PLEASE DONT MOVE HERE! I currently live here please don’t move here it was the worse decision I ever made from day one I was sexually harassed by staff I’ve been living with mice and roaches and had to hire my own pest control due to their lack of care. I have never lived anywhere like this I am currently having major leak in my ceiling started Saturday emergency maintenance said they can’t come and I have to wait till Monday. Monday came and they never came then I call for further assistance and now I’m being ignored. This is the worse place I’ve ever lived please save yourself and don’t do it

WOW. New tenant here and literally cannot move in because the elevator is broken. Even though I was told by a leasing agent the elevator generally doesn't go down, tenants told me otherwise and I unfortunately continue to experience it. It went down the day I got my keys, went down the day I TRIED TO MOVE IN and is still down...IT'S BEEN THREE DAYS. My property is just sitting outside and I'm in an Airbnb. Oh, why am I in an Airbnb, other than the fact that I'm asthmatic and can't keep trekking 7 flights of stairs, well there's also a rodent problem and I refuse to sleep on those nasty carpets. They can say that don't have a problem, but I have pictures from residents and their stories say otherwise. I was literally stopped by tenants feeling sorry for me trying to move in. Also, my U-Haul is currently sitting in there secure parking that I've heard and can confirm is not all that secure at all if you know what I mean. Unfortunately, now my property has to go back into a storage unit because I have not other choice but to return the U-Haul. This has been a horrible experience and no tenant I've spoken to has had anything good to say about this property. Please avoid.

Just adding my account to the MANY other terrible accounts already posted here. This property went through at least 8 property managers in the 12 months I lived here. They overcharged me for pet fees throughout the entirety of my lease and never replied to my messages asking for correction until month 10. They corrected the charges to far, but did not fix their system which continued overcharging me. Then instead of fixing the remaining incorrect charges, they just took those overcharges out of my security deposit after refusing to correct them. I also still haven't received what's left of my security deposit despite today being 86 days since my lease ended, grossly violating MD law. Do not rent here. It is relatively affordable but at immense cost to your mental health. Keep looking.

The entire PMC Property Management Group has shady business practices! They will rush you to get into the unit and then do a switch and bait once you pay. Do not recommend. Please save your money and move elsewhere!

🚫 DON’T RENT HERE!! They promised to refund my deposit but instead lied that I owed money and even sent a debt collector, which damaged my credit ❌. After you sign and pay, all contact disappears — the office is empty, emails bounce back, and managers keep changing ⚠️. This apartment brings nothing but financial loss, stress, and zero accountability.

This property/company is on a serious DECLINE. I have lived in this building for about 3 years and now have to move. Since living here, I have seen about 5 different property managers come and go and with each departure the building got worse. When I first moved in, I loved it here. The amenities were nice and kept up, the property manager would host events for the residents and I felt safe. In this last year and a half of being a resident, there have been multiple car break-ins (in the "secured" parking lot), stolen packages (in the secured package room), stolen gym equipment, stolen property from storage rooms, and plenty of other issues. When seeking assistance about the stolen items that should be monitored by cameras, there is no support. The gates to the parking lot continuously stop working, which leaves the parking lot open. There is one elevator for the building that spontaneously stops working despite taking a month and a half to "rebuild" it. Recently, my apartment has been experiencing an infestation. This has been going on for MONTHS! At first, I could get a response from a manager (if I waited a week) but now my roommate and I are being left to suffer and deal with it on our own. No one is ever in the office so there is no one to call. Submitting maintenance request don't help because there is no one to ensure that it will get handled. And this morning I discovered another safety hazard for this building. Until a property manager can be hired and last longer than 6 months to make the necessary changes, this building will continue to be unsafe and a risk. At first, I thought it was just my building and looked into transferring to a different PMC Property. But I soon learned that their other buildings also do not have property managers. Something has to be done to help residents. Because the experience at The Cecil was good in the beginning, I would give it one and a half stars but that is not an option. **UPDATE** it has now been months since leaving this apartment but they won’t return my full security deposit. I informed the property manager of the new address to send it and confirmed it when turning in the keys. After 45 days, I still didn’t receive anything. I tried contacting the property manager but she no longer worked there. I would call the office and leave messages but get no response. It took about 2 weeks for me to find a leasing agent who connected me to a property manager. They claimed they sent it to my last known address, which I don’t believe because the mail was forwarded to the new address. So I had to send them the new address again so the check could be mailed. About 2 weeks later it arrived only to have a deduction taken out with no explanation. In their lease it states security deposits will be returned within 45 days with a list of any necessary deductions. I had a call and email to get an explanation. And the explanation doesn’t make much sense to me. I just want the rest of my money to finally be done with this company.

As a minor who lives here even i can tell you this place absolutely sucks. Packages are stolen and the property managers or whoever runs this place dont even do anything about it. Also to add you never know when they’re going to be in the front office its like there’s no manager at all. The elevator is always not working every month or two which takes like 2-4 weeks to fix. Absolutely recommend that you do not come here.

I have been living here since 2018 and it has been incident after incident of poor customer service from the property managers. This time however, their mistake cost me at least $350, which i deserve to be reimbursed for. Since I moved in I had been assigned and paying for a parking spot in the lot next door. When someone began parking in my last week I tried my best to reach someone in the management office to clarify the issue. I was unable to reach someone. Then in the middle of the week I unexpectedly received an email that my vehicle was unauthorized to park in the spot it's in. Once again I call the number in the email and go down the office (twice) to speak to someone. Once again, I cannot find anyone to talk to. When I finally hear back from the assistant property manager, Shyasia, she tells me that my parking spot has been reassigned (A mistakes she admits to making). She then tells me I can longer park there and if I don't sign a new parking addendum my car will be towed. She changed my spot and then allowed my car to towed the next morning without speaking to me. When I confronted her she was extremely dismissive and raised her voice at me. The years I have been living here and paying rent that has gradually increased means nothing when it came to common courtesy and respect. I am saddened that years of loyalty meant nothing and offended at the callous way I was treated. I don't pay to live here to be treated so poorly. Where is the customer service and respect for residents.

Used to be a great place, but PMC Property Group is actually just a pile of garbage and the people they hire are extremely unresponsive and incompetent. I've gotten more "mistake" emails from management than I've gotten clear correspondence. They call from unmarked numbers when they want to reach you. When you call the office number, no answer. We are also constantly getting updates of what they "aren't responsible for" as well. Packages get stolen. No one is ever available in the office. When you ARE able to get in touch, they're rude or just flat-out don't take responsibly for the management of the property. It's a nightmare, especially for the cost. Constantly dog piss/poop in the elevator and stairwells. Decent area. Roomy enough. But, I wouldn't rent here if you have other options. I can't wait to leave...

My first yelp review. I'm new to town & the cecil makes me wish that I did not take the raise to move to baltimore. The apartment is a siv to cold & warm air. Electric bill is through the roof. I'm ok with spending extra money, but the constant waste of electricity makes me feel bad as a human. It unbelievable. Oh and the staff... maintenance guy doesn't know what he's doing... the amentities are ALL faulty... My cloths burn in our dryer.... No matter how I try and put a spin on things, this is the worst situation I've ever been in. Not sure what to do other than post for jobs back home & try and put on another blanket & get ready for the heat of summer... DO NOT RENT AT THE CECIL!!!!!!!

The electric bills are so high $275.00 for a one bedroom, the new management, owner company is very impersonal, they do not have the tenants interest at heart, I have lived here for 8 years but will be moving when my least is up, again the electric bills are sky high.

My husband and I are still living here after moving into The Cecil in June 2014. I still think it's a really great spot. Our rent was raised a little when we renewed our lease, which was disappointing (though common for lots of buildings) but I continue to think that it's a good place to live. We still have not had any security issues, mice, or cockroaches. We seldom need repairs, but when we do, someone is here in a timely manner. We'll continue living here as long as our rent doesn't get too high. It's a very well-maintained building and the site manager is very caring and friendly.

in the last 14 months my dish washer has died 3 times, washer /dryer 2 times, garbage disposal 2 times.water heater 2 times , window can't be opened. Washer/dryer was broken for a month. When you call, they say a repair person will be there the next day, but they don't show up. The manager is not in the building 5 days a week, although they say someone will be there Tues-Sat. And while the office sign says someone will be there until 5 pm on weekdays, there rarely is anyone there after 4pm, so getting packages is a hassle. They promise a lot to get you to sign lease, but once you're in service stinks.

Our lease was up on October 31st. We moved out on time and gave our keys to the office. However, they did not move us out on their system and charged us for rent in November, even though we didn't live there anymore, had turned in our keys, and our lease explicitly stated that it expired on October 31st. We have explained this to Cecil Management at least three times now, but they have yet to stop charging us for rent! Also, when we got a parking space from them last year, they never officially signed our names on the space. So suddenly, ten months later, we found our space had been given to someone else and we had nowhere to park! Management has been terrible. They have taken our mail before, they are not consistent, they didn't give us notice that our lease was running out and then they apparently have false information on file about our lease. Do not live here. I have never been so disappointed in an apartment in my life! Also they charged us for pet rent for three months--when we didn't have a pet.
