Four stars only because it's not the best ever, just very very good. The strip mall in which Silver Moon is located also houses Mombo's Pizza and Himalayan Grill.. Is it not unusual to find an oasis of quality food in a strip mall? Who would suspect that Dim Sum was available in Santa Rosa? Why am I asking you questions?
Usually Dim Sum is served at restricted hours in expensive restaurants from roving carts. Here, they have Dim Sum all day. The huge bamboo steamers house the usual Dim Sum such as har gow and shui mai dumplings. The char sil bow (barbecued pork buns) are as good as any I've ever had outside Hong Kong. The other offerings are not the very best I've ever had, but close, of excellent quality, very tasty, and - surprisingly - available.
They also have several prepared Chinese dishes on a buffet, Panda Express style. I've only tried the sesame chicken outside of the Dim Sum offerings. It was quite good. Don't forget the sesame balls if you like sesame seeds. They have red bean paste, lotus, orcustard fillings. These sesame balls are as good as any I've had anywhere.
There are only a few tables inside, but I much prefer the takeout option anyway. If you're a real sport, you could get a takeout pizza (or calzone or stuffed shells) at Mombo's and supplement it with an offering from Silver Moon. Then go home and pig out. You'll feel fine the next morning.
Can't say anything about Himalayan Grill next to Silver Moon because most menu items on the menu end in "curry" and I'm a coward about the whole hot & spicy thing. Over many decades I've come to appreciate the menu displayed outside the restaurant. In this case, the menu on the window specifies dine-in only. No takeout available, so it fails for me on two counts. But remember, I've never tried Himalayan Grill, but the food appears to be quite interesting.
