They have happy hour twice a day, 4-6 and then 9-close. That is a great benefit, and the items are varied. Unfortunately, Rock Elm falls short on execution and flavors. I have been here for happy hour, both earlier in the day and late night, as well as the burger special day, and also to try the steak. DO NOT GET THE STEAK. I asked for rare, and got medium with about 1/3 fat and 2/3 overcooked meat. Unhappy. And honestly, this was the worst of the meals that I have had here.
If you are coming to Rock Elm, then get the burgers. The Rock Elm Tavern burger was delicious, and actually executed medium rare. Tender, fluffy and perfect textured bread to encase a paddy of hamburger with a nice pink center and still juicy. The arugula, cheese and mushrooms and candied walnut aioli gave a perfect bite of savory, peppery with the arugula, earthy, and tangy with the aioli and cheese. Unfortunately, I would NOT recommend the tavern fries, which are really hollowed out potato skins then baked or fried and yet, still a bit soggy.
For the execution of food, the fact that I've been here about 4 times and only found one or two meals with absolute satisfactory, and yet the excellent service, I give 3 stars.
