LA County Struggles to Fully Enforce Mask Mandates at Restaurants - Eater LA

"NBC-4 sent a hidden camera into Pico Cafe to see if employees were abiding by the mask mandate, only to find that most were not. After being informed of these findings, the owner said they would enforce stricter protocols for mask-wearing." - Mona Holmes

I am a huge fan of this place. Although the menu is packed every item is made extremely well. The portions are generous and the food is very fresh and tasty. The atmosphere is very laidback and not pretentious at all. This is a family friendly location. I highly recommend anyone who is looking for a nice casual place for breakfast brunch or lunch. Two thumbs up!!

Google
I really love this place! The menu has lots of options, and everything is made with care. Portions are big, and the food is always fresh and tasty. The atmosphere is relaxed and family-friendly. It’s perfect for breakfast, brunch, or lunch. Highly recommend it—two thumbs up!

Google
This is my favorite Kosher restaurant. I have been here twice and both times the food and service outstanding. When we asked for more coffee the server said, " I will bring you a fresh cup" and sadly , that is very rare today. She was so kind and attentive, as was one of the owners. That, combined with the exceptional food makes me want to return again and again.

Food and service were great! Loved the breakfast special

Google
Great good and service, not much going on in terms of ambiance. I’m very picky with my smoothies and they make them very well. The quesadillas are delicious too!

I found hair in my salad. First time ever eating from a restaurant and having this happen. Extremely disappointed to say the least and beyond grossed out.

Google
Simple and lovely setting with really delicious authentic food. I relished each bite.

Google
Small town feel in the middle of a big city! Very warm atmosphere. Excellent service and delicious food at a fair price. They even offered me a second cup of coffee before I asked for it!

Yelp
Nice cozy restaurant. Very family oriented. Everyone knows everyone. Omelet was really good. French toast was ok. The little salad on the side of the Omelet was good too. Customer service was cool.

Yelp
Worst place ever. Over priced regular coffee and bad service. First the lady helps the people behind me, then tries to help another table and leave me the one one standing at the counter. Yes, there was only 2 people in line. Oh, and it's a extra 40 cents for using your card. Save your time and pick another business.

David S.

Yelp
What happened to the kind, warm hearted woman who owns the place with her husband. She was delightful. Ordered minestrone soup and got a small bowl of broth for $12. Sad to see this place go downhill. It used to be my favorite place.

Yelp
We ordered take out. Ordering over the phone was so easy. The manager was very helpful and nice. Food was ready quickly and tasted great! We ordered the avocado sandwich and pink pasta which we all enjoyed! And their strawberry smoothie is always a hit!

Yelp
Unbelievably slow service, people who came after us got their food faster than we, and I only ordered bagel with tuna. Not sure if they had to boil the bagel first or what. Definitely DO NOT RECOMMEND. On the top of that they will charge 18% service charge for orders over 40$, no matter if you had to wait one hour for one tuna bagel. Unbelievable. I'm sorry, I didn't have a good impression even through waitress was nice and tried to make our experience better but unfortunately I had really bad time at this restaurant and I didn't enjoy the meal when it arrived I already lost appetite and was very frustrated and sad about it. I never got this frustrated at any restaurant yet and I had bad luck to visit some bad places already. This topped everything. Hope they can at least please another customers. I had really bad experience. Bagel with tuna was plain taste and so as the Israeli salad. It was just plainly chopped up cucumbers and tomatoes with onion, I didn't even notice splash of lemon juice in it. My boyfriend ordered fruit side salad, he did not received it, so we reminded the waitress, she said okay and guess what... He never get it of course I'm very sad about this. My Sunday brunches usually be splendid but this time I had to eat bread & butter what was the only good thing at this place, the butter.... Very disappointing. But no matter what, I took the salad home so I can season it and finish it, since it's not good to waste food, even the bad one lol.

Yelp
Horrible place. I ordered an avocado panini, they served me a bagel with a touch of avocado and cheese, $18. Orange juice $10. Absolutely ridiculous! I'm NEVER going back.

Tsivya W.

Yelp
Pico Cafe is your basic diner with wholesome food. The salads are amazing (I usually get the quinoa salad with grilled vegetables and I love it) and they a great range of other foods as well. I find the staff to be friendly and efficient and the service is great too. I come here often and look forward to continuing to do so.

Michael F.

Yelp
Great portion size and great service. They really took care of us. They have a lot of menu options here too. It's pretty casual here.

Yelp
1. Kind of a strange menu. Could be good, or not... 2. I ordered lox on an onion bagel. I got a sandwich on an onion Kaiser roll with one very thin slice of lox and plenty of tomato and lettuce. I got a bowl of French onion soup as well. The soup had melted mozzarella in it, but no bread. It was not bad. The sandwich wasn't bad either, but it was not what I ordered. The bill, including a cup of tea was $29.00. I felt kind of ripped off. I was going to leave a small tip, as there really was no service, but the presumed owner ignored my request to change a $5.00 bill, so I left. 3. I spoke with my wife on the phone and found out that she had virtually the same experience! I cannot recommend patronizing this establishment.

Yelp
Decided to go back to this place a few years after having long wait experiences. So the food was ok, I could have done a better breakfast at home. However, when bit into my hash browns I felt a pebble or sand of some sort. I immediately felt a crack and tons of pain in my teeth and went outside bc I could not sit. Almost threw up. Looks like they did wash the plate or the potatoes properly. Never going back again

Ruth G.

Yelp
Worst food (got sick) , only topped by worst service, only topped by most and nastiest owner. For 5 people, food was served at 3 separate times. Fifth person got their food after we reminded the waitress we were still waiting for the food and she said the kitchen forgot our order so they just started to make it. So the fifth person finally got their food when everyone else was almost done eating. When I told the owner about the lack of service, and how unhappy we were, he was totally non-sympathetic and rude. Never going back there again.

Yelp
I took my 90 year old mother there for lunch today. The handicapped spot was extremely difficult to park in because there was a Toyota Highlander License Plate number 8HPT354 partially blocking the handicapped space. I managed with difficulty to maneuver around it to park. Additionally, there was another car parked in the adjacent spot where the handicapped person is supposed to have easy access. When we were ready to leave, I was very uncomfortable backing out. I asked inside for the owner to move it. It turns out it was the owner of the restaurant and he adamantly refused to do so. I've been going to this restaurant for over 20 years, but never again. TERRIBLE CUSTOMER SERVICE!!!

Yelp
We eat breakfast there every Sunday. It's our big treat for the week. Delicious food, great latte, friendly service people. We love it. Updated June 2021 During Covid lockdowns, we often continued to order breakfast out from Pico cafe. Love the lattes, shakshookah, omelettes, great tuna sub w dried tomatoes..... We are so glad we can now dine in again. We're back almost every Sunday morning for a yummy breakfast and such a great staff.

Candace B.

Yelp
My burrito was loaded with overcooked eggs and unseasoned potatoes. No cheese even though it says it was supposed to have cheese. It was the worse breakfast burrito I have ever tasted. Cost me almost $20.

Yelp
I will not go to a restaurant that has a callous attitude towards people's health. Posting a sign Saying they are only requiring masks because they are required by law to do so (I heard they were fined for not requiring masks) and don't agree with the mask requirement shows me they don't care about my health and makes me question whether they employ adequate safeguards.

Yelp
We hosted a Sheba beach's here and it was wonderful. Food is mostly breakfast brunch, great lattes and free wifi Internet connection. It's low key and casual and the foo is good. Parking not so great.

Tim V.

Yelp
Great coffee and really friendly staff. Best to get there early as it gets crazy in the super busy season.
google avatar

Isaac D.

Yelp
The best kosher spot in LA!! I eat there at least 3 times a week. If you're looking for a healthy, clean and delicious spot than you know where to go.

Dan D.

Yelp
Good food. The atmosphere is OK. I love their Shamshiri Soltani beef.
google avatar

Yelp
Breakfast is consistently good, but sometimes is served cold and without all the sides that were supposed to come with the meal. I've experienced very bad customer service, in which the owner and servers rudely told us to move from our table without a reason. The kosher dairy restaurants in the Pico-Robertson are limited, and Pico Cafe has abused this advantage.
google avatar

Jorge S.

Yelp
I had breakfast there with my family on Sunday and the only thing worse than the food and the service is the diarrhea you get after you visit this fine establishment. I'm giving it one star cause the French Fries were passable.
google avatar

Sohie Maman M.

Yelp
Idiots. Just bunch of illiterate people work here. The bagle is not bagel is bread the onion soup is the most disgusting item in the menu. Maybe they need a recipe for thank. French onion soup is with bread toasted croutons to top of the soup and cheese on top of that and then you broil it. THAT EASY. Never mind I didn't get the soda I ordered, never mind that they almost kill me when i asked specific item to be removed from my food and they brought it anyway and when I complained they took it away and brought me "ANOTHER ONE" exactely 4 seconds after. Ya the took it out like I couldn't done it i hate when they think everyone is stupid like them. Luckily with one bite only i found piece of tomato which I extremely allergic to. Dont go to pico cafe if you are starving.

Yelp
This is the best place ever came on a trip from Vegas and Decided to try new restaurants so I found this one on Beverly Hills food quality is great service is the best can't complain about anything so if you guys come to Los Angeles this place is a must

Maggie S.

Yelp
This is a wonderful place to come enjoy a fresh and delicious meal. It's not pretentious at all, but everything we ordered was great. All The coffees we ordered were the best we've had this trip. The service was wonderful and all the food arrived quickly.

Yelp
I think I enjoy the idea of pico cafe more than the actual experience of dinning at pico cafe. The food is affordable, they have a large variety of dishes to choose from on the menu, they offer both indoor and outdoor seating, and happen to be walking distance from me. However, this is more of an illusion. The restaurant is normally dirty, I've been sat at tables and had to request they clean them more than once. The food is normally a let down, today I got a grilled vegetable salad with goat cheese and a Greek bagel. The grilled veggies were cold, they didn't bring out the garlic toast the salad comes with, and the Greek bagel was a sad thin mess at room temperature. The service is an issue as well. Most servers will argue with small accommodations such as a different cheese, or avocado on the side. The servers are hard to find, you will most likely have to go in and get your server when you need to order, or get your check. Because they are a kosher restaurant, in a neighborhood where the majority of people keep kosher they get business. This place is great for picky eaters, or to accommodate a larger party. If this were a non kosher cafe they wouldn't have business at all. There isn't much appeal to a place that is dirty, has poor service, and below average food. Why do I keep going back? Only because of friends in the area who want something simple like soup, or coffee mid day. Both my company and I normally agree that eating there was a poor decision. Yet we are clearly masochist and continue to dine there again. Pico Cafe, please change this, so I can change my review and rave about your improvements. I want to like your establishment!!

Mordi S.

Yelp
The food here is good, I'd recommend a pizza or pasta or pancakes. The service really varies here, sometimes it's good sometimes it's bad. Typically the cups are not washed very well same with utensils. When the owner is around the service is a lot better- Come in here expecting to take your time. It's a good place overall, but I couldn't feel good about giving them more than 3 stars. I recommend the Greek sub

Yelp
The double veggie burger is something else here. The breakfast burrito as well Both amazing Customer service is impeccable prices are reasonable The wife loves this place. Will return in the future Thank you

Yelp
I've been coming to this place for over 15 years. I used to love it. In the last year, I've given them a few chances and I've left upset every time. The service, the quality of food, the portions, and the prices have all changed and are totally absurd. The waiters are extremely rude and impolite and make you feel that you are bothering them every time you ask them for something. (I gave up on extra sauces and dressing after asking 3 times for it and never getting it). Every time I go now, they tell me I am going to have to wait over an hour for my food because they have a lot of take-out orders to take care of. (Why accept dine-in if you can't provide food within the hour?) They don't even greet you or smile when waiting on you. And if you aren't happy with the service, you have no choice but to pay 18% tip to them (written in small on the menu). Beyond sick of kosher establishments taking advantage of Jewish people because we have no choice but to eat their food, pay their prices, and accept their terrible service. I could go on and on about all of my multiple terrible experiences here. Definitely never going back.

Samy M.

Yelp
I have now been here 5 times (I know shame on me). Every single time I'm here it takes a minimum of 10 minutes just to get asked if I'd like anything to drink. I finally get to order it comes out wrong, if this was a one time occurrence that would be fine. Unfortunately out of the 5 times it's happened 3 times. During those three times I had to send it back at least twice. Finally the food comes out. It's edible but not much better and extremely expensive for what you're getting. I think I have finally learnt my lesson and I will not be back. Ps. The new seating system is horrific!

Ari B.

Yelp
Their split pea soup is vegan and tastes great. I wish they would have more vegan options.
google avatar

Eddie B.

Yelp
Decent pricing. Owner isn't hear much. The shakshukah is horrible, some tomato sauce and eggs, don't order it if you are a shakshukah fan...... price is good, clean place, and quite.... enjoy!

Anna M.

Yelp
The worst service I have received in a restaurant. First we were told not to move our chairs because they will scratch the tile floor. Then it took them 40 min just to bring half our order while half the table was sitting and eating the other half had to watch them eat for another 20 min. While asking them few times about our food they just kept being rude, not caring and ignoring us.
google avatar

Jiani X.

Yelp
Do not come or order from this place! Our company placed a catering order and I ordered a margherita pizza. When I opened the box I was completely shocked. No mozzarella, no tomatoes nor basil. I got a plain greasy cheese pizza. And the taste is so bad. I took one bite and threw the entire box away.

Yelp
BEWARE!!! CON: -Horrible service! By far the worst experience I ever had a restaurant in my ENTIRE life was here. Despite calling in advance to make a reservation (they said just come in) and to verify I cannot bring pets in, the owner irrationally made me locate to a different table AFTER I sat down and got myself situated. There were absolutely NO customers there but he still wanted the table I was at to be available for other guests. I later found out no on else was showing up. A brief psychoanalysis of him suggested OCD and over-controlling behavior. -Owner is rude, grumpy, disrespectful, condescending, egotistic and discriminatory. Pro: -They sell food. I don't suggest anyone coming here. After being disrespected and treated as if the store was doing me a favor for coming and potentially bringing a party of 6, I straight out told the owner he was never going to get business from me then or ever. I left. Texted everyone planning to come to the restaurant with me to meet at another restaurant. Honestly, there are so many great restaurants in the area. 5 on that same block. There is absolutely no need to go to a restaurant hoping to be fed peacefully and respectfully to only leave feeling infuriated. AVOID THIS PLACE AT ALL COSTS.

Shana M.

Yelp
So disappointed by the service here! I asked the waiter if he could take my order and he said 1 minute I'll be right back and proceeded with telling me that they are super busy and it would take 25 minutes for my food. He didn't come back after that '1 min'. So I got up and asked if he could came take my order. He kept saying I'll come to you in a minute. I looked in the restaurant and saw there was only 1 other table being served and told them I didn't understand why they said they were busy. The waiter was being extremely rude- I was shocked! They seemed completely overwhelmed and incapable of waiting on two tables. Since he refused to take my order when I asked, I paid my drinks and left. Definitely not going back.
google avatar

Shaina M.

Yelp
Food here is great! But service and communication with staff is horrendous. I called before driving over see what time the restaurant would be closing and they said 3. I arrived at 2:30 and they are closing the doors and pulling the store front gate. Confused/ Angry... so i try confronting the employee, he would try to shut me up and ignore... he finally answered and just started arguing telling me its 3 when the time was only 2:30. Very rude approach!! And NOT HONEST.
google avatar

Debra S.

Yelp
Horrible. I ordered a lox bagel and they gave me a bagel with cream cheese. Unacceptable. The bagels taste like garbage. Do they even know how to make bagels? They are flat and basically look like a slice of bread. Do NOT spend your money here. Go elsewhere.

Daniel M.

Yelp
The owner is awful! He makes me feel extremely uncomfortable and he is so rude. He ruins the entire experience of dinning out. This place is extremely stretchy with charging you tax but the receipt will not reflect it. Sorry to say I do not want to support a local small business because of someone ignorance.

Moshe W.

Yelp
We waited for a long time until we got our food. A bad and unsuccessful experience. After we sat for twenty minutes they told us to wait another twenty minutes for food because they had orders from outside.
google avatar

Marina P.

Yelp
I hate living bad reviews but I hope the owner take this criticism and make changes. I walked in today girl is on the phone no hi no hold not even looking at me. I just wanted to ask if you make sandwiches? I looked around while waiting on her to get off the line but she kept picking up the other line. Come on! Just say please hold or I'll be right with you. That simple!!

Stephanie E.

Yelp
Worst service ever!!! So rude. This place is the worst place. 2 hour wait time. Zero training. To orders come wrong. Heavy. Poorly made. Loaded with sugar and butter. Stay away
google avatar

David G.

Yelp
I must say as per my last review that service has slightly improved the service was much faster and (seems like they have taken some action since so many people were complaining) But the service in the kitchen is so so so so so slow It took just under 25 minutes for the food to come out All we ordered was an avocado salad and burekas The fact that it took hem that longn to warm up something and cut up a salad is worrying AND WHEN IT COMES TO THE CHECK THEY IMMEDIATELY CHARGE A 15% service fee Which I was really unhappy to pay But that's Israeli for you

Julianne S.

Yelp
I often eat breakfast and lunch here. Don't go here if you're in a hurry! Plan to stay at least two hours-the service is the worst! It takes forever. But the food is worth it! The best salads, made with grilled and fresh veggies; breakfast is good too. I really like the tuna shwarma. Good authentic Israeli dishes. Don't arrive if your too hungry, you'll be starving by the time you get your order. Don't go on your lunch hour. Go when you are not on "the clock" or on a tight schedule and enjoy.
google avatar

Tamar Y.

Yelp
Food was good but the prices were off even for a kosher restaurant. $3.99 for a small hot chocolate which is just the grocery store powder mixed with milk..seriously? We had the crepe without ricotta 11.99 and a malawa with scrambled eggs which was yummy but I don't think we will be coming back it's just not worth the price. Also I came in with no one there basically and a double stroller no one helped me out while I was clearly struggling with the door and there's no change table in the bathroom even though hey are catering to families with kids considering they have booster seats. Oh well
google avatar

Hershy G.

Yelp
The food is ok, milkshakes are absolutely delicious! But the reason for 1 star is the way they treat you if you have a toddler with you. Based on that I would not recommend this place.
google avatar

Walt W.

Yelp
Carnivores beware! That pastrami on rye you had envisioned is purely in your mind. Pico Café offers strictly vegetarian fare. But for a healthy, refreshing change of pace its truly worth a visit! I ordered the vegetarian wrap which came with a large side of Israeli salad (cucumbers, tomatoes and lettuce chopped finely). The salad was average (would have been incredible had organically grown, vine ripened tomatoes been used, but alas, this is the City). However, the wrap was truly remarkable. It was (I believe a spinach lavish flat bread) generously filled with a delicious blend of fried onions, mushrooms, tofu and a caramelized glaze. I'd happily return just for this wrap. Our waitress offered some freshly made 'hot' sauce which I applied sparingly to give it a bit of a kick. This sauce was incredibly HOT (and I LOVE spicy food). It was basically pureed Habaneros which packed quite a punch. I'd give the Café 5 stars for this wrap, 2 for the salad and 2 for parking and ambiance so 3 overall seems to be fair. Parking is basically on the streets, but Mondays are not a good day to visit because the City of Lost Anglos deems it necessarily to sweep the side streets on that day of the week. There is a small lot in back but its 5 or 6 slots were all filled.
google avatar

Nick P.

Yelp
The food here is alright, but any variation on your order doesn't seem to compute: I ordered a Shakshooka, and asked for fruit on the side instead of a salad. When they brought it over, I had a salad on the side. My girlfriend ordered the Waffle with ice cream, but asked them to hold the chocolate sauce. When it got to the table, it had chocolate sauce on it. We ordered her sister some eggs and toast - to go. It showed up on a plate. So if you don't want exactly what's on the menu, don't order it. I think the waiters have ADD and space out before you finish your sentence. And the Shakshooka is not so good. Just an egg with runny marinara dumped on it.

M B.

Yelp
We went there today (Sunday) and the restaurant is full only with ONE waiter!! The service was so bad! and the food even worse! And they have a rule that say that they charge 15% service more then 40$!! This is NOT OK!!

Alexia M.

Yelp
Worst service ever, so long to get your food and they don't care!!! Won't come back, they ignore you when you ask them to check on your order.
