We had to bring our friends from out of town to Toby’s! The mussels were delicious as always. Our friends also tried the fried shrimp and loved it. Being right on the water is a unique experience. Can’t wait to come back.

The level of quality here is exactly what you would expect from a place that has been here this long. Everything is fresh and the service is fantastic. You might have a bit of a wait because the reataurant is not a large room. But you really get a feel for the history of the town from the antiques and photos on the walls. Pricing is on the higher side of normal. But for this quality it all evens out.

The $13 pastrami sandwich was something that just looked like it was made at home. Mussels were completely flavorless. Before even touching the sandwich the food runner asked if it looked ok and my friend said this isn't what she expected she wanted it toasted on sourdough but all she said was "it's too late" and walked away. Was gas lit and berated by male redhead bartender and told" it's a tavern, with tavern food" just because it's a tavern doesn't mean we expect to be ripped off if you're serving mussels, oysters and wagyu you're not expected to be run of the mill bar food. Also does "tavern" mean your food sucks? Also if the food hasn't been touched at all I've never seen a place refuse to take it back. Manager woke up from a nap and didn't seem to care either. If not the waste of money and subpar food the interactions with the staff here completely ruined our first trip to Coupeville and probably won't ever come back because the negative experience tainted the entire town for us.

The BEST fresh Penn Cove steamed mussels in a delicious white wine sauce. The Ling cod fish and chips is a huge winner showing up with no signs of oil. The chowder gets high marks as well. Gorgeous views of Penn Cove. Full of charm , great service, during high season Toby's is so popular, long lines form outside to get a table. Love, love, love Toby's. You will not be disappointed.

My husband and I’ve been coming here for over a decade. We come to Coupville just for their steamed mussels. We always order a pound or two of Penn Cove steamed mussels. Sometimes they have Thai Red Curry mussels on their special menu and you don't want to miss out on those! The tavern is located on the shoreline of Penn Cove where they source their local mussels. It can’t get any fresher than that. Expect some slow service at times. By all means, this is a tavern. Don’t expect high-end service or fancy meals. It’s a local place where local people work. Just chill out and order a drink before you get a bucket of the world's freshest mussels.

One of the best places to eat seafood on Whidbey. I've had several items off the menu and am yet to be disappointed. The only downside to this place is it can be extremely busy, during the summer I'd show up an hour before you want to eat. If you're by yourself, there is usually bar seating.

Would not recommend. Very slow service and the chicken came out raw. They took it back and recooked the same chicken and brought it back. Other food was cooked but mediocre at best. Drinks were good.

To my taste, the potatoes were fried in old oil, and the grilled oysters were not bad. But the mussels were not properly cleaned, and therefore tasted like seaweed. The place has a good atmosphere and nice waiters, but I don't know if I was so lucky with the food or if the place always cooks like that. I don't want to check it again

Food, is okay. Not the best Fish and Chips, clam strips are also just okay but their seafood chowder is good. However the servers here makes you feel at home. Like we are friends that haven't seen each other in a long time. While their food isn't exceptional, I'd still recommend visiting this spot.

This place was highly recommended by locals, so when in Whidbey we follow their leads. We stopped by on a Thursday around 3pm. It was almost a full house when we got there, and we were lucky to get the corner window spot. I believe it was Kim that took our order, Deedee that brought over the mussels and Susan that suggested the cod fish & chips. Service was friendly and attentive. They are known for their Penn Cove mussels and their fish & chips. We ordered 2 lbs of the mussels, cup of clam chowder, halibut fish & chips and the cod fish & chips. Way too much food for 2 people for sure but this is how we roll. The brightest star of our late lunch was the cod fish & chips. I highly recommend the cod over the halibut. If you're in the area? Give them a try.

Oh hell yes. This place is AWESOME! Why haven't I come here after living in Oak Harbor for 12 years?! The vibe is awesome, the staff is friendly, the food hits the spot. And better yet, you're by the water so you got a great view. I'm definitely going back again!

Came in just as lunch rush was arriving, I ordered a cheeseburger and fries to go, told 10-15 minutes. Paid for my order, waited about 10 minutes, food prepared as requested, returned to work, food was still hot and tasty. Glad I stopped in, will definitely visit again. Want to try dinner menu next.

First time at this establishment. Low key, down to earth, locals' joint. It's a small place overlooking the waters. We got there just in time as the place filled up fairly quickly for lunch (and we were told it was a slow day). If you come in during their busy time, expect a long wait. It is, what it is. Quaint town with a few restaurant = captive audience. So many items I wanted to try! Decided on Seafood Combo - think fish & chips, but it's Clam Strips, Shrimp & Cod served with French fries & Cole Slaw, $25. Portion size was good. Overall, it was good, not oily. The cod was flavorful (usually fish & chips dish tend to be on the bland side, but this wasn't). My companion ordered the Crispy Halibut Burger - served with lettuce, tomato, pickles, grilled onions, mayonnaise & French Fries, $13. Similar to my cod, the halibut was nicely seasoned. It's breaded on the outside (the crispy part of the name). Portion size was good. Overall, delicious. I'd come back again and try the other dishes on the menu. Service was good. Staff were friendly. There were only 2 servers for the place and they were hustling!

After nearly three years of coming to the island and looking across Penn Cove, I finally found the time to visit Toby's Tavern. Hearing lots about the downtown area and Toby's, I walked in on a Thursday about noon and it was relatively quiet with some locals enjoy small talk and some food. I was treated at the for by the woman behind the bar, offering me to sit anywhere at the bar. Having a set, I ordered a local beer (San Juan Outer Island IPA) and was given a menu. From what I had heard their fish and chips were excellent and the bartender added the mussels were just as good. I decided on the fish and chips for lunch. The first question I was asked, "where are you from?" Guess I didn't look local enough. I explained my soon to be mother-in-law lived on the opposite side of the cove and I'd been visiting on a very regular basis. She showed me some video of orcas in the cove, as I waited for my food. The establishment was clean and unique to Penn Cove. Definitely see as a local hangout when work ends. Friendly people, as I said hello to a few others in the bar. The food arrived and the meal was tasty. Four large pieces of fish served on a bed of chips with coleslaw and sides of tartar and cocktail sauce. I didn't have long to sit and relax, but enjoyed the quick visit. With Pen Cove Brewing no longer open, I might favor Toby's on more of a regular basis, when I am looking for a cold refreshing beer and some good local food. Can't wait to return for another meal!

Okay, this place is cool.... I love these old saloon-type places, super rustic and lots of cool things just hanging on the walls and from the ceiling! Good menu with lots of choices and pretty reasonable prices. Great views out the windows and lots to look at inside! I got the sirloin steak and it was pretty tasty. It lacked a good sear on it, but otherwise tasted good. Garlic bread was excellent, with a nice sear! Fries were also good, tasted very potato-ey, in a very positive way. Maybe cook them just a bit longer tho, but that might just be my taste. Service was friendly and quick and would definitely come back for the ambience AND the food.

Great food, nice people, really slow. The mussels were plump and tender. We were informed on ordering they weren't local tonight (alge problem). Good none the less. Fantastic garlic bread. The various fried fish and shellfish we tried were good, as were the fries. The fresh salmon was a generous serving. The steak dinner worked. Our only concern was taking 2.5 hours for 2 courses, mussels and entrees.

A very relaxed dive with a great ambiance and friendly, helpful locals. The food far outpaces the look of the place. Both my wife and I were quite surprised by how amazing the food was. The mussels were amazing and her fish and chips were just as good. Friendly staff with reasonable prices, we can't wait to come back again soon!

(I'm not sure why my photos won't post in order, but they are pretty self explanatory. ) Toby's is 21 and up, which is so great to have an establishment for adults only. There aren't many that are 21 and up. But let me say, if you can't get time away from your kiddos, pick up a takeout order!!! The food is so DELICIOUS!!!!! I had a bit of absolutely everything. I ordered the bacon cheeseburger because you can't go wrong with a classic when trying a new place out! The burger was cooked to perfection, and the fries were hot and fresh. The seafood combination plate though!!!! Those clam strips have me anticipating the next time I go back!!! So tender, and the flavoring of the breading was on point! I also grabbed a bag of locally sourced, fresh coffee beans on the way out. And the depth, and richness of the coffee is heavenly. Our server was kind enough to let us try a sample too. If you stop in make sure you grab a bag for your favorite coffee lover! The bar itself looks, and gives the feel of a ol' mom and pop place, it looks old and is covered in decor, and memorabilia. There is so much to look at inside, and then you have a gorgeous view of the water on a nice day! Everyone knows the best food comes establishments that look like this!

After lots of recommendations to stop, we've now been twice and love it. The Thai mussels are to die for and burgers hit the spot. The clam and seafood chowders are delish and hearty. Service must differ based on when you go. We've always had amazing service from Kim who is all over it, and also a guy with a beard (sorry can't remember his name). They both make the dining experience super fun. And haven't had to wait too long for food. The vibe is laid back and love the nostalgia.

Located in a very cute small old town area on the water. Toby's definitely gives off dive bar vibes. Very pleasantly surprised by the food...everything was great. Must have the local Penn Cove mussels! Very good price! We also ordered from the specials menu...mussels chowder and trio fish n chips. The fish didn't look that great but tasted so much better than it looked...very good! Not your average fish n chips fish. Service is fun as there is a bit of a banter but all in good fun! Recommend but must be over 21 since it is a bar.

Dive bar in Coupeville right next to the water. It's a 21+ establishment and they check IDs as soon as you walk through the doors. No outdoor/patio seating, so leave the dogs back home. We got seated right away, right next to a window. This was a Tuesday in February at like 2pm so the slower season, I'm sure. The service was great. The girl was very friendly and nice-- gave us the rundown of the specials and what they're known for when she asked if we have been here before. They're known for the Penn Cove mussels and fish and chips, so of course we got that. Food came at a reasonable pace. The mussels were so fresh tasting and the fish and chips were nicely battered. Their sauce were amazing, it tasted like they put pickles in their ketchup. We got their microbeer (boyfriend thought it was pretty good and a Greenbank cider (that one was okay).

I recently ordered halibut and chips for lunch here, several times over a 2-3 week period. It wasn't outstanding, but it was nice comfort food for a quick take-out lunch meal. A week ago, when I asked if I could have some more packaged salt for my to-go lunch, the waitperson/cashier grabbed a ridiculously large handful of salt packages and brusquely slammed them down on the counter in front of me. I commented, "I don't need that many," stung and in shock at the dismissive, disrespectful treatment. For me, that experience was enough to close the door on my ever going back there for a take-out lunch meal, having been treated with such disrespect.

We spent a day driving around Whidbey Island and surrounding towns and found ourselves in Coupeville. All my research had recommended Toby's Tavern for lunch or dinner. When we got there, there were a lot of people around the door. We put our name in and they said about 30-45 minute wait for four people. Keep in mind it was about 1:30PM on a Sunday. We were okay with waiting and walked around a bit, coming back frequently to see if they've called our name. Ended up only taking 30 minutes to get a table and I think it was worth it or we were just so hungry. We quickly put our order in and got a pound of mussels to share. We thought the mussels would come out quick but everything was very slow. All the food came out together and took about 30-45 minutes. But I think it was well worth it! The fish and chips weren't over breaded or fried at all, very crispy and the fries complimented them well. There were so many mussels for us to share and it came with bread for dipping in the juices. Delicious! I don't know if I'd come back here again since I've been once already and the wait was a while. But overall yummy food and friendly service!

This place was such a nice surprise. The clam chowder was excellent, bread served warm. The interior is totally charming with an incredible view . And the staff were all super attentive and friendly. The staff all seem to be genuinely happy to be there. When they found out it was our wedding anniversary they gave us dessert on the house! We tried several fancy and expensive restaurants and bars in the area, but this place stood out as the best for better food, service, and price. Highly recommend.

Was here about a month ago and went here for lunch. We were on a time crunch about an hour and thought oh a burger and sandwich wouldn't take that long. Nope took forever and had to take it to go. The server lady literally was like "it's fine food not fast food". Dude we ordered things that shouldn't take that long to make. Please also smells super fishy and gross. Not recommended place to eat.

Our party of three ordered fish and chips & the vegetable basket. They were swimming in oil, the fish was overcooked and tasteless. Our order was taken quickly however it took an unreasonable time to arrive. Our server never refilled our waters or checked on us. It was the worst fish and chips we've ever had.

On a rainy Monday night in October this was a great choice for an early dinner! Lots of street parking as town was pretty snooze. Greeted and told to find a table. Nice window booths with views of the cove and Monday night football on the screens. Crazy interesting decor throughout and a pool table. Service isn't super fast but quite thorough and the bartender/server was a nice fellow that took time to chat a bit! Good choices of wines, beer, and cider. I got the French dip even though it was on the lunch menu. Fries were great and not shoe string. Sandwich was generous and tasty. Wife got the Thai curry mussels special. I guess they do this once a week and have other great looking specials. She absolutely loved it and it was a big order for one with garlic toast to dip (although she kept stealing my tasty fries). A little more casual and better priced version of what seems to be offered at Front St Grill down the street though we hope to try that soon . Toby's is worth the trip for sure but I don't know about sunny summer days as it seems busy then.

We come to Fort Casey to camp yearly. While here we go to Toby's for the steamed mussels and sourdough toast (I always get extra). Can't get any fresher than at Penn Cove. The 2lb mussels are great for two people. So good and the broth is great for dipping your bread in. This are second visit to Toby's this week. We love the food and atmosphere, (American Dive Bar) lots of fun stuff /junk to look at. The service is good, but can get slow when very busy. The girls try their best ! So relax and enjoy the view and atmosphere and a glass of wine /beer! We will certainly be back ! (And the bathrooms are clean.....)

Sometimes an evening is about drink first, food second! Toby's is a little watering hole that fit the bill for us on a Tuesday. It definitely has a neighbor watering hole vibe with great views and a slight dive bar ambiance. The menu is mainly comprised of local seafood that is fried broiled or steamed. I was in a soup mood so tried their clam chowder with garlic bread. Food came out quick and was filling but I can't say it is something I'd crave or go out of my way to get a second time. However, if it is a drink first at a cool little local spot with great service night again, I'll definitely go back!

The food was okay. Service took an hour to get our order (3 fish and chips one cheeseburger.) The waitress was a bitch. I don't know her name, but she has the chain nose ring draped across the bridge of her nose. Unpleasant, unprofessional and rude. Took our order and never saw her again until we paid. Rude taking the order, rude while paying. No chance I ever return.

We had placed our order for food and after about 15 minutes the server said the kitchen was backed up and it would be an hour for food. We had a ferry to catch. It was a disappointment. We could have gone somewhere else if they let us know sooner.

Food was average. Service was one of slowest ever. Four of us seated about 1:45p. It was 3:15 before lunches showed up. Took our drink order and brought fairly quickly. Then totally ignored for at least 1/2 hour. Our server disappeared. Called over another waitperson and asked if the could take our order. Then about 30-40 minutes later our server swings by like nothing. Asked if she'd check on order. Came back and said sorry it'll be another 15-20 minutes. They were busy but not that busy to totally ignore patrons with no apology or explanation. I would not recommend them at all.

This is a really cute place. It is fun to look at the decor and see all of the stuff. The bar and the story behind it was cool. I had been here 11 years ago and enjoyed the muscles more then. For me, there was too much dried basil in the broth.

This seemed like a local's restaurant and hang-out bar in the quaint town of Coupeville. Our daughters were "carded"so local law must prohibit any under drinking age from even dining here. It didn't matter to us, we had root beers. I ordered a cup of clam chowder, and I thought it was excellent. Creamy, nice consistency and it had a good ratio of clams to broth. For my entree I ordered the fried clam strips. In the south (where I'm from) we don't see a lot of clam strips on the menu ( or maybe I just don't notice). Well, I was't very impressed with the strips. First, the batter is rather plain, and in my opinion, clams don't have much flavor after they have been deep fried. They were not bad, and I'm glad I tried them. Just not something I would order again.

Ordered takeout- two dinner salads and one order of Halibut and chips. Paid "market price" ($22) for the Halibut and we got 4 pieces of fish in a parallelogram shape. Maybe that's just how they cut the fillets. Couldn't tell for sure if the battering was in-house but I'm hoping it was. The fish itself was obviously frozen from the shape, texture, and taste. This was extremely disappointing for a waterfront restaurant on the Salish Sea. The fries were good, home-cut and cooked well. The coleslaw was coleslaw, tartar and cocktail sauces were good. (Warning for those who don't like cocktail sauce, the red cup is not ketchup.) Dinner salads were pretty tasteless and unremarkable. Mostly pale, iceberg core lettuce and the hard-boiled eggs had the telltale green ring of being overcooked. Bummed we didn't try a different place for lunch during our one afternoon in Coupeville. Editing right after I posted this-- WOW, my Halibut looked absolutely NOTHING like some of the photos labeled Halibut & Chips in other reviews. Bummer to have paid for Halibut and receive something completely different. I should have snapped some photos.

Do you live in N Puget Sound? Do you like super fresh mussels? Have you been to Toby's? If not, please try to get here. Weekends are really busy, especially in the summer months. I was happy to have the day off yesterday on a mid week, so we came to Toby's for the food, and of course the ambiance of Coupeville. Gorgeous summer day, and lots of parking since it was a Wednesday. We ordered 2 pounds of mussels, which are prepared in the standard way with white wine, garlic, and onion as the steaming broth. Served on the side is garlic bread for dipping, and lots of broth for this. To me, this is one of those heavenly meals, well worth the drive. Toby's is a bit of an institution for me, the history inside these walls is always interesting. Some would say it's klitchy, but when you're sitting in an establishment that is this old on the water... Please come and enjoy.

Great food and such an awesome location. We had their lobster bisque which was fantastic and their haddock fish & chips. Only critique is the bread that came with the bisque was very greasy but highly recommend both dishes. Also try their red ale. Really good beer. I took off one star due to the service. The other comments about the waitresses resembling Carla were accurate.

Toby's Tavern feels like a lived in, almost breathing piece of local history. I'm not sure how long this dive bar has been around, but it thrives due in part to both the locals that call it home, and adventurous tourists passing through Coupeville; that's a good sign that you're in the right place! My wife and I stopped in for a quick drink, and for her to impose upon me my second (of two) experiences with oysters, which she knows make me squirm...that's why she does it. Fortunately, the oyster shooters here are pretty damn good, with a tasty mixture of sauce and spice, making the whole thing go down (and stay down!) with little effort. I'd even be tempted to say I enjoyed them, if I thought she wouldn't try to force me to eat more of them! The cocktails we ordered were stiff, substantial pours, and reasonably priced. They helped to wash everything down, and imbued me with enough courage to go another round with the much maligned mussels still awaiting consumption in front of me! Having eaten elsewhere previously that morning, the oysters were the extent of our experience with their food, but some truly mouth-watering, mind-bogglingly large entrées were seen passing by to nearby tables, many of them hearty burgers that even I might not be able to tackle in one sitting. Despite the "trauma" of my forced oyster encounter (or maybe because of it), I have fond memories of Toby's, and I'm pretty sure we'll be making it our regular watering hole during future visits to Coupeville! And who knows, maybe they'll even make a oyster convert out of me, someday! Aw, shucks!

It seems that the service is very inconsistent, since this place was recommended to us by someone who had eaten here and they gave great reviews. Unfortunately, there aren't many choices of places to eat. The wait was lengthy, which was okay and expected on a weekend. The problem came with seating and serving. People were invited to sit anywhere at an empty booth. There is no sensible process for taking orders, and we noticed others who arrived after us were acknowledged and asked to place orders. When we asked the waiter why we weren't acknowledged he said he was waiting on people in order of tables not time seated. Wtf! Seriously? When he didn't offer to take our order and said he had to leave to get the drinks for the other customer, we got up and left. It looks like this business hasn't been claimed so the owner won't see any reviews, though I doubt it matters since there have been similar reviews dating back years.

Toby's is a landmark establishment in Coupeville, WA. The building that houses Toby's was originally built in 1890. I like visiting when I'm in the area. Having said that, it is a little "divey", but that is my favorite type of place to relax! One of the reasons I like Toby's is because of the eclectic items that are placed on the walls and ceiling. The bar itself has a very storied past... (the following is from Toby's website: ) "The back bar was originally brought around the horn and placed in the Fort Warden officers club in about 1900. It then moved to Fort Casey and then eventually to the Central Hotel in Coupeville. When the Central Hotel suffered a serious fire, the back bar was then moved to its current location at Toby's." The other reason I like Toby's is because I enjoy their food. This is my favorite place to get Penn Cove Mussels because they are made deliciously and I don't have to go to a restaurant to get them! This time I also ordered a Buffalo Burger with pepper jack cheese to go with my mussels. The burger was nice and juicy with the barest tinge of pink in the middle. If you like going to laid back bars and enjoying their eclectic decor and have a tasty bite to eat with your beverage of choice, give Toby's Tavern in Coupeville a try. Also, no one under 21 is allowed inside Toby's. They're serious about this. I saw the hostess ask a family of three to leave because their teenage son was with them.

If you are on Whidbey island and craving fresh seafood, you need to save your appetite for Toby's in Coupeville! Their steamed in wine fresh Penn Cove mussels are divine and I think the most affordable in town. At $18 per dozen with crispy garlic bread, it was, in my opinion, the best deal. Other restaurants in the area had their mussels priced 2-3 times more. Toby's also had specials of the day like chowders with salmon or salad. Their Fish and Chips was delicious and very generous in portions. The cocktail sauce was especially tasty with a kick to it - may be the addition of horseradish. Adding a splash of malt vinegar completed the meal! Service was awesome and friendly, highly recommend stopping here for a meal, drinks or a snack!

Toby's is great! Service was friendly and fast. I had the Thai Curry Mussels (they were a special), and they were spicy and fresh. The broth was so good to dip garlic bread in. Toby's has a nice, lived in feel, and they prices were just right m, compared to some similar businesses nearby. Check it out!

The main perks of this place are 1) it's on the way from the Clinton ferry to Deception's Pass and 2) the affordable large bowl of mussels ($19 for 1lb and three pieces of garlic bread). They have some unique burgers as well, such as the halibut burger. The consensus on the food we ordered (mussels, halibut burger, mushroom burger) was that it was not especially good or bad -- all middle of the road. If you are a big mussel fan, it might be worth a stop by as it is what they're known for. I ordered the mussels, and portion was very generous and the mussels themselves were large, although a bit plain -- the broth that came with it could have used more seasonings or a sauce for the mussels could be nice. The mussels came with three generous slices of garlic bread, which were tasty dipped in the broth. The decor of the tavern itself is eclectic and fun, and it seems to be very popular with locals. Note that you must be 21 to enter (they do ID upon entry), and we saw a family with an underaged child turned away.

While visiting friends on whidbey island we went to Toby's tavern for steamed mussels. They were delicious. The next day we went for salmon,halibut and cod. Also a home run. We stopped in for a couple cold beers and a snack while running around exploring the Islands of Whidbey. This place was quite the hidden gem. Not quite a dive bar, but had that old school bar charm. Understaffed and they still knocked it out of the park. A little bit of a wait, but it was well worth it. The fish, shrimp, clams, mussels, just perfectly done! Portions were enormous and well worth the prices! Everyone had a great attitude considering the enormous amount of stress they were under (the place was packed and stayed packed). Good job ladies! 9.2/10

I have been here several times and have not been disappointed, but this time changed everything! We ordered 2 spiced Mussels and a blackened cod dinner. To my complete surprise, the mussels had NOT been de-bearded. You can not eat the beard and I have NEVER been served mussels with the beard still attached! Totally ruined the dish, but we cleaned them and ate them anyway. When I made the server aware of the situation she brushed it off as normal and blamed the new source of the mussels??? Then as if that was not bad enough my friends beautiful piece of cod was totally raw. She pointed it out to the server and he took it away and came back 10 minutes later with the same piece of fish smashed, cooked and rubbery. Inedible! How is it possible that a place I have enjoyed many times can be so bad on a rather quiet Wednesday afternoon? After 20 years of driving 50 miles to enjoy Coupville and a bite at Toby's I won't be back!
