"Chef Hong Phan slow-simmers her acclaimed pho for more than 24 hours, gently coaxing the gelatin into the broth, where it melds with star anise and cloves. Few things are better worth the northward trek to New Brighton." - Eater Staff

Google
Great food and prices. Specializing in just a few dishes. Spring rolls were great. Pho was awesome, good protein and spicy. Good blend, not too sweet. Inside needs improve ventilation, smoky and super warm.

Google
Pho 400 is our favorite place for a no frills banh mi, it’s inexpensive and delicious! The steamed pork dumplings are our non-negotiable item to order, and the pho is excellent. The egg rolls are a nice fried treat, and the limeade is delicious on a summer day. Pickup times are always quick, too! We’ve been enjoying food from pho400 for 9 years now.

Google
Pho 400 is hands down a top favorite place for me and my husband to go. Went once last year and have been back at least three times within a two week span! 10/10 recommend to everyone. Staff are amazing and very welcoming. Food is always the best and we will forever be regular customers.

Google
We were sat by this Lovley friendly lady and the service was super super fast!!! We hardly had to wait to order and only waited like 5 minutes for the food. Besides that, the portion sizes were large, came out hot and were priced well! You guys did great :) especially the girl who sat us down you were super nice.

Google
The food is consistently good. I always come here for their Pho Dac Biet and egg rolls but they also have other great dishes. Also enjoy their banh mi’s! Pricing is really fair as well compared to other pho places around. Definitely one my go to spots for Pho! Friendly and quick service!

Google
The special pho was good. It was slightly bland, but the beefy flavor was present. Disappointed in the bahn mi, it tasted off like artificial and bread wasn't great either. Service was meh, no refills and the waiter had to take our order twice bc he didn't remember. But the cashier at the front was super nice and funny. And food took awhile to come out.

Amanda Barron

Google
Bomb place. I found it randomly, and I'm happy. We love the friend rice, shrimp is huge, and the sweet and sour chicken is made with good chicken. Not the chicken that's dark and slimy. Every bite is crunchy and cooked to perfection. They also have amazing pho and friend chicken wings (spicy oyster).

Rachel Torres

Google
My family has known about this place for yearz. Decided to go during my lunch break & you won’t find pho that provides you a big serving for the price/quality especially during these inflation times. I highly recommend! Plus they have free parking.

Nancy E.

Yelp
Great food, service and prices! Bahn mi sandwiches and baguettes are incredible and only cost $5.99. Pho is delicious too.

Adam P.

Yelp
Great pho and served super hot even for takeout. I would strongly recommend this restaurant if you enjoy pho.

Cale S.

Yelp
I haven't been to Pho 400 in several years so I was super excited to go for lunch. The egg rolls of course are pretty fantastic with a great mixture of flavor and crunch. 5/5 The Vietnamese salad with shrimp and pork was a little off. The noodles were cold. The shrimp was barely warm, and the pork usually has a crisp to it, but it didn't. This is typically a five star meal, but they must've had an off day. 3/5

Yelp
Very torn here. I like the fact that it's quiet. Booths, tables, no tv, no music, just quiet to talk to your table mates or not. Peaceful. Now the food. My first experience was a soul warming flavor that envelops your being and cured everything that ailed you. Not the best ever, but best in the cities for sure. Second, pho was flavorless, like they didn't get a food order and completely watered down whatever was leftover from yesterday, disappointing in such a soul crushing way after you make a special trip after a shitty week to feel that calm and warm wash over you. I've drank water that had more flavor, let's put it that way. Will give it one more shot. 3rd trip will make this either a 1 star or a 5.

Yelp
Instagram: @xcyanneats Pho 400 Not too shabby! Pho was neutral in flavor but I could taste the bit of sweetness to it. Lots of meat added in it which is amazing. Was kind of sad the chili oil wasn't as spicy but it's alright. Didn't get to taste the wing as I got too full, but the egg rolls are sure stuffed! Really like what they did with the extra tendons, lol putting it into another bowl with more broth. sap sap

Yelp
I'm a huge fan of pho ! This is my go to place their broth is delicious and sweet. I also have an obsession for their cream cheese wontons. Service is great every-time staff is very nice. I recommend if you want to try pho for the first time !

John S.

Yelp
Got Pho 400 delivered and the food was very good. Ordered the spring rolls along with traditional pho with chicken. Will most likely order from this place in the future.

Elijah W.

Yelp
This might be my new favorite pho spot! I'd heard great things so I decided to make my way up their to try it and I recommend you do the same. I would happily drive another hour anytime of the week to have the pho again because it was so good! Unfortunately they were cash only but they were super nice and caring. It seems like any other pho spot but I can assure you it is some of the best there is in Minnesota at least.

John W.

Yelp
This was a rather large Pho shop. Nothing especially nice about the interior. Nothing much worse that what is often the case with these types of restaurants. The food was good. Nothing bad and nothing to write home about. If in the area again I might get take-out from this place but would likely look for another spot first.

Pam C.

Yelp
We loved this restaurant and have been back many times. But this time we got sesame chicken and it was not good. They used to use quality white meat but this time it was all dark meat and almost inedible. We enjoy other things on the menu but they need to go back to the previous meat on the sesame chicken.

Laurie G.

Yelp
The pho was excellent and the sporting rolls were very good as well. I will definitely be back.

Mike B.

Yelp
I don't know what happened to my earlier review--maybe the name has changed in the last four years. I believe it was three stars. There has been a considerable decline since then. I went recently for lunch with a friend. He ordered pho. I know better than to expect good pho in a suburb, but he's an optimist. I ordered a couple pork egg rolls and the lemongrass chicken, spicy. The chicken came out first and was a grotesque disappointment. The common feature of lemongrass chicken is it is made with a caramel sauce that gives a faintly sweet bitter note. The other common feature is lemongrass. This seemed to have very little of either, being basically steamed chicken. And spicy it was not. Oh, and almost no onions. In fact, I make much better lemongrass chicken at home. We noticed that two groups that entered after us got their meals first--one of these were having pho and another egg rolls. And still no egg rolls. After another ten minutes my friend's pho came. He noticed immediately that it didn't have the ingredients he'd ordered, but being a nice guy he made the best of it. The noodles were grossly over cooked so you couldn't pick them up--they'd just fall apart. Finally when the server came by I asked if he'd forgotten my egg rolls. "No," he lied brightly, "just give me a minute." Five minutes later the egg rolls came, hot from the frier. Not cut in any way, so I got to do that with my butter knife. I'd eaten most of the chicken, since I was hungry, and thought at least the egg rolls would be good. Nope. The best part was they were hot. They came without nuoc cham, but instead puzzlingly were accompanied by a very small bowl of sweet-and-sour sauce. WTF? I tried a bite: salty salty salty. Maybe they had pork in them, I couldn't really tell. I ate one of them and left the rest. My companion noted he'd never seen me leave any egg rolls, much less half the order. On the plus side, the restaurant was air conditioned and they gave me plenty of water. And it seemed clean. Can't really find any other up side.

Chris K.

Yelp
Friendly staff and a nicely sized dining room. We were visiting the area and were craving pho, so we decided to try Pho 400. We tried both beef and chicken pho along with fried rice. Rice was good and had a good amount of meats! As for the pho, portion sizes are generous and had a good amount of meats. I'm not Vietnamese or know what is authentic necessarily, but the broth was a lot sweeter than I'm used to. If that's what you like, then this place would be good for you, but I wasn't a fan. I prefer more spice-infused, savory broths.

Cassidy M.

Yelp
We have been here many times and enjoy it immensely. The pho and banh mi are our favorites. The staff are super friendly and kind. Everything is so flavorful and it comes out FAST. Our year and a half year old loves it too. We plan to be here every Sunday lunch this Fall.

Tracy E.

Yelp
I saw the review for Pho in the paper. I was going to be in the neighborhood, so thought I would give it a try. It did not disappoint! The spring rolls came out right away and were very fresh. The Pho was A LOT of food but was very good and flavorful. I would strongly recommend giving this place a try!

YiQing G.

Yelp
This is the best of the best place. The environment was just acceptable and nothing fancy but the food! The pho is one of the best pho dishes I have had around the area. It is my go to pho place and I always craving for pho! Prob visited 50 times or more during the past several years. The pho soup will not disappoint. The oyster chicken wings are also always good.

Marie H.

Yelp
Pho 400 is definitely one of my go-to pho places in the Twin Cities! They have a pretty extensive menu at reasonable prices. My favorites include the beef pho with meatballs and brisket or rare lean beef (broth is quite good and comes with a ton of meat!) and the spring rolls with pork and shrimp (huge and excellent dipping sauce). My husband enjoys the pad thai (also large portions). The grilled pork banh mi is pretty good too but I've had better cold cut banh mi's elsewhere in the cities. We've mostly gotten take-out from here during the pandemic, and the food is always packaged neatly and stays nice and hot. Orders take about 30 min to prepare so call ahead. Enjoy!

LOGAN O.

Yelp
Very happy with this place. It's kind of an older building but Everything was very tasty. Portions were pretty big. I will definitely be back to eat again.

Pepe D.

Yelp
Some of the best Pho in cities, but their Bun salad is my favorite. The atmosphere is nothing fancy.

Penny G.

Yelp
Good was not fresh and lukewarm. Egg rolls were good and pad Thai OK, but chicken seemed to be reheated and not fresh.

Tess H.

Yelp
Got takeout today from Pho 400 for the first time - some of the best egg rolls I've ever had! And the chicken wings were sooo crispy and perfectly cooked. The seafood pho lacked a bit of flavor, the broth seemed a bit watery and there was only 2 shrimp, 1 fish ball and mostly imitation crab. Will for sure need to add more stuff to it as it only came with 1 small packet of sriracha and hoisin. The sides was mostly sprouts. Would recommend checking this place out though! Yum!

Amanda H.

Yelp
Went here for lunch and had the Spring Roll and Pho! Service was fast the food was delicious! I will go back abd recommend to a friend!

Ava C.

Yelp
I came to Pho 400 with one of my friends on a whim. It was a Friday night and it was surprisingly busy. We found a parking spot with ease and got seated at a table for 2 very fast. I wanted to try different items from the menu so I ordered a few different appetizers. I got the cream cheese wontons, an order of veggie egg rolls, and an order of 2 spring rolls. My friend ordered the pho. She loved her pho and I really liked that they had all the sauces at the ready for customers. The egg rolls were the best I have EVER had. They were extra deep fried and so crispy. These were the best things I ordered. The cream cheese wontons had a lot of breading for me. I personally like a lighter cream cheese wonton with less breading. Lastly, the spring rolls were fresh but had lots of pork for me. That is my own preference which I understand but just be aware of you do not care for pork. The atmosphere of the restaurant was simple but the service was great!

Sam S.

Yelp
I was suit shopping in Roseville and decided to give this place a try for lunch. I eat at a lot of Vietnamese restaurants and love giving new places a shot whenever I get the chance. It definitely felt like a kind of hole in the wall restaurant but the food was delicious and the staff was very friendly. I got the pho dac biet and the spring rolls and I'd put the pho up there with some of the best I have had in the state. The spring rolls were also very good but I've maybe been to one or two places in my life that had bad spring rolls. Bonus points that they had thai basil. I understand it's more costly but I've been to a lot of places that use italian instead. If you're in the area I'd recommend giving this place a try.

Dee X.

Yelp
5 stars. They have great customer service and great food. It really depends on the day but so far all of the waiters and waitresses have been great. We have been to this restaurant many times. You know it's a good place when you see many Asians dine in. There are a lot of seatings and plenty of parking. The food comes fast. It's fresh and everything tastes good! Love their pho! They also come check on us and refill water regularly. I have no ordered take out but heard from a family member that they like to order take out (pho and other foods) from this place. The location is also great since it is much needed in this area, and also easy to get to. The restaurant is a little dated but overall it is clean, friendly and offers great food.

Mark S.

Yelp
Food is the real deal. (Been to Vietnam and represents well). Pho comes out hot and quick. Other items very solid. Service can be spotty. Too few if they get swamped by big tablets. Like multiple families joined together. But great vibe. Clearly customers enjoy it Owner seems to be on site every single minute they're open. Expect that the place is a bit worn. Maybe too busy cooking and service to fix it up?

Kian R.

Yelp
Absolutely lovely. I love every single thing about this place. For one, it's located in the middle of a sort of desert for good food. Right when you walk in, you are greeted by the smell of amazing aromas from the pho, it's incredible! It's usually not too busy so you walk in and seat yourself, it's so laid back! The amazingly friendly and efficient waiters bring out waters, and of course ask if you want to orders anything. The nice part here is that it's sort of typical to order everything at once, and they will just intuitively bring our the drinks and appetizers first. The food takes seemingly no time at all! Here, they have the system down. They go through so many bowls of noodles they bring them out on physical carts to each table! Amazing. And the food is by far some of the best. Everything from their cream cheese wontons to bun bo hue is incredible. Always so flavorful and amazing. Even their non-vietnamese food is wonderful. They have great lo mein and pad Thai. The drinks are also wonderful, even just a basic hot tea here is only like 1.50 for a full size kettle giving you 3-4 cups of delicious jasmine tea. The deserts here are pretty good too. All the prices are amazing as well. 5 people eating great portion sizes can easily stay below 100 dollars for the table. Everything here is great, I love it here.

Lynne C.

Yelp
Absolutely phenomenal! Hear me out - I'm Vietnamese and never, truly never, drink the brother after I've finished all of the noodles but this broth was soo delicious my bowl was EMPTY. I loved every last sip! It was so hearty and filling it took everything I had not to get another bowl. I'm a classic meatball pho type of girl and always get some cream cheese wontons whenever I get a chance. Unfortunately our server forgot my wontons but she was able to get the kitchen to whip some up quick as we finished our meal. Incredibly kind staff, everyone treats you warmly, with respect and like a true guest. You can tell this local favorite has delights filled with love!

Annette N.

Yelp
My daughter and I litterly stumbled upon this local jewel when we went on a Sunday in February to the Ice Castles very near by. Oh boy- did warm food sound good after viewing the ice. Yep- this place doesn't look like much but you can tell that the locals like it and streemed in and we were not dissapointed. Just fine service, fine fresh spring rolls, fried cream cheese wontons, and a hot bowl of Beef noodle Pho- my dayghter and I both looked at each other as we left and said " I am sooo satisfied!" I wish we lived closer to this establishment.

Maya W.

Yelp
Best pho place around! Everyone is so kind and friendly that works there. We go there almost once a week and it's our favorite place to go! Fast service and amazing food! Not a single complaint!

Mai V.

Yelp
On the corner of a tiny strip in quiet New Brighton. Inside is roomy with plenty of seating. It's a seat-yourself service. If you're on the larger scale, I suggest taking a table instead of a booth - they're pretty closed in. The menu have a variety of dishes to choose from. Appetizers such as egg rolls, Jumbo shrimps, cream cheese wontons and etc. There's pho, noodle dishes, vermicili, platters and fried rice. Only one dessert to choose from - typical jelly, bean and syrup topped with ice chips. Service was quick and food came out pretty fast. I can say, the amount of vermicili sauce given with the vermicili dish is just enough - not too much or too little. Had the pad Thai, pho, wings, Jumbo shrimp and wontons. Fresh, crisps and bomb. However I didn't know that we can get up after finishing to pay at the register. Wish I would've known or the waiter could've communicate that with me. I ordered the dessert but it never came so I asked to get it taken off at the register. But the guy convince me that it's quick to put together and I can take it in a plastic cup. Whoo hoo okay I guess - so I took it to go. Didn't like the half service but food was great.

GT M.

Yelp
People claim this is the best Pho in the Twin Cities, it's good but not the best. The Pho had a sweetness to it and I ended up adding a lot of Hoisin and Chili sauce to it. Service was fast and the food was fresh.

Plane J.

Yelp
#16 & #64 That's it, that's the review. You will NOT be disappointed. BEST Pho & Bahn Mi I've had in the cities Sofar. Try it!

Ela P.

Yelp
We love the banh mi, spicy soup, and cream cream puffs. This restaurant has definitely made its way into our regular rotation.

Tiffany L.

Yelp
Came here on a weekday for lunch and ordered two of their noodle salads. Food was flavorful and reasonably priced, probably some of the best Vietnamese food I've had in the Twin Cities. However, service wasn't super great and the interior of the restaurant was a bit drafty.

Ava B.

Yelp
Consistently a go-to spot. Whenever I have friends visiting I take them here. The beef pho and cream cheese wontons always hit the spot. Friendly, attentive staff and excellent food!

Salinee H.

Yelp
I just moved to New Brighton. I'm so happy to have a delicious pho place so close. Spring rolls were fresh. Pho was flavorful.

Cindy D.

Yelp
Someone told me that they make their pho broth. Is that true? We showed up on Saturday evening. We got seated right away at a booth. There were two workers, one cashier and one waiter. 10 minutes after we got seated a lot of customers started to show up and service got a little slow. We decided on pho and eggroll with spring roll wrapping. I guess there is a difference. Spring roll wrap is better because I am not sure why. I preferred the regular eggroll wrap. So there. Pho broth was very good. I can taste the difference between this place and other pho shops. Most of the other places use pre-package pho broth but this place makes their own in a big pot. We were impressed. Will come back!

Anna G.

Yelp
The employees are so nice to constantly check in to see if we need help. The waiter showed me and my boyfriend their top sellers and are able to let us know how long it will take to get our food. The pho was amazing!! The thing my boyfriend live the most is their vermicelli salad. Great combination of meat, vegetables, and noodles!!

Ny C.

Yelp
Has gone down hill since they open up more than 10 years ago. Not ever stepping my foot there again.

Margie S.

Yelp
Looking for pho...enjoyed the delicate and very flavorful broth! The Bahn mi topped the dish!

Brian S.

Yelp
We were only moderately impressed with Pho 400. While the food was slightly above average and prices were good, the service was pretty lacking. Here's some more detail: 1) The food: we tried #21, a more traditional pho, as well as #33, the signature "BÚN BÒ HU", a spicy rice noodle soup. The #21 tasted fine, but was a bit too gingery and somewhat plain at the same time. The #33 had a much more flavorful and rich broth, but was also not really "thick" like the description said. Overall, I would put the taste and quality in the middle of Pho restaurants. 2) The service: not very good at all. While we were seated quickly, it took a very long time to order, an even longer time to get our food, and much, much longer to pay. We also had to go ask for the pho sides (bean sprouts, cilantro, etc) which were supposed to come with the dishes, and by the time those came, the soups were already getting cold. 3) The prices: pretty cheap, but not worth the lacking service. All in all, this is an ok place for Pho, but there are also better places for this type of soup in the Twin Cities, and certainly places with better service.

JayonBlay C.

Yelp
Good service, waiters are on their feet an ready to assist orders every time I come here. 2 or 3 times a month I come here. Pho is always good never disappoints. Entree are good sizes of portion and flavor is never dull. Good amount of parking and seating for a bigger party

Gabe S.

Yelp
TLDR; the single most abysmal service I have received up to date. Were it not for the rather decent food, would be receiving 1 star. So where to begin.... a group of us arrived at the restaurant at around 1PM. We were seated promptly, but had to wait approx 7 min to get glasses of water and another 5 min to get a set of menu, which we had to ask for. For reasons unbeknownst to us, our server thought 2 menus would be sufficient for a party of 7 (math is hard). Anyhow, after a quite a bit of turmoil, we ordered our food, which consisted of 1 order of chicken wings, 1 order of egg rolls, 1 order of spring rolls, 5 orders of pho, 1 order of egg noodles, and something else which I can't remember right now. About twenty minutes had passed, and we were still sipping water to satiate our hunger. A table next to us, who arrived slightly after us, was already enjoying their appetizers - chicken wings and egg rolls, the same ones we ordered. Yet, we had to wait another 5~7 min for our appetizers to arrive. Also, spring rolls did not arrive for another 20 min (the waiter who took our orders, had apparently forgotten about them...) After our appetizers, we had to go into another waiting period (roughly 20 min)for main dishes. They began arriving sporadically, without any uniformity. One dish, in particular, had not arrived for so long that a friend of mine decided to cancel it. At that point, almost all of us were done eating, and anyone in his position would have done the same. Now, it is true that there were quite a bit of large groups that arrived at the same time as ours. However, that does not explain why our party, in particular, received such a horrendous service. The only reason this place is receiving 2 stars is because to our surprises, the food tasted quite nicely (although in retrospect, I'm not sure if it was because we were famished from the wait and anything edible at that point would've tasted like a Michelin quality, or the food genuinely was delicious). If it were any other restaurant, I would give this place another go at it, but in all honesty, I do not want to have to go through the same service.

Erin B.

Yelp
I've been wanting to go here forever! Pho is one of my favorite foods on the planet and it did not disappoint. I placed an order online for pick up and it was ready and packaged well when I arrived. The pho ingredients were spread out in about three containers and stayed nice and hot while I drove home. I also ordered shrimp and pork spring rolls and they were huge and very fresh. Delish! I will be ordering again and update my review then. I'm excited I live so close to this gem.

Amy R.

Yelp
As others have mentioned the outside is a little sketchy and the interior not much better, but who cares. The rice these guys deliver is amazingly good. Stopped in on Friday as I was craving Pho. Food ordered to go: Beef Pho: Raw meat came in a little baggie, with all the fixings in a box and the broth. Chicken Pad Thai- was said to be good. Shrimp rice was really good. I could have gone back the next day and will now that I know how good it is. Shrimp is nice size and the rice was very tasty and a little tender which I like. They delivered in under 12 min. New go to place for rice.

Nahree K.

Yelp
Highly recommend the following lunch meal for two, since it was so good: pork banh mi sandwiches, spring rolls, oyster sauce wings, and randomly enough, their French fries. How are their French fries SO GOOD?!! At a place where I normally get pho?!?!

Halee P.

Yelp
Found a gem! This place has such good Pho!! The resteraunt has plenty of seating and our servers were very friendly. There are a bunch of condiments on the tables so you can spice up your meal which I loved. Our food came fast and boy was the chicken pho delicious! It tasted so fresh and the broth was perfect. Definitely check this place out if you're a pho lover!

Daniel K.

Yelp
The pho came out quickly, which I appreciate! It was a decent sized bowl of pho. The noodles were cooked perfectly! Not too hard, but not too soft. This is great because usually the noodles start absorbing the broth and get mushy over time. Where the stars start getting off is the broth quality. Overall it tasted light. There was a lack of the presence of beef and it was hidden by the taste of the spices. I've made pho on many occasions and you really can tell if the chef used the $1 prepackaged pho spice blend compared to using quality spices and roasting them individually. There was a layer of oil in my bowl of pho. It's ok to have some oil, but this was a literal layer. Aside from the pho, they seemed understaffed. I was given my check before I even finished my food and when I went up to pay for it, no one was at the resister and there was a line forming to pay. Overall, it was ok. Probably won't be coming back for the pho.

Al B.

Yelp
Ordered eggrolls to go and other items. We have eaten there before and we taught the food is decent enough for repeat business. My wife found a thick string inside the egg roll and we threw all the food out afterwards. We feel like we there was trash inside our food. Super disgusted called them for a food credit but was declined. They offered us another order of eggrolls instead....no thank you! Yuk
