Ideally, I'd give the place 4.5 stars. The reservation system is a bit complicated. Wish we could do the reservation online without needing a phone call (in my case, a series of phone calls). One of my friends had called a few months earlier to make a reservation for us, and said the staff was so rude to her on the phone that she no longer wanted to go. The person I talked to was very sweet, so I have no complaints with that.
The other negative point was that the friend I went with ordered the tea luncheon and didn't find out until it was time to pay that the price on the menu was incorrect and that it was actually more expensive than indicated. Wish the menu had the correct pricing, or that she had been told when she placed the order that the price had changed, so there would be no surprises at the end.
Our waiter brought us the wrong tea flavor, but he let us keep it, so we were happy with that!
Aside from that, it's all positives. The tea house is cozy and charming, in one of the cute little cottage houses in Glendale. Lots of tea flavors to pick from, including decaf options, and the three flavors we tried were all delicious. The food was good. Our waiter (and the entire staff I interacted with, really!) was nice. I had the Classic High Tea and it was plenty of food, both savory and sweet. Also, really love that they have a huge assortment of fancy hats you can borrow for the duration of your visit. What a neat idea!
