen, answer questions thoroughly, and explain options clearly, no matter how small or big the request. Going above and beyond: They consistently go the extra mile—whether it’s tracking a package, coordinating delivery, or curating a personalized list of events tailored to my interests. Their proactive approach makes planning so much easier. Professional and reliable: I can trust Ray and Ari to handle everything with professionalism, efficiency, and a personal touch that makes all the difference.

I moved to the Flats130 two months ago and what has made the experience great is the staff, not the building itself. A special shout out to Ari and Ray for always being so willing to help and their smiling faces. Ray is a sweetheart and NOT one time have I ever seen him not being kind and friendly. He is always available to assist my daughter and I. What’s even more special is he remembers my name from day one. Ray and Ari are an asset to the Bozzutto team and I hope management is aware. We are still having a difficult time adjusting to this building because it is an older building and coming from a brand new apartment building could be the reason. I have had to call maintenance more times than I’ve wanted to due to foul smell in apartment coming from dishwasher and sink and kitchen sink leaking. Shout out to Roman from maintenance who is always kind. I have another year left here at the Flats130 and more likely will not renew my lease and if I come into some money, I will definitely break the lease. I am not wowed, however, there is still time for my experience here to improve. I will do reviews periodically based on my experience here.

My roommates and I moved in almost 3 months ago. We were really excited to hear that Bozzuto managed Flats 130 as friends of ours have lived in other Bozzuto apartments and had great experiences. And what better than the lobby smelling like fresh flowers! Lol, seriously though. Any time we have run into anything of confusion, the leasing office and front desk workers have been terrific. Specifically Ray, he works the front lobby. He introduced himself to me as “Ray, like a ray of sunshine. Seriously he is that. He always says hi to me whether I left and came back 20 minutes later. We love Bozzuto and their workers so much!!!!!!!

Moved in 3 months ago and so far our experience with Bozzuto has been amazing. Lobby smells so yummy, everyone working and living here is so kind, especially love the pet of the month in the elevator! Most importantly can’t a review without mentioning the buildings front desk angel Ray!! He is always so kind and helpful to everyone!!

I moved in the building a month ago, the office staff members are very friendly and helpful, Tess the Assistant Manager is outstanding, the building is quite. I really appreciate Ray the concierge, he aways greet you with a big smile and a warm voice, he is extremely helpful, He is a person you want to see when coming home.

I've now lived in the Flats for about 3.5 years, and wanted to update my review. Overall, my experience has been mostly positive, with a few important concerns. The units are spacious, and the walls and floors are concrete, so I pretty much never hear my neighbors. The windows are large, but my unit unfortunately faces another building, so I don't get much sunlight, or breeze. The staff for the most part have been friendly and responsive. The concierge gets overwhelmed at times with handling packages, and to cut costs, the building has cut back on shifts so that there is only one person working the desk most of the time, meaning if they're on break, there is nobody there to assist you. Thankfully, they finally got rid of the 3rd party package service that required us shipping all of our packages to Alexandria, and caused massive issues with deliveries. Maintenance has always been fast to respond to requests, and any issues are usually resolved within 24 hours. I had an issue with fruit flies when I first moved in, and one visit from an exterminator got that cleared up within a week. I've seen no other pests, even around the dumpsters in the basement and loading dock. The location is very convenient being right on top of a Harris Teeter, and right next to the metro station. And Union Market nearby is seeing new and exciting things open all the time. That said, NoMa is pretty much removed from the rest of the city, and while the 90 buses nearby will take you to Shaw, and Adams Morgan, getting through Dave Thomas Circle can take up to 15 minutes during rush hour. Unfortunately, the 140 building only has 2 elevators, which break down all the time. There have been months where only elevator was operational, serving 15 floors. At busy times, you can be waiting up to 10 minutes for an elevator. The grills have also been broken since the day I moved in. Only a couple of the burners will work, some of the time, and the built in lighters have been broken completely, so you have to bring your own lighter. Management has been saying for 3.5 years now that the parts are on the way, but they seem unconcerned with getting them fixed. And the courtyard they sit in is mosquito ridden, making it difficult to be a space to enjoy. As for the building's other amenities, the pool is nice, but the building doesn't really enforce guest limits. There are a lot of grad students in the building who aren't shy about bringing their entire crew over, making the pool incredibly crowded at times, particularly on weekends. And the towers are only connected on the 2nd floor, and the garage, so if you live in 140, you have to take two elevators, and a bit of a hike to get to the pool. The gym is nice though, and there's enough equipment that you can usually find something to use. I don't think I've ever noticed any broken gym equipment. Lastly, Bozzuto is notorious for nickel and diming you, and the Flats is no different. With all of the added fees, what I pay each month is typically about $200 to $300 more than my base rent. And they did raise my rent by about $200 to $300 with my first two lease renewals, but thankfully did not for my third. With all of that, I'm paying about $800 more per month than my base rent when I moved in 3 years ago. Overall, if you're looking to live in NoMa, I think the Flats is a great option, particularly that it's one of the few new builds with actual windows in the bedroom. But there is definitely room for improvement.

I really enjoyed my time at Flats 130. The leasing agents were really great, especially Anthony! He was always very helpful with my requests and move. Overall, the building was very clean. The elevators did have maintenance issues often though. Overall, the busking was quiet and I never had any noise issues. Maintenance did take longer than expected though.

**See last paragraph for major community safety communication concern** I've held off on posting this review for sometime, but the building management's failure to alert the community of a violent crime on our doorstep has pushed me over the edge. The building and the amenities are decent, but the management and concierge staff are awful. There is typically only one concierge staffer on hand for three large community buildings at any given time meaning there is rarely someone at the desk when you need them. When you do find someone returning, they are usually (with some exceptions) very incompetent and unfriendly. Even things as simple as getting locked out of my apartment has taken several phone calls and up to half an hour to resolve. They've also repeatedly mishandled mail and food deliveries. The management is apathetic at best. I've raised issues with them about concierge issues in the past and have been blown off and, once, actively ignored. In talking with other community members, lease renewal offers almost always include the legal maximum increase in rent. This was my experience with my recent renewal and the person I worked with to renew misled me about the rent increase, saying they already offered me a reduced figure out of their "value for my tenancy" when the fact was it was the legal max they were allowed to raise it. But the most egregious experience with management came today. The community received an incredibly vague email about an "incident" that occurred in front of the building and that they were working with law enforcement and have initiated "necessary repairs and cleanup." When I followed up to ask for more details to make sure I'm keeping myself safe, t they did not share any more details and told me I should "feel free" to reach out to MPD if I wanted more info. Turns out someone had been stabbed in the chest outside the building. The management clearly knew what had happened hence their email to the community about their cooperation with law enforcement and the repairs/cleanup they initiated, but have yet to explicitly warn the community of the violent crime that was committed in front of our building-- let alone try to get details about the status of perpetrator to share with the community. Bottom line: I do not trust this building's staff in an emergency which is the bare minimum you'd expect from living in a large, staffed community like this one.

Firstly, I would highly recommend looking at 100K apartments, two blocks away from this strange apartment. I moved out of there and it was amazing, I didn't have to deal with any BS. It's a bit pricey, but worth it if you have the money. They do lease quick so definitely look at them first and while you're at it just skip this apartment. I should've listened to these red flags because it went down hill from the application process to moving in. Strange place but I'll keep it short and share an experience that I don't understand bc whew chile the move in was ROUGH here. It honestly did not have to go down like that. If you're an average person who works normal business hours (9-5/10-6) then beware of their move in policy. Unfortunately for us we were not made aware so we struggled for HOURS in 20-something degree weather moving our things from a mile away (street parking is very competitive). Apparently this apartment doesn't own the loading dock so you would have to move in between 9-5 on a week day. I've moved alot and I have never heard of this BS. Why didn't anyone tell us this crucial piece of information? What was the reason? What was the reason __? What was da reesaan?! Come to find out later, on paper it says 9-6 not 9-5. The manager said you on your own. I heard that. Manager, whoever you are, fight for your tenants; fight for flexible loading dock hours. That was just unbelievable and hasn't been a good first impression. This will definitely be THE LAST TIME I stay at a Bozzuto company. I'll stick with Equity Residential or the others. The communication here was terrible from the start. After we submitted our application *crickets* for 2 days. I finally reached to see what was going on. I started thinking they just took our money and ran. My lease date passed and I still had't heard back until I called multiple times. They seemed to do everything in their power to avoid the phones. The phones must be there for decorations then. And they won't give you the $600 amenity fee back if your application is denied. Thats crazy, never heard that before. You might as well kiss that money goodbye. Very money hungry here.

I've been living here for almost 3 years and have had a mixture of good and bad experiences. The units are decent and the maintenance team was generally reliable pre-covid. Gym and other amenities are okay. Location is good. You probably could find better at the same price with all the deals in the city right now. The main issue is the leasing office. On occasion, you can rely on them to be communicative and pleasant. And other times, they are rude, dismissive, and noncommunicative. They can come off as condescending, secretive, and dishonest. They can also take several days to respond to any issue of importance. Leasing office has a high turnover rate. Octavia and Katherine are probably the best ones to interact with because they're both professional, make you feel listened to, and actually get things done. But honestly, over the past year it has become clear that the leasing office does not care about residents. They just want your money. Example - the first year we lived here, they removed window screens from every unit to clean the windows. They did not replace the screens for a month or so. That meant that you could not open your windows to air out the apartment. The second year we refused to let them do this, and I'm so glad we did, because they did not replace the screens in our neighbor's unit for MONTHS due to covid - so people couldn't open their windows without letting bugs in during the spring and summer. Utilities can be high here and their billing practices are shady/make little sense. The utilities that you can expect every month include trash removal, wastewater, water, heat/cool (this one was weird - it's the hot and cold air that your HVAC system pumps into your apartment and the cost is distributed among all units and common areas based on square footage), domestic water heating (which used to be $3-5 per month, but they recently started charging 5-9x that rate without explanation or warning to the building), and utility billing administration. That doesn't include internet or Pepco, by the way. So the utilities are worth noting as they can be more expensive than other buildings. If they try to sell the Signature side to you as the luxury building, don't believe it. The units may be slightly different, but it's basically the same as the rest of the building. There are security issues on that side of the building, including package theft and nonresidents who just walk in behind residents because there's no security desk. Hallways are generally nasty on most floors and in need of a major fix. The people at the concierge desk are usually great. They are definitely overworked and handle way too much responsibility. The mail room can be really stressful, and they take care of that in addition to calls, guests, food deliveries, and whatever else residents need. This is a decent apartment so long as you don't interact with the leasing office too much - which means not needing anything like guest parking passes (which they do not issue during covid), explanations regarding billing practices (they're pretty shady), or really any changes that the building needs (like security measures for the Signature side). Long story short: had a decent time for the first 2 years, but the building's actions lately have confirmed that we will most likely be moving elsewhere when our lease is up, if not before. If you can do better than here, do better. If you choose to live here, don't expect too much from the leasing office. I moved in here knowing they weren't the best and thinking I could handle it, but it ended up being the dealbreaker. I'm excited to leave.

DO NOT MOVE HERE!!! This has to be the worst management staff in DC! This is a large property with a lot of rent money coming in each month, but because of so many ongoing issues, the staff turnover makes in impossible to get anything accomplished. From mail deliveries being stolen right from our lobbies, our bike rooms left open and bikes stolen at will, a known DRUG DEALER living and operating a business from our building and freely allowing non-residents using stolen key fobs to come and go in our building at all hours, weeks and weeks waiting for maintenance to address simple daily tasks, and the cleaning crew down to a minimum that our hallways are littered with trash and the floors left with trash everywhere, this building is a disaster! I've lived here for 3 years and it's only getting worse as staff turnover continues to let things fall through the cracks. Not to mention, with the pandemic shutting down our amenities, the building has cut everything and refuses to consider a reduction in our rent. Let you be ONE day late in paying your rent and a NASTY letter ends up on your door...but email, call, leave voicemail after voicemail and NOBODY ever gets back to you!! DO NOT MOVE HERE!!!!!!!

DON'T MOVE HERE!!! This apartment is the worst in the NoMa neighborhood. The building is full of residents who party every week/weekend and are disrespectful and rude! Residents getting drunk and destroying the building. Management doesn't care. For what you pay in rent, you shouldn't see stained carpet on EVERY floor and older outdated appliances in apartments. The gym is dismal with machines that don't work and people dropping weights day and night. Back to the partying. The noise issue is real! And the only option you have is to call the police and report these residents because the concierge desk doesn't have a lot of power and management doesn't address the problem. That's crazy!!! Look for another home because Flats130 is NOT it!!

I lived there for 3 years. I've had some good and a lot more bad experiences here. The concierge staff really make the place. For the most part they were great. Until they kept firing the ones of color or they left. Yet one of the rudest who made some of the nastiest comments got a promotion. I mean the lady literally sat at the desk and spoke on how she hates the housing recipients. The rest of the office staff for the most part are only tailored to help you if you look a certain way. Diversity training is needed and has been acknowledged by management yet they haven't received any. If not your concerns will be ignored. I complained profusely about loud music, marijuana smoke, and dogs running through the building off leashes. Had one staff member Max ask was I sure of what I was hearing. Even had one of my dogs attacked twice. Once at the dog park and another time a dog actually ran into the front door of my unit. The dog park is filled with owners that hold no responsibility/accountability for their dogs. The buildings carpet is often littered with dog poop and urine in the common areas, hallways, elevators, stairs and so on. The apartment I occupied was fairly large yet filled with issues from day one. Plenty of water leaks, old appliances, and thin walls. Maintenance will say they'll fix things and never return and close the ticket. They came in and took my screens out in 2019 and never returned to put them back in. I've complained and complained and again nothing done. Did I already touch on the noise, partying and smoke. Even had a member of management attempt to give my children an appropriate script on how to make white women comfortable when encountering them. As if grown woman shouldnt already know how to express themselves. So since they could not it was my minor childrens job to make them more comfortable per Sean the new property manager. Imagine your unit always smells like weed and you have children. Imagine your kids having to stay up listening to people stomp above their heads having parties all thorough the night then have to wake up for school. Then imagine having a noise ordinance in dc and management ignoring it. They do petty things when you do or say something they don't like. Like lock you out the building by shutting your fobs off. Then call it an accident, how convenient. All in all I do not recommend this place at all. There's a lot more I'd like to say but can not do to impending legal issues. If possible I will return with more

1) They CANNOT pro-rate the last month of rent and will CHARGE YOU FULL AMOUNT on their online system. If you happen to overpay, they REFUSE TO REFUND YOU RIGHTAWAY. They want to keep this until after you move out to charge you on your apartment (just another way to make money) 2) Management are incompetent and refuse to take suggestions from residents and are unwilling to improve. Regarding their issue to not be able to pro-rate rent online: This is 2018, not 1018. To say that they cannot hire an engineer to do some simple calculations and write some JavaScript/HTML code to incorporate this into the system is shameless and insulting to residents. 3) If you live here, your emails to leasing office will be IGNORED. We sent out emails a couple of times, never got a replied, and had to go talk to them. During one of those times, we saw 2 leasing agents chatting, NOT WORKING and they said they were busy. 4) I see that the assistant general manager Octavia Watson replied to some comments here. Ms Watson, please don't bother to reply to my comment. We have communicated through emails and since your responses are unsatisfactory, I had to post my concern here to warn fellow renters in DC of your inability to operate efficiently.

We love living at Flats 130. The entire Flats 130 team, from the office to concierge and maintenance, has been extremely helpful throughout the 2 years I have lived here. The building itself has amazing amenities and there are a ton of other fun things to do in the area that are just a short walk away. Another huge perk about living at Flats 130 is its distance from both the NoMa Metro stop and the Metropolitan Branch Trail- extremely convenient!

This is by far the best apartment community I have ever lived in, and I've moved around a LOT. Like any building, Flats130 is not perfect but they do the important things very well. Paying rent is easy, they're responsive, maintenance requests are handled very quickly and elevators and parking are rarely an issue - something that cannot be said about all DC buildings. I've found that everyone from the leasing office to concierge staff to maintenance crew is extremely friendly and they go out of their way to be helpful. I especially like the folks on the cleaning crew and the many awesome ladies at the concierge desk who welcome us all home every day. The only thing I wish was a little easier/more automated is visitor parking. Otherwise no complaints and love my unit and all the amenities! Pool is amazing. Fun events every month in the clubhouse.

I've been living here for five months now and I have not had a single issue that some people were complaining about. Concierge is great and friendly the management team was understanding when I accidentally double paid and refunded the NSF fee I got for putting a stop payment on a check. My packages are never lost and I always get an email when they've scanned it in, the maintenance team is wonderful and very friendly. This has been my first time living in dc and the experience so far has been very pleasant despite covid.

I've lived in Flats 130 & Flats 140 for three years. I moved out 2 months ago, and wanted to take some time to give this place a fair shake. First, the cons. That's why you came, right? I'll start by saying my time in Flats 130 was solid. I have nothing to complain about. Being close to the gym and amenities was great. Had I stayed in the 130 building, this would have easily been a 4 1/2-5 star review. However, the 140 building has some unique challenges. I think if you talk to anyone there, they will mention the elevators. For a building it's size, there are only two elevators. This might not have been a problem, had the designers wanted a freight elevator installed. Hundreds of people and freight share two elevators every. single. day. Between one elevator being locked and constant breakdowns, the building usually has one functioning elevator 20% of the time. I remember a time when both elevators would broken simultaneously. (Got my steps in that day!) 20% isn't that bad, but trying to catch a train or grab an Uber in a hurry, can be very frustrating. Frankly, management needs to spend the money to rehab both since that's all the building has. But my guess is, they won't for some years. Also, with the 140 building there is no transparency in "Heat/Cool charges" assessed monthly. It is routinely $40-$50 extra a month, regardless of season. If the billing statement said, "there are X residents this month and the building's heating/cool charges were X , thus your portion is X," that would make sense. But this isn't done. If you are price sensitive, you should think about this. You'll also have a trash charge, and mandatory electricity charge. Realistically, this is likely another 100 bucks on the rent/month. Finally, construction of the building adjacent to 140 was a bit much - and I didn't have a unit directly facing the construction. As management likes to say, construction is a part of a vibrant, growing neighborhood. Sure, that is a fact - until you're trying to get some sleep. If you're a light sleeper like I am, don't move into the 140 building - the concessions, etc., may seem awesome, but that first time you're awaken from REM sleep, you'll know exactly what I mean. You sign a construction waiver with your lease, so it's explained, but you don't know, what your don't know! Now on to the pros: The staff is top notch. Be it leasing, the concierge or maintenance, I've found them to be responsive and friendly. As this place was my home, I was glad these professionals made me feel welcome. Second, location, location, location. I loved being steps away from: a drugstore; dry cleaners; coffee; grocery; and metro. This made errands and city life so much easier. Throw in the ZipCar on the parking level, and this place was super convenient. Third: I thought rent was competitive. The building owners realize Flats130/140 isn't the shiniest new residence in the area. In terms of pricing and re-signing leases, I thought the property was fair. If you're looking in the neighborhood, check out Flats 130 and the complex. But do yourself a favor and check out, Avalon, AVA, Camden NoMa and the Edison on Florida.

Flats 130 is a great community. A little pricey, but you certainly get what you pay for and you also pay for your neighbors. I've lived here for 3 years and the management is responsive to any issue and quickly fixes any problem- including lights that go out and just a leaky sink. We have a dog and the dog park is a great asset. Clean with friendly neighbors, our little guy gets some good exercise in a safe well lit environment. One reason why we chose to live at Flats 130 was security. Being so close to the metro and living over a grocery store is also great, but I wanted a safe place. Flats 130 is that place. You have to "scan" in multiple times and there is a concierge always on duty. Great place!

I loved living right next to the metro and above Harris Teeter (especially during the winter months) and having a dog courtyard in the building for my pup. I moved to this building because of how friendly the dog park was. However, I had a horrible move in and move out experience. I was also stuck in the elevator for over an hour on Fourth of July and the preparedness of the staff in the leasing office was horrendous. In addition, my refrigerator had broken two months back to back and the leasing office did nothing to apologize for the inconvenience of me needing to restock my fridge twice in less than a month (costing about $600). I didn't get a gift card, a refund on my rent, or really even an apology. I asked to speak to someone in the corporate headquarters and never heard from anyone. I also know that the leasing office staff treating the concierge staff horribly. One person was randomly fired who was the most trusting person on staff, knew everyone's names, unit numbers and children/pets names and was so kind. This was person should never be fired, especially after they were subject to racism from management and other residents. I was really shocked to hear this person was no longer working there very abruptly. It's sad because I know that the others residents are wonderful, the maintenance is great, but the folks who work in the leasing office are under-qualified for the positions they have and have very horrible customer service skills and accommodation practices. It was truly a great place to live, but the management office really turns a lot of people away and for that reason alone, I cannot recommend them to future tenants. It's not worth the stress and aggravation when the point of living in a luxury building is all about convenience.

Glad I didn't decide to live here! When I initially toured it was so strange. I went into the lobby, was ignored by the conceirge for an unacceptable amount of time, then was told to head upstairs to the leasing office. I walked in the leasing office, and was ignored by two ladies sitting at their desk clicking away on their computers. After 30 seconds of awkwardly standing there I was like "Hi, I am looking for an apartment, am I in the right place?" One lady, who was clearly annoyed, responded that I was indeed in the leasing office and I was told to take a seat. Ultimately, I was shown 2 apartments, one of which someone had clearly just moved out of. How do I know? The carpet in the bedroom was filthy, literally gross. Out of the hundreds of apartments in the complex is this really the one they choose to show? Weird. I was shown a second apartment which was in acceptable condition, and I actually almost applied for it. But after considering the options after my experience here, I decide against it. Why? I just felt that if this was how I was treated in the initial tour, I was better off not renting here! Beware, as others have mentioned, there was a shooting within the building two days ago. There have actually been 2 murders and 1 attempted murder within the IMMEDIATE neighborhood within the past 10 days.

I've lived in this building for about 3 years. Unfortunately, the nice things about living here are quickly being outweighed by the not so nice things. PROs - The architecture is nice and building/amenities are well built for the most part - Conveniently located to Union Market, Wunder Garten, and other cool stuff in NoMa - Cheap utilities / energy efficient building - Floor to ceiling windows in many units CONs - There was a recent shooting in the building allegedly related to drug dealing, as other reviewers have discussed in more detail. There have been several other incidents in the immediate area. Aside from placing a temporary security guard in the lobby, management doesn't seem to be doing anything serious about it or providing any details. Lack of building safety and transparency is a major factor in my negative rating. - Amenities are not especially well maintained by management. Particularly the grills. - Elevators frequently have issues or are booked up. The building seems to have high turnover. - The doors are poorly set with large gaps on the frame on many units. So while the walls are concrete, lots of noise comes in from the halls / adjacent units. - Management spams you with lots of unimportant, unnecessary emails Bottom line: for the price, you can probably find something better.

Flats 130 is the absolute best location I can find in the DC area considering proximity to Harris Teeter for groceries (right below us), the NoMa-Gallaudet Metro station, multiple Capital Bikeshare stations, a large dog park in the back, the Metropolitan Branch Trail, Five Guys, Starbucks, protected bike lanes on the street in front, Union Station, and the list goes on and on. I live car-free; Flats 130 and NoMa makes it a piece of cake. I've always had great experiences with the staff too - everybody was extremely responsive, helpful, and friendly. I can't thank the staff enough for the few times when I needed them the most (i.e., the day I lost all of my keys) and they always came through as some of the most helpful people in my life. There one minor instance where it took quite a few attempts to communicate a preference to maintenance staff, and they seemed to not receive my emails, or my messages through the front desk, but it eventually went through. It is a bit tough to recycle in that you have to take everything to the dumpsters in the lowest level of the parking garage, and I miss my old apartment's hallway recycling. This community, however, hosts more fun events. Many of my favorite memories in DC are bringing friends to Flats 130 and playing in the dog park or watching the presidential candidate debates in the lobby. I love Flats 130!

This is a relatively new building with a slew of amenities and convenience. The building itself has a 24/7 front-desk concierge, which for a young woman new to the city, is a nice added sense of security. The front-desk holds packages, coordinates key hand-offs (for house sitters, dog walkers, etc), and holds dry-cleaning. The building also has on-site, secure, basement parking, storage units, and bike storage. The community amenities include a pool, a large club room, a decent gym, a grocery store on the first floor (!!!!), and a pet park. If you're a twenty something with a dog- you'll be super here as there are tons of friendly dogs and the pet park is a nice perk. Units are new and well-kept. The maintenance system is all digital-- so whenever anything went out, from a lightbulb to a clogged drain, a few clicks later and it would be taken cared of. We had a few small things, like a funny drain and air filter during out 18 month stay and within 48 hours both were fixed. Again- as a professional, convenience has to be king. If you have a unit about the 6th floor, you can count on sunny units as the building faces south. As far as the neighborhood, let's keep in mind NoMa is an "up and coming" area. There is a lot of growth and change. Union Market, food trucks, the beer garten, etc. are all signs of redevelopment. However, NoMa is near Union Station and a few shelters, so yes, there are signs of urban living such as pan handling and occasional disruptions in the street. Do I feel safe living in Flats 130? Yes. Is there anything beyond what the building is already doing to help curb these things? No. The building is part of a community police initiative, has lobbied MPD for an officer on 1st and M, and has been improving its in-building security. All in all, Flats 130 offers a competitively priced unit with unparalleled convenience. We are 50 feet from the red line metro, a 15 minute bike ride to the Mall, and 15 minutes from the 395. The units are new and benefit from a very speedy maintenance team. I would recommend it as a great first landing spot for young professionals tight on time looking for a safe, accessible, and modern place to live--without breaking the bank.

Just relocated from NYC and love living in this building. John, Deavon, and Kiara in the leasing office are all friendly and helpful. The move-in process was quick and easy. The building and its amenities are great. My dog loves the dog park and his new furry friends. Location is ideal. Harris Teeter sells alcohol next door which is super convenient. I found a yoga studio across the street for my daily practice and love it. Overall, very happy!

Absolute crap hole. Since the new management company took over it's been a disaster. I wish I had not resigned my lease. Update: Still just a horrible place to live. To give you an idea, I went to the leasing office the other day to complain about something and the building manager - Pei Pei Chan - started screaming at me saying she would call the police if I didn't leave or if I ever spoke to her again. I was not being threatening and I was not yelling, yet she just completely lost control of herself. I wish I had recorded it for Youtube as it was quite comical. This place is a joke.

To give this review some context: my wife and I moved into a one-bedroom at Flats 130 in late 2010 and stayed there for a year and a half, to mid-2012. The building had opened about two months before we moved in, so for the first several months, the place was almost eerily quiet sometimes. Let's start with the good stuff: the Harris Teeter is right downstairs, which is enormously convenient. The metro station is half a block, and Capital Bikeshare station right out front. The dog park out back is perfect for quick nighttime walks, and the two big grills in the main courtyard are nice to have. Most of the people I dealt with in the leasing office were fantastic. But: I would never move back there. The biggest issue for us was that management was unresponsive. We lived right above the club room, and looked out into the main courtyard (which, admittedly, we should not have chosen). The club room and courtyard were both supposed to close at midnight, but nobody ever did anything about it. People would be out there yelling and laughing at 1 or 2 in the morning on a regular basis, and the concierge told us they couldn't do anything about it. One time that I went down to complain, the concierge waved me over to whisper that he had no power to do anything, but as a resident, I could call the police to come break up the party. I just got better at negotiating with drunks, so I could at least get them back inside. We talked to building management--Pei Pei in particular, since she was the property managemer at the time (not sure if she still is)--and they kept assuring us that they would send out an email reminding everyone to keep it down out there, or that they would change policies with the way the concierge handled it, or whatever: nothing ever happened. Pei Pei just stopped responding to our emails. No reminder went out to residents, and the problem never really got better. Mind you, in the time we lived there, residents received a reminder every few weeks to pick up after their pets, especially if they duked in the hallway...but management never sent anything about being halfway decent neighbors after midnight. Then, there were the stolen bikes. There are about a half-dozen locked bike storage areas down in the parking garage. It was pretty convenient, since you could ride in and out without taking the elevator, and it seemed pretty secure. You first need a key fob to get down to that level of the garage, then you need a separate key for the storage area (a copy of which was given to any resident who had a bike). Seemed pretty secure, but still, someone (probably a resident) got in there on a couple different occasions and a few bikes were stolen. In response, management decided to replace the lock on the storage areas, and henceforth, the convenience of the bike storage would be annulled: in order to get in, you would need to leave your ID at the concierge desk to get the key to storage, and return it after you had taken out or returned your bike. Real pain in the ass. Except...they didn't actually change the lock. For whatever reason, I had a feeling the whole thing was BS, so I just tried the key I had been using all along, and sure enough: they may have changed the lock, since they key no longer went in smoothly, but it was keyed the same, so they accomplished nothing. I had hoped that things would improve after Bozzuto took over management from Lincoln, but no such luck: the bike storage incident was after they took charge. They also got rid of the concierge staff and brought in their own people. I know I complained before that they didn't do much about the late parties in the courtyard, but the Beverly and Lorenzo, who were there weekdays and evenings, were fantastic. Bozzuto ended the contract with the concierge company and brought in their own people a couple weeks before we moved out. I only dealt with them once or twice, but they didn't seem to know what they were doing. Oh, and I came back the day after we moved to clean the apartment, and there was a huge ad in the lobby, for some spa across town. It was one of those tall, 7'x3'-ish ones you see in booths at conferences. As I was turning in my keys, two different people arrive home and complained about being advertised to in the building they were already paying too much rent at. I hear they took it down not long after. I would only recommend this building if you're in your early 20s and will be up or out late on weekends anyway. Oh, and *definitely* don't get one of the fancy, expensive Signature Flats: they face the nightclub Ibiza, so your entire place will be bumping a few nights a week.

Love Flats 130! Located right in the middle of NoMa. The apartments are a little bigger than the newer properties in the area. The team is always available and ready to answer any of your questions. They do a lot of events for you to get to know your neighbors. Plus, it is managed by Bozzuto so you know you will be taken care of. I definetly recommend this complex to anyone looking for an apartment in NoMa.

If you want to live in a place where the staff is COMPLETELY INCOMPETENT, this is the place for you! Let me list off all the ways in which the leasing office was unhelpful. 1) A light in the kitchen kept burning out within a day of the maintenance team replacing it. In my maintenance requests, I kept saying there must be a fuse issue, but all they kept doing is replacing the bulb. This had to get escalated to phone calls to the leasing office for someone to fix the actual fixture. 2) I lived right above the loading dock which was the staging area for the building construction on the adjacent lot. Fun thing was that construction materials were being unloaded at all hours of the night. I recorded the loud banging noises, emailed/called the leasing office daily for a MONTH and they kept ignoring my complaints. Only did I call the corporate office of Bozzuto, did the building manager acknowledge me. 3) I ended up switching units to move away from the loading dock. When I did that, the leasing office only gave us they key for the actual unit and only one key fob for my roommate and me. 4) When I ended up switching units, my rent was exactly the same as my previous unit. However, the leasing office sent me an $800 bill. About three weeks of 20 emails and multiple spreadsheets, did they finally take off that balance. 5) The elevators take forever. The concierge desk is not on top of when people reserve the elevators. If a resident doesn't inform the concierge desk that they are finished moving in/out; the elevator stays out of commission and the concierge desk doesn't monitor this. 6) There were a few concierge staff that practiced good customer service but on the whole, no one would greet you with a smile. Everyone seemed like they don't want to be there. And many times the staff would be talking amongst themselves ignoring residents as a line started forming. 7) About two months after I moved out, I got a call from the leasing office about unpaid utilities. I told them I don't live there anymore. Shouldn't they know that??? 8) Still four months after I moved out, I keep getting emails saying that packages have arrived. After about six phone calls, no one seems to be able to solve this. 9) There is limited time access to the amenities. The pool and courtyard areas are only open until 10, when across the street at the Avalon, the rooftop pool is open all night. Plus, it is much nicer, bigger, and they have a sauna! 10) It took about six months for the leasing office to get my number on the call box after I moved in so I could buzz guests into the lobby. If you want to live in NoMa, there are plenty of other options. My one pro was the cleaning staff. They were always on top of their game, very friendly, and always said hello. I was very happy the day I moved out.

I'm only staying here two weeks while watching a friend's dog. It's kind of a high end college dorm. Nice physical plant, great for dog owners. Youngish residents, a few entitled DC crat types. The two worst things are ridiculously low water volume in the showers, to save money I imagine. Thin walls where you can hear music and people dropping things on the floor.

I've been here for about 3 months. I very much enjoy the complex and any problems with my apartment has been quickly addressed and taken care of. My only complaints has to do with the very slow elevators, especially when someone is moving in and the trumpet player outside my apartment every morning at 8am (nothing the complex can do about). Also I wish that the gym had more weight lifting machinery instead of many cardio machines that don't work 100%. Plus the parking garage needs MUCH better markings and accurate signs In regards to the shooting that happened, this is DC and the entires city's crime rate is up 29%. Hopefully management has taken proper precautions to ensure that was an isolated event.

The Flats is OK...but overpriced. Where is the guest apartment? I have never lived in a "high end" building that does not have one. Until now. I agree witht the noise issue as I also face the Courtyard. My neighbor smokes marijuana routinely on his balcony )("high end"? I think not). While the building looks great and management is nice and responsive, an annoying percent of the resident population reverts to frat house behavior every Friday (drunk, rude, loud, and obnoxious). There are numerous 2 bedroom apartments on my floor with 8 people living in them. I'm sure they only put 6 on their lease, but I've counted, and 8 people live in those apartments and discuss how affordable their rent is when split 8 ways, in the elevators. The noise level is absurd, the parties are loud and constant, the smell of beer... its disgusting on the weekends (which apparently begin on Thursday). Residents let their dogs eliminate on carpets, I feel sorry for anyone who lives on the second floor and the cleaning staff. Sadly, not only is the Pet Park on the second floor, so too are the gym and club rooms so I'm forced to use that floor. Back to dogs - isn't there supposed to be a limit on pet weight? Then why do I see horse-sized mongrels constantly in the elevators and hallways? I can hear them thumping around in the apartment above me. The elevators are always slow. And I mean SLOW. On weekends, after work, in the mornings, and in the afternoons. Why? Baffles me. There are three of them and when I finally get on the elevator I'm usually on it alone or with a few other people. Why the long wait? The bottom line is, this building isn't worth the price. While the amenities are nice, there isn't a guest apartment, apartments are over-full, neighbors smoke marijuana which might blow into your unit daily, the noise level is high, the second floor carpet is disgusting, and the elevators are slow. The Flats only recently began doing events, and I am a firm believer this is because of the much trendier and newer apartment across the street with comparable prices and more intelligent designs. Oh - and THEY have a loyalty program. The Flats/Bozzuto does not. The Flats also got rid of the movie ticket program - and that was the final straw. Look across the street, and rent there.

I lived in Flats130 from Aug 2013 to Oct 2015 and really enjoyed my time there. The neighborhood is close to everything (cap hill, Chinatown/Gallery Place, downtown, Union Market, etc.) and the building staff was incredibly courteous. Iglal (conceirge) was like a family member - she even sent me a gift when I bought a place and moved out. Svetlana, the Resident Manager, was equally efficient in responding to concerns and questions and even helped me with my move out. The apartments themselves are fairly quiet (esp now that the nightclub has shut down). I never had any noise issues with my neighbors or even the courtyard which my apartment was over. The amenities - gym, pool tables/game room, courtyard with grills, and pool - were all in excellent condition and were great to have onsite. I would recommend getting a tour of the full property when you move in - I found out after I moved out that there was a conference room available on the mezzanine level. Personal recommendation - if you want to meet people/make friends in the building attend the free fitness classes, socials, and hang out in the mezzanine. And don't hesitate to chat with people in the elevators - that's how I made many friends.

Everything was going perfect until we realized that certain "offers" that were promised when we moved in and signed the lease are not going to be fulfilled anymore. That was a complete shock. The guy who dealt with us left and with him left the parking arrangement we had. The manager is not co-operative and would not want to work with us. I feel like I am stuck here and were "cheated" into signing it. Do not recommend at all. Only advantage for me is tha it is really close to work but I dont mind taking a train ride and moving if the management continues this way.

Do not get anything shipped to your apartment address that you actually want to receive!!! 2 online purchases have disappeared within the last 2 weeks. The retailers are not going to reimburse my money because on their end the packages were signed for, just not by me. This service by the concierge is supposed to be a benefit not a detriment! They tell you they will call you to follow up and that doesn't happen. Unfortunately, this is just added to my opinion of this building and whether I will renew my lease. That month can not come soon enough. Moral of this rant, get purchases shipped to your work address. I had to learn a hard bad expensive lesson!!

Don't live here. The amenities, prices, and apartments are more or less the same as the other buildings in the neighborhood. The difference here? The noise. Being right above Harris Teeter is great, but it also means there are homeless people who hang out right outside on the street--including a woman who sings loudly and a man who plays the trumpet VERY loudly. All day. Weekends too. If you talk to the building's management they'll tell you there's nothing they can do about it before 10pm, when you signed a lease you acknowledged DC street noise, etc. That may all be the case, but it's also a very compelling reason to live elsewhere. A trumpet player may not seem that bad, but if you are a student, or you ever work from home, or you like to enjoy the apartment you pay a lot of money for WITHOUT hearing an endless, poorly played loop of the Rocky theme song and Hail to the Redskins--just choose a different apartment. In addition to all of that, the management can be very non-responsive to concerns. Sending an email to the leasing office, you have about a 1 in 20 chance of getting an answer--and even less of a chance of them solving your problem (like a door to the building not unlocking with any resident's key fob). Positives: The concierges are always nice, friendly, and helpful. Good location, close to metro, nice amenities, the apartments themselves are pretty nice. They're expensive, but that's to be expected for what you're getting. But like I said earlier, all of those things come with any of the other 4-plus luxury apartment buildings within a 3-block radius.

Flats 130 has gone down since Bozzuto management took over from Lincolcon Apartments. Lincoln apartments were truly concerned about the happiness of its residents while Bozzuto is typically corporate - fake smiles and money hungry. The concierge staff used to know the residents, the new staff are sterile and barely speak when you walk in the door. They act like you should speak to them. The lazily lounge at the front desk and during the evenings are constantly away from the front desk and can be found upstairs drinking coffee. If you have an issue with your apartment, they make you feel guilty for calling them, as if they don't want to be bothered. Really! Don't advertise yourself as a luxury community if you can't be bothered to tend to the people who pay you monthly to live here. The African guy in charge of maintenance is always giving me the evil eye when I see him because he was too lazy to figure out what was going on in my apartment. He should definitely be fired because he has a horrible attitude and is incompetent. They used to have all sorts of deals to get residents out into the community like discount movie tickets and specials with local business - those are all gone - now you just get advertisements for businesses so you can spend more money! Finally, this place smells like an animal house. Most people's dogs are untrained and will bark at you while you are walking to down the hall (from inside the apt), lunge at you in the elevator, and pee absolutely anywhere. The only haven from the odor is the gym. It's a nice apartment as far as its original design - it's the management (Pei Pei Chan) who is is disconnected from the vision. There are so many residents now that the Zipcars that used to be downstairs are normally checked out. The gym is phenomenal and the Harris Teeter downstairs is convenient. With all the luxury buildings popping up around DC remember- you have options. The differentiating factor now is - customer service!

DO NOT RENT HERE UNTIL YOU ARE FULLY INFORMED!!!! We have enjoyed our time at the Flats. However, we recently saw a large sales document pop up in the mail room. No one has told the residents anything at all. It appears (and I could be wrong, but again, management is keeping us in the dark) that the building is being sold and the purchaser is planning on converting everything to condos. If you rent now, it looks like you are setting yourself up to get screwed!

Just moved out of Flats 130 after 3 great years. We worked with Svetlana from move in to move out and she was always easy to work with. Now that we've settled into a house in another state (moved because of a job) I will remember Flats fondly! :) The Good: - Very nice Amenities - Beautiful Building - Living above the grocery store is the greatest thing in the world! - Perfect for dog owners - They offer free catered events with open bars like happy hour and holiday parties. - Made many good friends in the building - Quick to respond to maintenance requests The Less Good: - More and more really young, loud and drunken people seem to be moving in. - Pricy (but nothing out of the ordinary for DC) - Not many restaurants or bars nearby (walkable)

I have been living here for just under a year and LOVE it. Everything is new, the metro is 100 yds. from the building entrance, there's a Zipcar in the basement, Harris Teeter is located downstairs, the gym is amazing and the staff is very friendly. The only negatives I've experienced are the insanely high water bill (others seem to be saying this as well) in addition to the noise from Ibiza on SOME weekend nights (not all).

The biggest con is the mgmt staff who show no signs of improving anytime soon -- not to be confused with the concierge or any of the other staff, they're awesome. I've lived here for almost two years now and have had a mostly pleasant experience. The apartment is new and nice but residents can sometimes take that for granted. Residents often smoke in the garage (weed and cigarettes) and/or stairwells. The bigger issue is that mgmt doesn't address the violations or the concerns of residents. Any concern literally goes to die if and when sent to mgmt. They may acknowledge receiving an email, but they won't actually do anything to fix a problem. I've discovered cigarettes, vomit, half finished take out food, and condom wrappers in the stairwells. The cleaning staff cleans it up, but it should be mgmt responsibility to address the issue so it doesn't happen again. Mgmt doesn't get that. One note about the gym -- it's nice enough but equipment is often broken. I've seen a lot of kids under 16 which most gyms don't allow. Just a thought but the kids may be the reason for broken equipment considering I've seen them not know how to use it. Just a thought. Another note about mgmt is that turnover is pretty frequent, which maybe explains why they're so incompetent. I'm giving 2 starts because, "Meh. I've experienced better." which is true. I've dealt with better mgmt in college housing.

I've been living here for about 6 months. This place is really great with the pros far outweighing the cons. I've listed them below for your viewing pleasure. I would recommend this place for anyone. Pros: The management team here is amazing!! All of the concierge staff are pleasant and helpful. The leasing staff are very professional and always accessible as well. I've personally dealt with Svetlana from the leasing office on several occasions and not only has she helped me resolve each issue, she did so while maintaining an exceptionally patient and amiable demeanor. The pool during the summer is amazing. The proximity to the metro, Harris Teeter, Starbucks, etc. The apartment itself is great. The club room and fire pits are so nice when you have company. The other tenants all seem to be younger (between 23-40), working professionals. There are lots of residents who go to Galludet and Georgetown Law. Everyone is pretty respectful and keeps to themselves. Plus it's cool to have this much exposure to ASL and deaf folks. Cons: There is a trumpet guy. He only knows 5 songs. He plays them over and over and over again outside the building. But hey, if you're gonna live in the city, there's always gonna be some sort of trumpet guy. Plus, the Rocky theme song helps get you pumped lol. I thought about collecting some money to get this dude some lessons so maybe he can add one new song to the repertoire. The grills in the courtyard are kind of bogus, they work but you need to bring your own matches and brush for the grill. This is a minor annoyance but they have a room they deem the "business center" but this room just has this crappy printer that you need to connect a flash drive to, as well as some books that other residents have left. Other than that, it doesn't have desks, or computers, or pretty much anything that would warrant the term "business center". I usually have to go to the leasing office to scan or print something out, which is super annoying because those people are trying to work. Solution: get a real, industrial printer and have it charge a nominal fee. I would gladly pay to print stuff out than have to deal with the current situation.

Building management contacted me and reimbursed me for the moving expenses. The concierge staff members continue to exceed expectations.

I lived in Flats 130 for a year. Pros -- It is extremelyyy convenient to the metro (1/2 block away) and to the grocery store (downstairs!). The amenities are nice and new. Union Station is walking distance if you are catching a bus/train out of town and the building is also convenient to the 395 freeway if you drive. The maintenance is fast and reliable. The finishings in the apartments are nice - granite counters, stainless steel. Everything seemed to be constructed well. Flats is also a very pet-friendly community (which was totally fine by me! I love animals but don't own one). Management and the concierge were pleasant and Pei Pei was always great whenever I talked to her. Cons -- NoMa is a gentrifying area that is looking better lately, but is still extremely close to some very seedy parts of town. There are 2 sketchy nightclubs a block away that attract large crowds on weekends. I wouldn't recommend walking around further than two blocks from the building at night. Because it's an up-and-coming area, there also aren't many bars/restaurants in close vicinity (besides sandwich-type places), so you have to leave the area for things to do and places to eat. Also, while the amenities are nice, they were always crowded. Especially the pool area - don't expect to get a spot at the pool in the summer unless you're up there at the crack of dawn. The gym was also typically crowded (and really noisy for nearby residents - I never heard my neighbors, but always always heard weights dropping in the gym). Overall, I enjoyed living at Flats. The major drawbacks for me were the area and the noise levels with my proximity to the gym.

4 stars for the first impression and will definitely follow this up after we've lived there a few months. I toured the property this past weekend and committed to a lease moving in this June. The property is beautiful with all the amenities my wife and I were looking for. Being right on the metro stop will be huge for convenience and I feel the treck between the property to Capital Hill will be safe enough for running to and around the Mall area. Yes, there is a lack of restaurants in the immediate area, but you are two stops from Chinatown area where there are plenty of options. Having less in the area is very appealing with regards to day to day life being somewhat quiet. First impressions of the staff are very positive. The tour was non pressuring and you can tell they really take pride in the property. The tour lasted well over an hour and I was impressed by the knowledge of Deanna and the attentiveness to answering all questions. She epitomized professionalism and I hope that will be indicative of the entire staff while living there. The only thing lacking to give the 5th star is the experience of living there. We'll see!

I've lived here for two years and have been toying with writing a review for awhile now. First and foremost, it's NoMa--this isn't NW, this isn't Arlington, and when you move to this neighborhood, it's not going to work the same way as other places. I do not think the immediate area is any more unsafe than many other areas (Chinatown, Shaw, U St, etc.) if you keep your head up and remember that this is a city. It's not Flats' fault what happens in the neighborhood, and I actually find the local police beat to be helpful and informative when I've seen them at neighborhood events. I do not think this building is any more unsafe than others in the neighborhood, and I certainly do not feel unsafe living here. The amenities and aesthetic are great--I like the way the lobby looks and I spend a lot of time in the summer in the courtyards. I wish they were a little bit more maintained (often the grills don't work, or the furniture is dirty). I go the gym frequently and I think it's one of the best parts of the building. My biggest issue is noise--I am frequently woken up by weights being dropped in the gym, people blaring music outside of their headphones, loud groups in the hallway, the building maintenance staff, etc. There is very little insulation. That's the biggest negative of the building for me. But: I love that it's so close to the metro, the concierge staff is helpful, I've had good experiences with the leasing office and I like the look of my apartment. I would recommend the building. I'm interested to see what happens with our rent when more and more comparable buildings start springing up around the neighborhood.

I would give this building 0 stars if I could all due to one thing: the management and leasing office (this does NOT include the concierge staff who are always nice, friendly, and helpful). The building itself is fine, nothing special, not awful though. However, the entire 4 years I lived in this building I had nothing but terrible experiences with management who were rude, unhelpful, uncommunicative, dishonest, and even worse, actually violated my leasing rights more than once. More than that, they will never give you any real apology or admit to any wrongdoing on their part when they screw you over. I seriously can't think of a nice thing to say about them. I wouldn't recommend living in this building to anyone unless you can somehow get away with never having to interact with the leasing office. They're not interested in improving at all. Do not live here. I am so glad that I finally got out of here.

We've been living at Flats 130 for two years and regretfully have to relocate because of work. :( Our stay has been pleasant from the moment we received our keys. The grounds are clean, the amenities and location are unbeatable. The convenience of the metro is ideal for commuting within the city. Flats 130 has a highly friendly staff who are quick to assist when needed. Just call Adonis and he more than willingly addresses any issue expeditiously! My only complaint would be the occasional loitering outside the building in the evenings. However, the management team, responsive staff, and friendly neighbors are all what makes this place wonderful. Flats 130, you will be missed!

That apartment complex comes with great amenities, located very close to NoMa metro, grocery store entrance in the parking garage, and quick turn around on maintenance. My main complaint is the restrictive contract. I would not recommend this place strictly on the lease transfer fee. The complex charges a lease transfer fee whenever you want to add someone to the lease or switch with someone, the charge a $1,500 lease transfer fee. To be clear, the fee is not to break the lease, it's to simply add or remove people. Overall, they are not flexible.

This is a great property with great amenities, however the individuals that work in the leasing office are the absolute worst and amazing scam artists. The people at the concierge are great, however, those in charge of your living situation will take advantage of you. Parking ticket stops working? Fee included and they can't fix it. Car gets stuck for a weekend. Asking for maintenance? up to 3 weeks of waiting. Buzzuto and their associates feel like entering your apartment without permission? You bet. Possessions safe upon their entry? Not even close. Shootings? Yes. These people have no boundaries and will make your life a living hell. One of the ladies in particular is very rude and passive aggressive. If she doesn't like you, she goes out of her way to make residents feel very uncomfortable. All in all, it's just a matter of what you think is morally right when you apply to live somewhere. I would look everywhere else before you sell your soul for a spot in this place.

Let's set a few things straight: No matter the neighborhood, no matter the cost (high-or-low), no matter the assurances, there will be annoyances when living in close quarters with fellow human beings whose behavior you cannot change. This means loud music, smoking, trash on the weekends, and even the occasional wet dog smell. Now let me say that compared to other comparable properties in Austin and San Francisco, every request, comment, concern, or crotchety quip I have shared with the management at Flats 130 has been attended to professionally and promptly. I would (and I know my bf would as well) like to recognize the exceptional contribution of concierge Daniel for making Flats 130 more than an apartment. His mere presence at the front desk makes Flats 130 a community and he is 75% of the reason we are considering renewing our lease. Now, we've been in our apartment since July 2012 and yes as the other folks say the amenities are great. Harris Teeter, CVS, Starbucks downstairs, and metro at spitting distance. The apartments are beautiful and well maintained, the common areas are as promised. BUYER BEWARE: as with any property, there are better and worse areas of the building to live in. Of course if you face the grill, club room, pool, or other popular areas folks will be around their having a good time and likely past the prescribed time. If you are in your 20's and half-way down the road to crotchety, then make sure you express this when you are looking at apartments! I recommend requesting the "Zen Courtyard" view, or even straight onto the street. As others have said, avoid the main courtyard and the "Signature" side which faces the low-end club "Ibiza". Don't walk around aimlessly at night, as it is "up and coming" as everyone has said. It is a safe area, but don't hold Flats 130 accountable for your street smarts. There are those darn kids who play their music, leave pizza boxes in the trash chute, and walk on your lawn, but if you can't put up with this then live in a house in the suburbs. Overall, Flats 130 isn't perfect, but in the words of the Yelp stars, it's "as good as it gets" in urban apartment living.

It's me again. Guess what? Somebody got shot in the hall way last night. With a gun. And there's blood all over the walls and floor of the hallway. Everything I wrote before is now irrelevant because if you move here, you now need to worry about stray bullets from a hallway altercation piercing through your walls and harming you or your children. Stay away. Your life may depend on it.
