The Best Bakeries in the East Bay | Eater SF

"East Oakland is home to a number of Mexican bakeries, but the undisputed favorite remains Peñas Bakery II, a community staple since 1989. Trays are always stacked high, brimming with fluffy conchas, custard-filled empanadas, and other fresh pan dulce. Be aware it’s cash only." - Dianne de Guzman

Google
It's my favorite place to get pan. There is always a good fresh selection in the morning, and the pan always keeps well. I like the virginias, the yellow conchas, and the payasos, but we always take a bag home for our house and one for grandma's. All of the selections are tasty, and I usually get a cup of coffee too, but they also sell a variety of can and bottled beverages. The ladies behind the counter are super sweet and provide excellent service and are definitely part of the reason I go. They have two locations one on International and the other on Foothill Blvd, both are great, but my go-to is International. They do close earlier at the International Blvd location, either noon or 1 PM, depending on the day, but you should have already gotten your pan by that point 😴. Give them try, and you won't be disappointed.

Great pan dulce

Google
Been going here for 27 years - I’ve never had better pan than this and don’t pretend you have. Stop complaining and only rate on how happy you feel after eating it.

Google
Skip the days-old bread at the corner liquor store. This is the place to go for sweet, delicious, and if you're lucky fresh-from-the-oven warm Mexican pastries. Plus the selection is great.

Google
Great delivery from Door dash. Fully wrapped around box. The bread fantastic as always coming here since I was a kid. (^∇^)ノ♪

Yelp
This bakery has the most exquisite conchas. EXQUISITE I SAY! I had been craving my favorite pan dulce for a few days and I was on the hunt for the best possible conchas I could find. After recalling seeing Pena's on Foothill Ave a few times as I rode my bike to the Lake and seeing Pena's stellar reviews, I decided I would give them a try. So I pulled up to Pena's one morning to get my fix. Unfortunately, Pena's was completely sold out of conchas! I asked the lady at the counter if Pena's II would have them and she gave me their number to call ahead. I did call, and they confirmed that they had a few left so I immediately started to make my way to International Blvd. Thankfully there were plenty of conchas for me, and I selected 6: two white, two yellow, and two brown. Once I got home I dove right in and OH MY GOD. By the next day I ate 5. My poor husband only got one. I might need to go back and get more to, ahem, make it up to him. Kid you not, these are the BEST conchas I've EVER had. EVER. They're perfectly moist, the perfect amount of sweet, everything I could ever hope for. I'm sure the rest of the pan dulce they have is just as good. I can't wait to experiment!

Yelp
Love their bread it is so fresh fluffy and tasty I love going their early in the mornings for all types of bread. I highly recommend it it is above my expectations everyone is extremely friendly.

Yelp
I always order from this place on Doordash. Best pan dulce in Oakland. Made fresh EVERY time. My partner and I love their Ojo de gueys but enjoy all the pan we've tried from here.
google avatar

Hugo G.

Yelp
Delicious pan dulce fresh everyday love going here every week for our fix the whole family loves it

Eric C.

Yelp
Worst service... they tried to charge me way more for the same amount of bread from a week ago !! They never show their prices !! They just charge u whatever they want !! The mom is beyond rude !!

Andrea M.

Yelp
My fiancé and I love this spot. The people that work here are so sweet. The pan dulce is always fresh. They always are fully stocked, and the interior is very clean. If you're looking for the best pan dulce in Oakland, show Peña's some love!

Ismael C.

Yelp
Very good pan dulce, terrible customer service from the employees, they act as if they are doing you a favor,
google avatar

Crystal G.

Yelp
This little bakery is hands down the best pan dulce in the area. All varieties are fresh, fully stocked and taste outstanding. The ladies who work there are extremely nice and helpful. Also, the coffee is good and hot and nice to grab on the way out. You do have to pay a small fee for a box but it is worth it. If you are looking for the best Pan Dulce in the entire Bay Area, this is is definitely the place.

Yelp
Sweet tooth is right. Simply the best Panaderia around. Cookies, bread, etc. What more can you go wrong with? Everyone who works is very friendly and the quality of everything sold here is fantastic. It is one of Oakland's gems that you don't want to pass up if you are in the area.
google avatar

Isaiah G.

Yelp
I love this place. They have parking in the front and back. It's a small shop but everything there is so good. They only accept cash so that's the only down side. It's very well worth it! The prices here are very reasonable and there is a big selection. This is definitely our go to place for Mexican bread in east Oakland.
google avatar

Dianna A.

Yelp
This is the best panadería in the Bay Area. I really do drive out here just for pan dulce and got chocolate. This is the only panadería where I can get empanadas de calabaza just like back home.
google avatar

Cynthia S.

Yelp
Came here to pick up some pan dulce for work. Never been here before but based on Yelp reviews wanted to try them. Well they did not disappoint! The reviews are legit best Mexican pastries I've tried so far. The ladies working were very nice and quick I had a huge order. The people I worked with loved them and were asking where I got them. Definitely sent them their way will definitely be getting my pan dulces from here and skip all the other subpar places. Love the fact that the pastries are fresh and not heavy on the sugar.
google avatar

Chance M.

Yelp
This is one of those businesses that gives me immense joy and satisfaction. They do the pan dulce so well! I WANT TO EAT THEM ALL RIGHT NOW
google avatar

Paola O.

Yelp
The best mexican bread I've had in the area. The flavor is amazing, the ladies that work there make it fun and are always very welcoming.
google avatar

Victor G.

Yelp
Pena's Bakery here opens 6 a.m. for early birds who need their mexican pastries early and can't wait. unbranded coffee is also available in 2 thermos. lots of bakery items available in cases. none labeled, none priced. drill: grab an aluminum pan and an aluminum tong, use tong to grab pastries u want. place pastries on pan, bring pan to cashier. pay. eat.. eats: 2 + 1 fruit filled one(1?)= 1.95 -very fresh tasting, no staleness -fruit obviously came in plastic buckets (same as pie filling) -all pastries tasted sweet, fresh. drips: -small shop, bakery kitchen seen in back. -fast checkout. -lots of selections, pans full, not just a few pieces.
google avatar

Jessica B.

Yelp
The Pan Dulce is so fresh here! I love it. It's a somewhat hidden bakery on International, and theres two businesses that say Pena's Bakery - but one is closed. There is street parking (with meter that doesn't take credit card) on International. When you walk in, grab a tray and tongs and go to town selecting from a variety of pan dulce. There are also some in the refrigerator that you will need assistance from the cashier to get. None of the pan dulce is labeled with a price, but it is affordable! I don't speak spanish, so I often get intimidated going into places that are spanish speaking only. I felt welcomed being here and didn't think that not speaking spanish was any issue. The cashier only spoke spanish but was able to provide me with superb customer service and able to help me!

Yelp
Awesome bread especially for the cold weather right now varieties of sweet mexican bread from strawberry to chocolate and vainilla this place Has it aLl the authentic mexican flavor woohoo
google avatar

Nora S.

Yelp
Maybe it was the time of day, but the variety here seemed a little lacking. Most panaderias I've been to have way more choices. Some of the items were located behind a glass counter so the place is not completely self serve. Ordered a few items and they were quite good. Raspberry, cream-filled cake was delicious. Items seemed fresh and prices were good.

Yelp
Everytime I walk into this bakery and see all their delicious fresh made treats; the fat kid inside of me quickly begins to show his sweet tooth. All of their pastries are always top notch quality, the Conchas are soft and fluffy, the cookies are moist and crumbly, and the Empanadas are filled and crimped perfectly. If you plan on stopping by here, don't limit yourself to only trying their baked goods, they also make some delicious Tortas that are sure to cure any lunch time munchies for cheap ($4.50).

Yelp
Like the other reviews say... best pan mexicano in the east bay! It's always fresh and if they're ever out of something they'll come out of the back with a fresh batch :) The ladies working here are always in great spirits and I love to share a few laughs with them. I used to come here as a kid and now that I'm pregnant I think they'll be seeing a whole lot more of me. This is the ultimate craving... in moderation. ;)

Yelp
Small, friendly bakery. They do not accept cards, which luckily I had cash on me that evening. Their good stuff is behind the counter. It was a little pricey, roughly $1+ per piece of bread. They haven't invented the wheel, pretty standard to have such prices IMO. I'll probably find another place to get my bread, but if you're close and have a craving it's worth a stop.
google avatar

Crystal L.

Yelp
This is the Best Pan Mexicano on this side of the world. I never been anywhere else to buy my cuernito con crema! OMG it's the bomb. Since I was little I used to come here every sunday night to get a gallon of milk and my mom's usual 10 bucks worth of bread. Now that stayed fresh for the longest. It's moist. it has flavor. During Dia De Los Muertos. They have the special pan dulce for the dead. It's really beautiful. I love how the managed to keep the prices low for almost 10 years

Yelp
Pan dulce, pan Mexicano! When I want delicious, fresh and affordable pan Mexicano I drive to Oakland to my favorite bakery, Peña's Bakery! From empanadas to bolillo, greñudas, ojos de buey, donas de azucar y chocolate. They have it all. yummmm I found this spot about 21 years ago and I'm still coming back. It's small shop, clean and neatly organized. The girls working there are always very welcoming and polite. Barato como en la huerta!!! says one of them every time we walk in. 21 years and counting!

Yelp
I wandered in here today, drawn it by the smell. It was awesome. I'm not sure what I bought (the lady working there didn't speak English), but whatever it was it was pretty tasty. While I was choosing what to get, a guy came out from the back and gave me some sort of hot freshly backed molasses cookie thing for free. Pretty much the best, ever.
google avatar

Alma R.

Yelp
I have bought big orders of Pan de Muerto (for 110 people) and have gotten exquisite bread for less than $1 a head! Have tried other things like the marble cake that is delish and whenever I crave a taste of authentic Mexican baked goods, I come here. Super inexpensive -please tip!- and it has really helpful staff. Long life, Pena's Bakery!

Yelp
SWEET TOOTH.................... MORNING*DAY*NIGHT You can eat this pan anytime. Morning time with leche or cafe. Day time as a snack or a sin. Night time when u stumblin in or flying high. With so many varieties and the quality of the pan, you are bound to fall hard for this place.
google avatar

Tadeo Y.

Yelp
Five stars, believe me when I tell u their hot chocolate is like no other u can get at any panaderia. Swear the pans were good, I really likes the custard filling and any other filling u can never go wrong. But the hot chocolate has to be pair with ur pan.
google avatar

Mark G.

Yelp
This is now my panadería numero uno! I don't even know what you call what I had - maybe it was a chilindrina - but it was so fresh, light and absolutely delish! Everything else they had also looked so scrumptious that I wanted to buy one of everything!
google avatar

cynthia g.

Yelp
"En una panaderia hicieron fiesta los panes cada quien con su pareja le entraron bonito al baile Estaban todos bailando y hacia falta una p¡reja el bolillo y la empanada no bailaban por verguenza" Everytime I walk into Pena's Bakery this song by Los Tucanes de Tijuana starts playing in my head and I can just imagine the bolillo dancing with the empanada "queibrala, queibrala" because they know they are the best in town! In all seriousness Pena's bakery is the BEST pan dulce in life other than actual Pan Dulce from Mexico! No LIE hands down the most delicious, mouth watering, bad for your health PAN DULCE! Some of my favorites are the empanadas de leche, mantecadas, azucaritas, galletas with pink candy, and conchitas of course! Expect to please at a low price! OH and cash only!

John W.

Yelp
Best panaderia in the Bay. Never over-baked always tasty. I have yet to regret my tendency to buy more than I can actually eat because I actually eat everything I buy from here. Thank you Peñas for making my "cheat" days worth every delicious calorie.
google avatar

Lourdes G.

Yelp
This place is soooioooo good. The best place to get Mexican bread in town. The rosca cakes they make for jan 6 are the best.
google avatar

John H.

Yelp
The sheet of cheesecake 'bread' was very tasty after a meal. It's a much lighter version of an heavy American cheesecake.

Dee M.

Yelp
I was about to purchase a bunch of yummy bread for a work party. I began taking video of the variety to send to my coworkers and the cashier who's name is Eva asked me to stop and said no videos or pictures. She was very condescending and rude in front of other customers. The bread is yummy but the service is terrible and they don't accept credit cards.
google avatar

Vicky D.

Yelp
Best, bestest, yummiest pan mexicano of the east bay!!! We live in the tri-valley but I am from Oakland and when I come home to visit my family, better believe I always make a stop here! No other panaderia can compare! simply the best!
google avatar

Yesenia S.

Yelp
Oh my goodness, just thinking about it makes me wanna drive to Oakland...do I have a sweet tooth or what?! This bakery has got the best Mexican bread in town, plus they carry a wide selection of cakes and other pastries. My favorites are their cupcakes, their pumpkin empanadas, and the white conchas, a shell-shaped sweet bread. I grew up eating these sweet delights with a glass of milk with ice cubes. Yeah, that's the only way I can drink milk...anywho, I am sure if you try their empanadas you will be hooked as well. Watch out!
