San Diego’s Best Filipino Restaurants | Eater San Diego

"This longstanding spot is a popular choice for those looking to order large amounts of food for a party, but solo diners will benefit, too. Lumpia are less than a dollar here and combo meals include Filipino classics like fried rice and pancit." - darlene-horn

Best Restaurants in City Heights | Eater San Diego

"A few miles north of San Diego’s Filipino dining destination (also known as National City), Fredcel offers many of those same dishes in a very different venue: no long lines, no buffet. Just the food behind a display case, ready for consumption. This family-run kitchen, in a bright yellow building around the corner from a dollar store, churns out Filipino standards like beef lumpia, pancit and chicken adobo. While a quick lunch is one way to go, Fredcel is especially geared toward catering. Trays of various sizes, with prices written in large sans serif labels, make figuring out quantities easy."

Google
Very good but get there early so you won’t miss out on the pancit everything is homemade if that makes sense. Made fresh and cash only! Yes I strongly recommend to anyone who loves good food.

Google
Hands down best lumpia & pancit! 👌🏻👌🏻 So good we had to eat it right in front ! You get a lot of food for a good price! Highly recommend this place!

Google
Lumpia was very tasty. Will be going back whenever I crave lumpia ! Great prices. Ordered 100 pcs at 75$ for a work event and everyone asked me where I got it from! It is hard to reach them through phone, so I would recommend going a day or two in advance to place a big order.

Google
It's cheap, fast, and flavors are good. It's a takeout place so no seating is expected. However I thought the quality of the ingredients was questionable and overall the food didn't seem healthy, it's quite greasy. If you've been to Manila Sunset for example, the quality there was very different and I wasn't worried about eating unnecessary fats which is definitely a concern here.

Google
We've wanted to try this food for months and kept missing. Finally got in while they were open and it's hands down the best pancit, lumpia, chicken adobo I've had since the Philippines! We'll absolutely be back - often! Service is very quick, friendly, and efficient. They don't waste time on atmosphere, go there for the food!

Google
A fantastic Filipino food emporium with Mom in the kitchen focused on quality, care and fabulousness. A short bike ride from all my fave spots south of The Eight. You do great grub Fredcel Lumpias & Catering.

Google
As a loyal Family Dollar customer, I would often wonder about this bright yellow neighboring restaurant that I found myself frequently parking in front of. It wasn’t until yesterday that I noticed a small line inside the establishment — I finally told myself, today is the day I’m going in there and finding out what this place is all about. I soon realized, this owner-operated establishment serves two purposes, convenience store and restaurant. Today my friends, I will tell you about the delicious Filipino cuisine I found myself wholeheartedly enjoying. But first, it is important to mention that this place is CASH ONLY! Menu: A good selection of popular Filipino foods (QTY 6) and side options (QTY 3) that offers a la carte and combo options. You can also order 3 different tray sizes for catering. What I ordered: Combo 2 with 2 side - Main dish #1: Chichen adobo - Main dish #2: Beef lumpia - Side #1: Fried rice - Side #2: Pancit Cost: $9.50. With tax it came to $9.99. Review: Delicious. 10 outta 10 will order again. The star of the show: BEEF LUMPIA. It came with a side of sweet & sour sauce. It is to my understanding, the Lumpia’s are what they are known for. You can order the Lumpia’s fresh, or frozen! What I would like to try next: Pork bicol express If you are like me and you are open to trying out a variety of cuisines and enjoy supporting local business, definitely give this place a try 😊

Yelp
I have been craving lumpia for the past few months so I ended up finding this place on Yelp. I was already in the area so I thought I'd check it out.You would expect this place to have great Lumpia since it's in the name. The place does not have a lot of parking, but I suspect a lot of people come by for a quick pickup, they are in and out in a flash. They primarily sell lumpia here (but they do have pancit and other Filipino dishes). I ended up getting about 34 lumpia for around $20. They only make beef ones here and I would definitely keep this gem on my list when a craving strikes again. The owner(?) was very nice and friendly. They open at 11 am and I had to circle around a few times to get a spot in the front. The service was fast and the lumpia came out piping hot and seasoned perfectly. They came with some sweet and sour sauce. (I prefer to not use the sauce, but I did eat a few with it) Service: 5/5 (friendly and fast) Ambiance: 4/5 Food: 5/5

Yelp
The best Lumpias in town. This place more lumpias than any other spot for sure. Order them for party's. They obviously have the common Filipino food as well. It's good but the Lumpias dang it's a must have. Their menu prices are low too.

Yelp
Great lumpia and very friendly service. Highly recommended for get-togethers and office parties. - The one issue will be parking. You might have to park a block away. - Cash only - Orders over 50 lumpia need to be placed in advance.

Yelp
Discovered this gem while it was "temporarily closed" according to Yelp status. They have regular hours and only do takeout for now, and cash. Made notification with Yelp, but it has yet to show. This is just to let you all know that they are up and running. Have had the chicken adobo, chicken tocino, pancit, and of course the lumpia. The abobo, tocino, and the lumpia are very good. The pancit is done with vermicelli noodles and not my favorite rendition. I prefer it done with an egg noodle and thicker, but to each their own. Am so glad I stopped by when it said it was closed. Would have had to wait further. Guess there's a lesson in that. Highly recommend

Yelp
The lumpia was so good, and very reasonably priced. We ordered to go, and the cashier was so nice. Just remember this place is cash only, and sells out of stuff as the day goes on

Yelp
Really bummed to give such a low rating because these guys make really good lumpia. They've been our go-to catering for lumpia for several years but unfortunately they don't honor their reservation system and really put us in a bind this past weekend. Called a few days out and was told we'd have a pickup time of 2pm. Got there at 2pm and were told it'd still be a 40 minute wait, even with a pre-scheduled pickup time. And this is after standing in a single line for both pickup and in-person orders for 20 minutes in a hot and stuffy receiving area. The guy was pretty unapologetic and after multiple instances of unfulfilled scheduled pick-up orders, extended wait times, and an overall inefficient ordering system, we've decided to not return and stop referring people here.

Phuc ..

Yelp
Business has been around for 17 years now. Says a lot. The gentleman behind the counter was kind and showed me their menu and offers. Ordered 50 pieces of the lumpia for a potluck. Told me it would be 20 minutes but really only took 10 minutes.

Yelp
SHOW UP AND SHOW SUPPORT (4 stars) When your peeps making that hustle - you better rave about! Upon entry, I did feel like I was entering an eatery in the PI. I don't ever go to this neck of the woods in SD (Cherokee Point/City Heights) but sometimes the most unlikely neighborHOODS you will find gems that you never thought existed. Why drive south or north, or pay for overpriced mediocre Filipino food in SD proper, when you can just come here?! Looks like locals to the neighborhood love this place, I can see why! - Food: good - Service: excellent - Price: VERY affordable - Ambiance: to-go only, mom and pop shop Honestly, I was skeptical but after reading reviews I wasn't. The block it's on isn't that bad but the surrounding blocks, could be sketch. I noticed there was always people coming in to buy food. To my observation, mga puti at maraming all other ethnic groups. That's cool and I respect that!!! Its turo-turo style in addition a few exported goods from PI (snacks, bottled sauces, purses). :: FOOD :: YO!!!! They had NAGARAYA nuts (adobo and garlic) in inventory. I've been to all the Filipino and Asian supermarkets in the county to not be able to find these. Well, they have them here - they import their own goods from the homeland! And only $2.50/$2.75 (something like that) per bag. BUT CHECK THE EXPIRATION... my adobo bag had expiration of Sept 2022 (it's about to be Feb 2023). All good, went back for an exchange no problem. COMBO 1 SIDE ($9.50) - pancit and lumpia. Portion to price, getting a good deal. Real talk, I really came here to try their lumpia. FYI, lumpia itself is only $0.60 per piece. Decided to make a meal out of it and ordered pancit. The pancit (bihon style) was average to me. Y'all know everyone Filipino are picky with their pancit. Not my favorite place for pancit but consumable. The lumpia is Shanghai style, right amount of crunch (and grease). It was served with sweet and sour sauce, however I wish they had the option for vinegar-garlic sauce. They were tasty to me and glad they were cheap and all what I was craving for. HIGHLY RECOMMEND. Will I be back? Yes, when I'm lazy to leave San Diego proper and want some cheap homecooking eats. JABA APPROVED. Until the next review....

Yelp
Ordered 150 pieces of lumpia for a party, called in to place the order a few days ahead. Best lumpia in San Diego! Cash Only

Yelp
Ordered lumpia and pancit from here for a party. Everyone LOVED the lumpia!! It is so yummy! Prices are super fair. Would order again. I knocked one star off because it is kind of a pain trying to get a hold of someone on the phone, I called 4-6 times before someone picked up to place a party tray order. I was about to drive there and place and order in person when someone finally picked up the phone.

Yelp
Fredcel's is bomb. Takeout only and cash just heads up. Parking can be terrible but the food is worth it. The lumpia is amazing and I've never had anything I didn't like. They used to have blood soup which was sooo good but it's never around anymore. Super friendly people and you're in and out real quick.

Yelp
Saw this on Yelp last night and came by lunch time the next day today lol. I didn't know there was Filipino food in this area and if it wasn't for Yelp, I would've never known about this place! You go on university and turn at one point-literally you wouldn't think any shop would be there. There was plenty of parking and the establishment didn't even look opened. Upon entering, signs asking to wear mask so I went back to my car and got a mask. Once inside I was saddened to see they only took cash! Of course I rarely have cash but the kind man informed that there's an atm across the street (however I didn't have my debit card on me). I asked if they took Apple Pay/venmo but they do not. Sadly I left but did look at the limited menu. It was easy to decide my options with that. I had my bf go pick up dinner that evening. Ordered 20 lumpia which looked so cute! They tasted good-one of the top few good places so yay! As for the pancit! OMG it was so big I wish they offered a half size platter! Looks like we will be eating pancit for days now! It was a simple one but the lemon juice on it was great! Also got the chicken adobo which was decent and the pork Tocino which my bf really enjoyed. I'll definitely be back for the pancit and lumpia in the future!

Yelp
If you can find them open, they have the best lumpia. You can also buy frozen for cooking at home.

Yelp
Best beef lumpia in town. Very affordable and convenient right off the 15 and University. Party staple, you will always receive compliments with these in hand.

Yelp
Fredcel is a hidden gem with a delightful, homey ambiance. Their lumpia is an absolute steal - delicious, crispy, and bursting with flavor. Dining here feels like a warm embrace, and I can't get enough of those mouthwatering lumpias. Make sure you order some for your next family party. Pro Tip: They're CASH Only!
google avatar

Yelp
Best lumpias ever. Amazing prices and the lumpias are just addicting. I wish they were open longer but the customer service is also very good.

Yelp
For a recent potluck gathering, I decided to come to Fredcel to purchase some beef lumpia as my contribution to the event. The structure is a canary yellow building on a random block of 38th St in the City Heights neighborhood. A few diagonal parking spaces were available right in front of the business. I had tried their lumpia before at a past group outing. I was impressed enough by the quality and fair prices that I decided this was the time to visit. Some spots charge nearly $1 or more per piece which I think is too much even with inflation factored in. The cost here is now $0.60 for each beef lumpia. It cracks me up that the board lists the price for every quantity from 1 to 100. You figure there might be a volume discount, but it's just the number (n) x $0.60 to calculate the charge for 'n' pieces. You can buy the lumpia fresh out of the fryer or frozen. I purchased 25 pieces with 20 frozen and five cooked to eat as a snack. I followed the instructions on the outside of the storage bag to heat the lumpia before the potluck. A cup of sweet chili dipping sauce came with the order. There is just the right amount of meat filling, and the wrapper is fried to a perfect crisp when fresh. During normal times, Fredcel also offers other Filipino dishes, however they were still quite limited when I stopped in. Fried rice and pancit seemed to be the choices as entrees like chicken adobo and pork bicol express could only be seen in photos at the service counter. Their front sign says dine-in or take-out, but it's strictly the latter right now.
google avatar

Ron R.

Yelp
Good Lumpia if you need them for a party this is the place! They have other items to order too check them out if you're in the area or craving Filipino food, Highly recommended !

Natalie L.

Yelp
I love an old school place with a simple menu and a friendly face behind the counter. Food was affordable, hot, and delicious.
google avatar

Rexie S.

Yelp
I always get my lumpia from here. They cook it fresh. They stay crunchy after sitting out for a while. Who doesn't like a good lumpia. Always friendly service.
google avatar

Pat S.

Yelp
So happy I reached out to them to cater my party. Lumpia and pancit were a huge hit. Will definitely be back. Try texting or stopping by if they don't answer the phone.

Abel O.

Yelp
Whoa! Finally tried the beef lumpia here after having it bookmarked for a long time. The best lumpia I have, very crunchy and piping hot. The dipping sauce is on a whole another level. Customer service was spot on and very welcoming. This place is cash only so plan accordingly. I have found my new go to spot for lumpia.
google avatar

Martha P.

Yelp
Delicious authentic food!!! Service is fast and friendly. Ordered a small tray and of pancit and 35 limpias for a family gathering of seven. Everyone loved the deliciousness of all the food. I will definitely return to Fredcel!
google avatar

Bruce R.

Yelp
Got some lumpia and some fried rice today and I am in love. Have been craving some lumpia. Heard about this place from my girls coworker who told her about a good spot so we hit it up. The dude at the place was chill and just by the old school vibe you knew it was gonna be good. Hit this place up their deals are good and it's got flavor, because I know my white a$$ needs it lmao.
google avatar

Kimberly H.

Yelp
My coworkers always beg me to get lumpia trays here. It's seriously the best I've ever had! And they still crunchy after 4 hours later!
google avatar

Kevin G.

Yelp
Fredcel is a great spot to go. It's cash only. The customer service is great whenever I go. The food is awesome! I stick with the same order of Combo 2 with half pancit and rice with lumpia. The lumpia are always crispy and delicious.

Marlo H.

Yelp
Everything i have eaten from here has been great and the staff is always friendly. They give you so much food as well! Definitely one of my fav places to get Filipino food in SD!

adrian T.

Yelp
Some of the best lumpia I've had! 4 stars only because they stopped making vegetarian lumpia. Hope they bring them back!

Emmanuel S.

Yelp
We drove by to satisfy an intense lumpia craving today but there was a temporary closure sign. :( I really hope they are not considering closing permanently.
google avatar

R D.

Yelp
Never heard of this place until a friend took me & we picked up a tray of lumpia. Totally blown away at how fresh & wonderfully tasty they were. Everything we ended up ordering was spot on delicious. Probably have driven by it before & never would have noticed it as there's little signage & it looks like a house. What a hidden GEM in San Diego!
google avatar

Shannon H.

Yelp
Food - 200/10. It's the best lumpia you'll ever have. The only reason I didn't give it that last star...the hours. They change often, there's no rhyme or reason that we can find, and the only way to find out if they're actually open is to go there. But friends...we go there. We go there even though it's closed 2/5 times. Because...the lumpia.
google avatar

Mayra V.

Yelp
The food was delicious! My co-worker bought lumpia and pancit for a potluck at work. The lumpia actually had good flavor and it was crunchy and soft. The young man that helped her was super sweet and humble. I will definitely be going here for my future potlucks. Thank you!
google avatar

K S.

Yelp
I have been bringing a tray of their Home -made Lumpias to my parties ( NYE, Super Bowl, Anniversaries and birthdays etc) for years now. They are the hit every time. Now I can't go empty handed. But be aware... Cash only. Go manga manga...
google avatar

Yelp
I've been on a Filipino kick lately and after thinking I had found the best lumpias in San Diego, I was surely wrong after finally trying Fredcel's lumpia. Their famous lumpias are incredibly flavored and have beef instead of the traditional pork lumpias. At 50 cents per lumpia, you can't beat it! Their prices are incredibly reasonable. Their menu is pretty simple, with a few select sides. Combos come with fried rice or pancit, or you can get half rice, half pancit. Pancit was flavorful and although I prefer white rice with Filipino food, their fried rice is similar to a yellow rice with vegetables and not greasy at all. One combo can easily be shared amongst 2 people. Fredcel's is going to be my only go to for lumpias, and they will be a hit at any party! Tips: 1) Cash only! 2) You can purchase their lumpias frozen, 25 for $10! 3) Call ahead as their hours are extremely limited and does not reflect their hours online. T-F 11AM-5PM, Sat/Sun 11AM-3PM, closed Mondays.
google avatar

Ben R.

Yelp
This is the spot for the most amazing lumpia in town! They have been here for years, and the line varies depending on the time of the day. I highly recommend calling ahead to order as once they are out for the day, they are out.
google avatar

Dung N.

Yelp
This may be the best place to get lumpia in San Diego! I volunteered to order a tray of these for a Friendsgiving party and it was a hit! They close very early, but waited for me to get there since I called ahead and said that I was on my way. I also got to try their pancit, which was great too. The lumpia was the winner here though. It was crunchy and very flavorful! I will definitely be back to order more for my next gathering!
google avatar

Chelo M.

Yelp
Are you craving crunchy and tasty lumpias? Then head over to City Heights and try Fredcel's Lumpias. My staff was craving lumpias and I knew the perfect place to get them. It is a mom and pop's business that takes its time to give you the best lumpias in San Diego. Once you arrive to the place, you are going to wonder if you are in the right place (check my photo). Also, parking is limited so take your walking shoes and masks are required. But all of that does not matter once you take your first bite of the lumpias. The person in the front is super nice and friendly. Just be patient, it's worth it.

Aimee G.

Yelp
Cash only. I didn't pay attention. Went and got cash. The owner was nice enough to remake my order. Now home and it's delish! Lumpia, pancit and rice.
google avatar

Tracy L.

Yelp
Food is unbelievably good consistently, and the people who work here are so nice! The lumpia sauce is the best I've ever had.
google avatar

James P.

Yelp
Amazing lumpia, both beef and veggie. Longtime customer here. The Pancit is amazing too. Cash only and best to go in person to place catering order, but I've done it over the phone too. Nice people! Great place to get single dinner to-go orders too. Parties have never been better with trays of the lumpia.

HereGoesNothing R.

Yelp
Ambiance:::Super simple, not really a sit down place, small & tidy Service:::absolutely incredible. They are very kind, attentive, and quick Food::: Amazing! They literally make one batch at a time so the lumpia is fresh, crispy, & delicious. Pancit is also really good. Price::: you cant beat it, the cheapest lumpia & hefty amounts of any side orders. Tips:::They open at 11 but really show up at like 11:30. Get there early! Due to the food being fresh once its gone, its gone.
google avatar

Christopher R.

Yelp
The lumpia is fresh and really crispy. I was in a pinch and they accommodated my order, it's allowed me to have a successful celebration with family and friends.
google avatar

Karyn T.

Yelp
I had never ordered lumpias before, usually I beg my mom to make some with me but I was in a bind and I called Fredcel and placed an order of 100 for Fourth of July. I called Fredcel Lumpias on Thursday and let them know how many I needed, date and time and my name, I was told the price and told that they only took cash! Super simple. On the Fourth, I came to the restaurant and waited patiently while patrons came in and out of the restaurant. A lot of people were coming in and placing orders there, when I came in there were 2 other people in front of me and I was able to just pay, pick up and leave, again super simple. The lumpias were really tasty, so so good. Tastes just as good as when I make them myself, minus my mom yelling at me for not rolling them tight enough. I would suggest to buy the lumpia sauce, the sauce they give you isn't the same as traditional sauce but still just as good. Check them out, be kind and order in advance.
google avatar

Simore M.

Yelp
I went on a lumpia hunt and found this hidden gem. Fredcel lumpia was the treasure. Great customer service and good food.

Douglas S.

Yelp
Good Pancit / Lumpia lunch combo plate. There's a choice of sides to accompany the Pancit but I was very happy with the Lumpia. They also sell Lumpia a la carte. Looks like it's primarily a catering business but they do offer takeout for lunch. They are open limited hours, check Google Maps. Definitely a hole in the wall but I have learned in life that good books don't need the nicest covers!

Md V.

Yelp
Closed for almost 2 months for repairs came by over a dozen times. Same sign up doors locked. What's going on?
google avatar

Alex U.

Yelp
Dear Americans, This place is a hidden gem!!!!! Lumpias cheap and delicious! Hole in the wall family owned and operated. Very nice people. We ordered 100 lumpia and came out HOT and fresh in 15 mins!

Beth H.

Yelp
Delicious lumpia's, got a bunch today for a baby shower- so good what a hit! Order was ready to go when I came in- hot and crunchy . Thank you for the yummy food.
