You'd never noticed this shop if you weren't looking for it. It's not in a business strip, it's not particularly stylish, it looks like a small family-run but not-very-interesting bakery. It is a small family-run bakery, but the unassuming setting has the best Pan Dulce in the Bay Area.
For those who don't know, pan dulce is slightly sweet, slightly chewy bread/rolls, usually with sugary decorative topping. Pena's Pan Dulce is super-fresh, fluffy, lightly sweetened (and not too much!). It's what all Pan Dulce aspires to be.
There's a variety of Pan Dulce types, and though they do a variety here, Pena's specialty is "conchas"; eggy rolls with colored sugar on top. They're so light and fresh they almost melt in your mouth.
Great with coffee for breakfast, great as a snack, sweet enough to be a light dessert with fruit, not so sweet that it'll send you on a sugar bender.
