Folks, I feel you're stuck between pub and restaurant, and unfortunately the food and pricing isn't attracting those who might drive but the atmosphere is too formal to bring in the locals. The result is somewhere that pleases the occasional tourist but is otherwise completely barren.
Locking the side access to the garden stops people bringing dogs as they don't want to walk them through a restaurant. Setting all the tables and serving no snacks stops people coming in for a casual drink or coming in with the whole family. I'm sorry to say it, but an experienced front of house would go a long way to overcome the above and create and more welcoming atmosphere.
Could be fantastic and halfway there, and I believe can be massively improved by some simple changes.
