I've passed this place multiple times while walking on Telegraph and the weather seemed great for pho, so I finally popped in. The waiter seemed to have a little trouble with English or maybe he was a bit shy, but after some slight confusions, I managed to order the Pho Dac Biet, Goi Cuon Roll, and a Strawberry Smoothie (pictured).
The pho arrived quickly and had raw sliced steak, brisket, tendons, tripe, as I asked them to hold on the meatballs. The meat was of decent quality, with good texture, and the broth was flavorful but lacked complexity. It didn't have the rich beef umami or the subtle star anise/cinnamon/cilantro flavors that I often associate with pho.
The shrimp rolls were also prompt to arrive and while the shrimp themselves weren't bad, they also weren't juicy/plump-level fresh -- felt like maybe they were in the freezer for a bit too long. They also forgot to bring my smoothie and I had to remind them when my meal was halfway done, since they didn't offer any other drinking water. The smoothie definitely had the taste of fresh strawberries but didn't have the complementary creamy flavor, so it was a bit too tart for me.
All in all, I think the place has slightly below average flavor but is more expensive than average. The actual menu prices were more than those listed in the window, and I ended up dropping around $35 for my pho, shrimp rolls, and strawberry smoothie (and no water). If you're desperate for pho around Telegraph, then this is the only place available, but otherwise I would try finding somewhere else.
