I've been to this location for game watches a few times over the past two years and it's consistently had the same issues that have led to this unfavorable review. The food is just okay but overpriced due to the location at National Harbor, I imagine. Food isn't imaginative (which is possible for a sports bar) and heavy. Given early afternoon college and NFL games, seems like not serving brunch is a missed opportunity, but since most of the menu items seem like food that's packed/frozen and/or assembled, maybe brunch doesn't fit the mold. The service on all my visits was awful. Servers weren't friendly, didn't bring food that was ordered, and basic things had to be requested, often more than once, like silverware, napkins, water for the tables. Servers were on their phones, standing around, chewing gum (yuck!) and didn't tidy used dishes from tables efficiently. One table in my group's section was used by a server to pile dirty dishes that just sat there until close to the end of our game watch. No customer wants to look at dirty dishes full of food scrapes while they're eating. Service was also slow despite available staff. Seems like management simply doesn't care enough to make the place top notch. Considering the traffic and involvement needed to get to the Harbor, there isn't any incentive to ever go back to Tom's when there are tons of other DMV area sports bars with way better food and service.
