3 Best Day Trips from Portland, OR | Condé Nast Traveler

"Around the four-block stretch between Second Avenue and Front Street, there are so many taquerias the air is perpetually perfumed with the aroma of corn tortillas and spicy meat. If you weren’t hungry when you arrived, you soon will be. But always-busy Luis’s seems to be everyone’s favorite. Luis’s claim to fame (aside from Obama's visit) is its handmade tortillas. Pass up tacos for the chavindeca—two fresh handmade tortillas filled with oozy mozzarella cheese and your choice of meat, then showered in thick carpet of shredded cabbage, cilantro, onions, crema, and more grated cheese. The sopes are another must-order. Corn masa gets shaped into thick slab and fried until crisp outside, tender inside, then topped with refried beans, meat, shredded cabbage, salsa and tangy queso fresco." - Danielle Centoni

I’ve been going to Luis’s for more than 20 years, and I hope to keep going for another 20. It’s so consistent, so delicious, and one of my all-time favorite spots. I usually get the carnitas burrito ahogado, but the tostadas, sopes, tamales, and tacos are all top notch. If you’re unsure, go with one of their massive carne asada tacos and an Al pastor tostada, and smother ‘em in the avocado salsa. Wash it down with a bottle of Mexican Coke. That’s how you win at eating.

Stopped here after hitting the outlet stores and we were hungry. Couldn’t finish all of it- generous portion sizes. So now we’ve got some left overs for later! Not featured in the photos but drink options like Horchata also available.

I had Luis's Taqueria cater an event at TopWire Hop Project this weekend, and they were absolutely fantastic—professional, punctual, and a pleasure to work with. Everything went smoothly, and the food was incredible. Not only did they arrive early to set up, but they also put together an impressive spread that our guests loved. I highly recommend their catering services!

Google
We tried Luis’s while passing through town on a road trip, and we were thoroughly impressed. The service was fast and efficient, and the food was exceptional. The tacos were great and the tortillas were some of the best I’ve had. By far the best Mexican food I’ve had in awhile.

I eat here every time I am in the Woodburn area. Every dish I have ever had here has been excellent. I have always felt well versed in Mexican cuisine, but here, there are so many items I have never heard of. I love the sauce options they bring to the table: red, green, and red crema. The staff is friendly and attentive. The restaurant is very clean. It can be a little noisy during the busy meal hours. It was initially overwhelming when I had to order at the counter due to the large menu. I will forever thank my friend Juan for introducing me to this place.

Google
Best hispanic food I've had since moving to Oregon. Will definitely be driving up from Salem everytime I want a solid meal at an incredible establishment.

Google
Delicious food! 🔥The salsa dip is on point and the churros were tasty and had the perfect crunch. The tacos were excellently made with homemade tortillas, I devoured them before I even got a chance to take a picture (chicken fajita taco was my favorite). Recommend 💯%!

Google
We're looking for an authentic Mexican restaurant in Woodburn. There are so many good ones. We walked in here. The line was long. That was a good sign. Fortunately it moved quickly. We placed our order and set our table eating our chips and salsa. There was a gentleman wandering around playing Mexican music on his guitar. The chips were house made as well as the salsa and I couldn't stop eating them. Fortunately, our food arrived before I finished all the chips. That mole sauce on my chimichanga was the bomb. It was very rich and delicious and I couldn't stop eating it. In fact, they use the rest of my chips to clean up what I couldn't eat with the chimichanga. The refried beans and rice all house made and delicious. This place is hopping. Fortunately it's well staffed so you don't wait long. This is some of the best Mexican food I've had in a long time. I'm used to eating food from the Jalisco region. This one is Michoacan. They're all good and unique. It's nice to enjoy regional differences in Mexican food. I can't wait to try it again.

Yelp
We come here every year after our annual photo shoot at the Wooden Shoe Tulip Festival.. or really anytime we're in Woodburn. It's hands down the best Authentic Mexican in Oregon. We know why President Obama liked it! We've rotated through a few things but there are 2 must have dishes. The cevice tostada (huge amounts of shrimp and seafood perfectly seasoned in lime juice) atop crispy tostada shells and the Chile relleno. This one different with the creamy sauce that covers it. It is so stuffed with white cheese and egg battered. It comes with 4 homemade corn tortillas. You'll love this amazing dish. Very nice staff and quick service.

Yelp
We came from California to try this place out SERVICE was horrible !!!!! I went up to the register after I had bought a can soda and asked for a cup of ice and the lady was rude and said they had no ice but yet she was pouring ice in the flavored water for everyone else I MEAN I COULD HAVE PAID IF THATS WHAT SHE WANTED I then said if I can return my can soda because I wanted ice and she agreed smh instead of making the customer satisfied she agreed to lose money!!!!NEVER AGAIN

Yelp
It is always a delight to dine at this authentic Mexican restaurant! Our party had the three enchilada special, 4 tacos, the daily special (taco & enchilada), and tamales. Everyone agreed the tamales were the BEST! Ask for spicy salsa with the tortilla chips! I'll definitely be back. #MexicanFood #Restaurant #Foodie #Tamales #Dinner #Delicious #Spicy

Yelp
A spot we stop at for a good Mexican meal when in the vicinity of Woodburn Oregon. Order at the counter and the food is brought to your table. I noticed a couple of other restaurants on the street that weren't anywhere as busy as this one was. Food is always good. Prices are reasonable and service is friendly and fast. Worth a try and I think you too will make it a regular stop.

Yelp
Very friendly and big open spaces with plenty of seating. Love the decor with all the piñatas hanging on the ceiling. We ordered and got our food pretty quick. I got the tacos does to with Al pastor and fish. It was amazing. The crunchy tacos held well and tasted really good. The toppings are plentiful and the meat juicy and full of flavor. Some of the best tacos dorados I've had.

Yelp
Family favorite for sure, been coming here for decades. Tortillas are handmade, tacos are huge, portions are super filling. Horchata is actually good and not watery, it's sweet. Tortillas are perfect. Service is friendly. Plenty of tables / seating here.

Yelp
Back again!!! It's a must stop at Luis's whenever we are in the area. There are others places to eat I'm sure. But none will be as good or better than Luis's! I recommend you give it a try at least once and you'll be hooked!

Nancy R.

Yelp
From the start, it was a great experience. Parking isn't dedicated (street parking), but it was easy to find a spot and walk to the location. They have a variety of food to choose from and staff is quick and kind. Food was delicious. We got the super burrito in pastor. Rice and beans in size medium to share and it was delicious for us two. I love the space is open and has lots of space for many guests. Highly recommend

Yelp
I was looking for a different place to eat but decided to stop in to see how the food was at Luis's Taqueria. The food was super fresh and good. Best tacos I have ever had hands down. Loaded with lots of food and flavor. The service was good. They had my food out and ready super fast. I'm going to go every time I'm feeling this type of food. If you get a drink I would recommend the glass coke as it has lots of soda in it. It's can, bottle, or glass. Highly recommend anyone to go and try the food. Very cool for the kids to go out and eat as they have piñatas all over the ceiling for decoration. Lots of the kids loved it when I was eating my food.

Yelp
We are always on the lookout for local restaurants whenever we travel. My wife found this place while yelping for a spot to try. It was close by to the outlet mall we were at so we decided to give Luis's Taqueria a go. Found street parking outside their restaurant. Place was not busy that weekday evening we dropped in. The interior of the restaurant is large, and the decor very colorful. Service was friendly from all the staff. Order at the counter, find a table, wait a bit for your food, and eat your meal. Our party of seven had mixed reviews about their entrees. As for myself, I ordered the Chavindeca with Al Pastor and Barbacoa. I was pleased with my meal. The meats were tender and tasty. Would order this meal again. Overall, I had a nice experience at this restaurant. Would probably be a regular if I lived in this part of Oregon.

Yelp
Good food, good prices! Authentic flavors. The trio burrito,m and ceviche tostada were my favorites :)

Yelp
One of my favorite Mexican places in Oregon for sure. I've been here a few times and today I brought my extended family and everyone LOVED it. Everything we ordered was vegetarian and it was all so good! The Super Veggie burrito was very filling. The jalapeño and cheese tamale was one of the best tamales I've had. You gotta try the corn quesadilla with the works. It's filled with queso fresco and looks very presentable with the veggies on top. The dorado tacos, veggie Sopes, literally everything tasted great, were very authentic and seasoned perfectly. Even my niece whose very picky finished everything she had. The chips and salsa were on point, and their sauces were all solid with their red being the spiciest We also got the Pina Mango drink, which was so refreshing. The service we got was amazing, our cashier was so kind and considerate, she took care of all our requests even with our larger party. The ambiance is splendid, with colorful decorations and piñatas while playing Mariachi music in the background. Oh and the prices for everything, especially on A La Carte is very reasonably priced. Cheaper than your local Taco Bell with way better quality. 10/10 definitely worth a visit!!

Yelp
First visit since we were in the area. I ordered the chile Relleno burrito, one of us ordered a Carne Asada burrito and the third person in our party ordered a tostada and a taco. Carne Asada burrito was OK but the meat was somewhat dry and chopped into little tiny pieces. Taco was good, but the tostada had some kind of a weird flavor to it. My chile relleno burrito was off tasting. The chile inside was nice and firm, but whatever else was inside of it was not good at all. The cheese tasted way off and it seemed like they used some jarred garlic instead of fresh. The choice of salsa left much to be desired. I'll try one of the many other Mexican restaurants along this strip next time I pass through.

Yelp
My favorite Mexican food in Oregon. Their chile relleno is so delicious that I can't order it anywhere else anymore! As the name implies it's a counter service set up. The ambiance isn't much, but the food is excellent.

Yelp
I was house hunting with my realtor when we took a break for lunch. She asked what my favorite type of food was and I said Mexican, without a doubt. She took me here to Luis's Taqueria. It is a large open restaurant with two long, large areas marked off for ordering lines. I figured if they need that much space for the line of people ordering, it must be good. The place was clean and the staff was friendly. I was moving to Oregon from Southern California, about a hour from the Mexico boarder, and home to dozens of really good Mexican restaurants, so I was hopeful this place would measure up. It did. There are photos of the dishes on the wall which made my taste buds antsy to put our order in. When the food was brought to our table, it looked even more appealing than the photos. Mine was delicious, and large enough that I had to take the rest of it back to my hotel room to finish later that evening. I ended up buying a home and have been back to Luis's several times. I can confidently recommend you try this place.

Yelp
What a great local neighborhood. Michoacán style Mexican restaurant. Quality/Quantity - They bring you 3 different types of sauces. Regular Carnitas Burrito - This was still huge. It had good flavors. Sour cream on the side for no extra charge. Small Barbacoa Soup - Again small is not small, a great size. The flavor was amazing and the beef was tender. 2 items special - Pork Enchilada and Chicken Tamales with no beans and double rice. This dish was okay. Not as good as the other two. Daily specials. Atmosphere - This place is HUGE. One can probably throw a party here; a private party for half the restaurant...? Street parking, no problem, got a space right in front. Both a wall board menu and a wall picture menu, thank you. Open 7 days a week at 10:00am until 8:30 or 9:00pm. Service - Counter service to order and self service water. You did not have to bust your own table. The cleaning employee was the hardest worker, keeping the place clean. Price - $27 + tip. Owner Comment - Congrats on your success since 1993 to Luis and Luisa. 2017 Nephew and wife took over the business, Jesus and Monserrat.

Yelp
Amazing and flavorful food! Nice portions and great service! We had our food delivered to Top Wire Hop Project and it only took about 30 minutes from the time we ordered online!

Yelp
If you're desiring authentic Mexican food this is the place to stop. Excellent experience! Customer service was good. The food was amazingly delicious and there was a lot of it. This is an authentic Mexican meal. I've been there three times and have never been disappointed!

Yelp
Simply amazing! Flavors, service and a true reflection of a culture! Thank you! I will be back!

Yelp
Went on a Sunday afternoon thinking there would be few people there but the line to order was to the door. The line went quickly and I must say it was the best burrito I have ever had and for only $7.
google avatar

Yelp
OMG, the best Chile Relleno I have ever had! How they managed to keep the batter so light and crisp even though it was smothered in a creamy tomato sauce is pure wizardry! Inside the poblano pepper was lots of ooey gooey melted cheese. It was served with freshly made tortillas for soaking up the delicious sauce. Definitely a winner! Thanks to Yelpers for pointing me to Luis's Taqueria, one of so many outstanding Mexican taquerias in Woodburn. Located in the downtown area, you can safely eat there at the tables spread far apart in their large dining area. Festively decorated with deep red walls and vibrant piñatas hanging from the ceiling, I enjoyed the atmosphere. You can also order take out and they advertised delivery. Since it was my first time here, deciding was challenging! I stopped in for dinner, was super hungry, and because of the intoxicating aroma I wanted everything! Opted for the aforementioned chile relleno, one carnitas taco, and chicken enchiladas a la cart since I'm not really into rice and beans. With the intent of eating some there while it was fresh and hot, and taking the remainder home for the next nights dinner, I ordered at the counter, took my number and grabbed a table. Within a few minutes a server brought out my dishes and as soon as I saw the chili relleno, I knew I as going for that first. Soooooo good. And rich! I ate half and was excited knowing I could have the other half the next day! The taco was larger in size than a street taco, and for $3.50 that makes sense. I'm a huge street taco fan preferring a home made tortilla, protein with cilantro, onion and lime. Done. This is exactly how theirs are served, the homemade tortilla definitely a standout! Unfortunately the carnitas were very dry, surprisingly, with none of the typical fatty, juicy pieces of pork. To make it work I went to squeeze the lime to add much needed juice, but it had none! Meaning, it was a fresh lime but dry. I'm sure this was just a fluke as all reviews rave about their tacos so I will try again. That being said, I'm glad I only ordered one. The chicken enchiladas were different from any I've ever had. I choose enchiladas for the warm sauce over corn tortillas and flavorful filling, usually topped with melted cheese. These had no melted cheese but instead were topped with shredded lettuce, sour cream and pico di gallo, a topping typically found on a crisp chimichanga. I didn't care for all of this cold produce in top of the enchilada; it added no flavor value whatsoever. Would not get again. The waitress who brought out my food was so sweet, friendly, and followed all protocols, wearing gloves and a mask. She brought me extra napkins, water and takeout boxes with a smile. plenty of parking on the street out front or in side street. Just a few minutes from I-5 Woodburn exit. Even though my dinner was a combo of hit and miss, I still give them 4 stars and will definitely will be back. I'll stick with the chile relleno and will try a chimichanga, burrito or a carne asada plate next time.

Yelp
Recently had the opportunity to stop into Luis's for a late lunch and I was pleasantly surprised. It's hard to find authentic Mexican food in Salem so I'm happy to have found a place a short distance away in Woodburn! The pork and shredded been were both delicious and the special was only $9! Too good of a deal to pass up.
google avatar

Yelp
Never knew there is a little Mexico that exists in woodburn area till we hit Luis's taqueria today. There are number of restaurants in this area and worth a visit to explore for sure. What really led us to Luis's out of all here was apparently news about Barak Obama visiting this place back in 2008. Before I start, Luis's is unlike any other Mexican restaurant I been before. Interiors with some Latino music adds to ambience. You order food at the counter and it's served on the table directly. Food in general is excellent. We ordered ala carte to have most of the items like taco, sopes, tostadas, tamale etc. There are different drinks available. Tried one with Gauva and fresno and it's delicious. Do try visiting this street in woodburn and definitely give Luis's a try.
google avatar

Lois M.

Yelp
Luis's Taqueria is my go-to for good Mexican food, whether it's tacos, quesadillas or jamaica. The beans and rice take me right back to Baja... if the floor was made of sand or dirt, I'd think I was sitting in the sun in Rosarito or Loreto, snacking on some chips and salsa, washing my burrito down with a cold glass of horchata or jamaica. Don't get me wrong - Luis's is clean and tidy, and following the current State of Oregon mandates for masks, sanitizing and distancing. It's just that the food is so authentically Mexican that I can close my eyes and picture myself in a palapa enjoying the sun and the delicious Mexican food.

Geeta W.

Yelp
Luis' is one of my family's favorite restaurants. We are a family of 7 and there is usually enough seating for all of us. The dishes are affordable and fresh. You order and pay at the registers, they give you a number and they bring it out to you with the three hot sauce bottles. Chips & salsa are not included, but delicious. Water is self-serve and they offer bottle/can sodas and fountain drinks from behind the counter, as well as juices. Haven't bought a piñata from them but I know they have them available if ever we need one. Staff is always friendly and helpful. I've never had a bad experience with Luis' in the past 10+ years coming here.
google avatar

Theresa A.

Yelp
So glad we decided to stop here after a day of shopping at the outlets. We came at just the right time as there wasn't a line. We ordered the bistec platter, ceviche, carne asada tostada, dorado tacos, and a chicken tamal. The meat was well seasoned. Rice and beans were savory. Everything was really good! Ceviche was really fresh. What a gem!
google avatar

Jaison D.

Yelp
On our way to Tulip festival we decided to try out this restaurant which was famous as President Barack Obama visited this place. As our friend suggested, we ordered from the Ala carte menu, so that we could try multiple items and not much rices. We have tried Sopes, Tacos, Tostadas, Chicken Fajita, ceviche and Flautas. Food is delicious and flavorful and staff was really helpful and explained the dishes properly and suggested the best combination.
google avatar

Chul L.

Yelp
I have to say it is one of the best Tacos and burritos I've ever had In Portland. We ordered the carne asada super burrito, chicken quesadilla along with carne asada and tripa tacos. It's super authentic. At first, we were a bit surprised how pricey the tacos were (3.50/ each) But after looking at the generous portions it's a great deal. I highly recommend their carne asada and chicken. It has a unique flavor compared to other places that I've been to. More than anything we really liked their fresh ingredients and their hot sauce! Highly highly recommend trying this place out !! We will be back for more!!
google avatar

Jacob C.

Yelp
This place is pretty good. Ordered three tacos with carne asada and a super burrito with carnitas. Both the burrito and the tacos were great. I like how they put shredded cabbage in the burrito instead of lettuce. The green sauce that came with my burrito was phenomenal. I will be back and could very easily see this being a five star taqueria.

Heather W.

Yelp
So great! Definitely worth the 2 miles from I5. Authentic and delicious, friendly service, clean, not fancy or fussy. The best thing was the hand made tortillas and the delicious sauces. Our generous plates came with extra tortillas, so we are taking them with us.
google avatar

Kassandra S.

Yelp
This place is nothing fancy, but so good. The food has so much flavor, the salsa is so fresh, and they even play Mexican music. The price was less than $10. I ordered a Carne Asada taco and chicken flauta. Everything was made to order because my food came out super hot. The salsa wasn't watered down nor did it taste like it's been there a while. I really liked the atmosphere and since the food was so good and reasonably priced I would for sure be back.

Vicky R.

Yelp
If you're looking for authentic Mexican food this is your place to go. Every time I come to the area I stop by and get some yummy tacos
google avatar

Leone J.

Yelp
It's alright! Had the burrito de asada. Little salty, not sure if it was the meat or beans. Asada, rice, beans, cilantro onions and cabbage were all good ratios and food spread evenly. Salsa was not spicy at all. I like my salsa spicy. Guacamole didn't have good flavor and you can tell the salsas were made in a blender y no en el molcajete. Over all 3 out of 5 because I did enjoy the burrito but definitely room for improvement. And I will be going back to try different foods! $6.95 for a burrito is not a bad price! Decent customer service.

Yelp
The most amazing Chile rellenos ever! Our favorite Mexican food restaurant we have to stop at when in Oregon. Yummmmm

Yelp
Must try - authentic Mexican in Vancouver. Amazing salsa bar with many varieties of Mexican salsa

Yelp
Moved to Oregon from California almost 3 years ago and still haven't been able to find a good Mexican restaurant. Saw someone mention this restaurant on TikTok so I was really hopeful it would be amazing as it was close by. Ordered a burrito with Al pastor and my husband ordered tacos with carnitas. First notice was that the tacos tortillas were flour not corn, which was disappointing (but overall a good size for a taco since it was $3.50). The carnitas was pretty decent, nothing amazing but potentially would order again. My burrito was borderline inedible - the Al pastor was literally mush (my stomach turns just thinking about it). Really thought we had found the one but our search continues... Also, from reading the reviews, it seems like the restaurant used to have a different owner (when Obama stopped by) so maybe it used to be better?
google avatar

Lauri A.

Yelp
We enjoyed a great dinner tonight. We had fajitas, enchiladas and chips. It's a very casual place but the portions were very generous, prices great and food delicious!
google avatar

Yelp
Still one of the best spots for Mexican. Look at the size of their battered fish taco!

Yelp

Yelp
Good spot with fresh food and fast service. Will definitely order from here again. I had shrimp tacos and the were so tasty!

Yelp
Luis's is my favorite no frills, unpretentious Mexican place in the state. The food is mostly basics that you can find at any Mexican place for the most part, but everything here just tastes significantly more fantastic than any place in Portland. Yes...it's even better than Por Que No! The flour tortillas here are handmade and have this wonderfully soft and pillowy texture to them that I've never experienced anywhere else. They are incredibly soft, but thick and substantial enough to not crumble when you are biting into your soul pleasing taco. Each taco comes with a generous wedge of lime...I almost feel guilty they include the lime of this size considering I don't use nearly enough of it to justify. The meats are really solid, but I usually go out of my way to get the beef tongue which is incredibly tender and delicious. If you haven't had beef tongue before...step out of your comfort zone and try some here. I also like the fish tacos...they aren't like your tradition So Cal Fish tacos however. The fish here are cut into small chunks and fried without batter. The fish is cooked thru but has this perfect balance of being delicate and flakey that very few fish tacos are able to achieve. If I had one complaint about Luis's its that their hot sauces aren't as remarkable as the food is. They aren't bad...they are probably just slightly above average as everything appears to be made in house and they don't seem to use much fillers in their sauce...but the sauce kinda fades in the background without being memorable. This isn't really a bad thing considering how good their food is anyways. I'm not a soft drink person...but I always get one of their mexican drinks when I'm here...the horchata is among my favorites from anywhere and is something I always default to when I'm not feeling like a mango pineapple juice or a hibiscus drink. Food may seem a little steep when you look at the menu, but I can assure you that Luis's is an incredible value. The prices may seem pretty steep initially...especially if you traditionally dine at taco trucks or carts, but I can assure you that the portions are unlike any taco truck you've ever dined at. $6-12 should easily get you a solid meal here at Luis's.

Yelp
Me and my friends were shopping at the Woodburne outlets in Portland Ore and we were craving Mexican food. I got on YELP and saw this place. First thing I noticed was a line of 10 peeps making their order and they all seemed to be of Latin ethnicity which got me a little excited ! I ordered a taco combo and it was great ! I've had red rice at all the Mexican joints I frequent and I have to say Luis' was the best...so much flavor ! My girlfriend got a chimichanga burrito that had this sauce covering it which was extraordinary...creamy and buttery tasting. I wished I lived near this place because I would be eating there at least once a week !
google avatar

Elena D.

Yelp
Homemade tortillas and amazing agua frescas! Thus far I've stuck to the pina y mango flavor but I've heard the coconut or horchata are great as well. The pictures of their offerings on the wall by the registers are a bit faded so they really don't do the food justice. I've gotten a burrito and a taco both times I've been here, switching up the protein in each - chicken and barbacoa. My husband tried the carne asada and shrimp too. I think the burritos are just the right size, the tacos are large, these are not US-style street taco sized. We were both just a little disappointed in flavor, while everything is good it isn't stand out amazing. But I felt that the carne asada was very good compared to the barbacoa (their barba has quite a bit of fat if you don't like that). I'll be getting that next time. I'll trying something new every time I come in, any time I am in the area. You must get away from the I5 corridor to really appreciate Woodburn.

Yelp
Craving a taco so we found Luis's Taqueria. Conveniently off the 5 on our way back home, found this little gem. Had the taco de lengua which was very good. Had a chicken taco dorado. Was not expecting the red marinade on the chicken but it was good. Price is right too

Best authentic Mexican food I have had in decades! Going back for more! Bringing friends next time. Wish they served beer though.

Yelp
Loved their torta and chimichanga. Lot of good vegetarian options. Their sauces that came with the food were really good too. Food is not as spicy. It's just right! Love it. Totally recommend this place after a long day of shopping at Woodburn outlets. Just what we needed.
