.My father lived here until he died last year.He passed in October-23.Before passing he had us pay his rent while he was in the hospital. Rent was paid for September and October, which we did.We even paid his utilities to the company as well, although the apt allows for utilities to be paid through them my father paid directly through the company. We paid his bill for September and October in advance as well.When he passed in Oct, we alerted the apt of that, and began cleaning his apartment. We cleaned the apt in accordance to our beliefs that in order for a soul to move on the living quarters must be thoroughly cleaned or else the soul will have something to cling to and can't move on. Several family members as well as volunteers from the church who run a cleaning company, came to help us clean from top to bottom. It was so clean that the manager Bruce came through and complimented how clean the apartment was, stating that no one had ever cleaned like this before, and completed his inspection. He marked good and 0 owed on the inspection.Had my aunt sign it, and said he would mail the final paperwork for the security deposit return and partial rent return.When we got the paperwork, Bruce had added information to the paperwork stating that a 400 cleaning and painting fee was added to the bill, as well as a month rent for Oct.We argued that not only did we pay the rent, but we cleaned the apartment. They also added in an electric bill charge that was already paid.When confronted by this Bruce later said that we were right, there was an error and that we would recover the money.This is when the Dodge game began, First it took him three days to find the files in the basement, then he would call us back in two days but never did, we called him and it would take another week before we could get in touch with him. When we did he said it would take another 30days for the check to process and he would get in touch with us. 30 days later and nothing, 1 year later nothing.I got involved and got the same run around. After a week of chasing him down I came to the aptcomplex myself, with my aunt.As the other reviews stated these people are rude, nasty, aggressive and unprofessional.we managed to have a meeting with Bruce, who was not only rude but aggressive to me, stating that coming down here was a bad idea, and he's leaving again dodging me,when I confronted that to him he cut me off mid sentence and walked away.I followed behind him explaining that I wasn't leaving until the matter is settled given that we had already given him a year.That's when he put his hand on me, and started shouting at me to get out of the office.The situation calmed down and another manager had us meet in the basement, where she explained how the apt charged us a full months rent, cleaning and painting fee and electric bill.I showed them the statement that said we paid the bill, I also showed them the inspection that simply said good on all the slots, and explained that the rent was paid. She dismissed it all and demanded pictures. I didn't have them on me at the time and asked where were her pictures as PA rental law states that they provide and itemized list for all cleaning and repairs as well as dates pictures.That is their burden of proof, when I said that she stood from the table and left saying this meeting is over. The situation degraded after that, but we ended up leaving.The amount of money, is not an issue for me.It's the fact that they try to rip people off, and think they can get away with it.Note that his apartment was a studio, and in the section they listed everything as good, but said that the bedroom(which is the living room) needed to be cleaned and painted.
So here is my advice. When you are leaving take pictures especially if cleaned the apartment.
Make sure the photos are timestamped and dated.
If you paid your electricity, and internet, make sure you have the documents to prove it.
We had those items, but they didn't want to see it and wrote that they had to do $400 with of cleaning and carried over electric bills that were paid in advance. To the point where my father actually had a credit on his account.
According to the PA rental law, it is the apartment's burden to prove the charges. They have to provide you an itemized list of how much everything cost to be clean. What was cleaned, what was painted and how much all of that costs. Within 30days
They can't just write paint on it and pull $400 out of their ass. However I believe they are used to doing this to people who don't know the law and get away with it..when I confronted them on this they stopped the meeting and left mid sentence.
This is grounds for a legal case, but I don't The time or money spent going after them is worth what they owe me. This may not be The case in your situation which is why I'm leaving this review. These people are slimy thieves and they will steal from you so be prepared
