It saddens me to write this review, in part because so many people seem to have enjoyed themselves at Scusa and I wanted to enjoy it as well.
The positives have to be both the venue itself and the service. Despite having a large party of ten and being seated next to an even larger party of 15, the waitstaff were friendly, helpful and efficient. The restaurant itself boasts handsome dining areas, complete with tasteful and slightly whimsical art. Zero complaints on this score. It is a pleasant place to dine.
The menu, too, looks good. Although fairly generic in terms of what it was offering, with no real nod to any particular regional fare, it offered some standard primi and secondi piatti dishes. Fish figures prominently both on the standard menu and the specials (the evening we dined, for example, lobster ravioli and sole were both items of the day). The wine list is fairly good, although there were, to my eye, some omissions. But this was very minor.
So why the two stars? Sadly, the food. It was, for lack of a better word, crude. Dishes were too heavily salted and/or peppered. Sauces were too heavy, overpowering the flavors of the prime ingredients of flora and fauna alike. Appetizers, sides and main were universally mediocre. And in certain cases, the food was not properly cooked. My sole (yes, I got the special) was overcooked, limp thin strips of the poor fish laid over a sizable mound of mashed potatoes. But my wife's Sea Scallops Mediterranean featured scallops that were undercooked. In all, it was an amateurish meal.
But perhaps the best indication of its shortcomings came when the waiter asked our large party about dessert. Not a single one of us ordered anything. We had all unconsciously understood that the kitchen simply could not deliver.
As I say, I want to like Scusa. Perhaps in South Lake Tahoe this is the best Italian available. But for those coming from the SF, LA, NYC and other major urban areas, it's unlikely to please. Fa niente.
