The Best Breweries in Vancouver, Washington and Its Surrounding Towns | Eater Portland

"This D.B. Cooper-themed Rose Village spot draws locals for their hoppy IPAs as well as crisp pilsners and lagers. The beers pair well with chopped salad, garlic bread, and pizza from Rally Pizza — a Vancouver favorite that took over the kitchen years ago." - Rachel Pinsky

Google
Nice little brewery, tap list focused more toward IPAs, which are all very good along with a couple of ciders. Rally pizza provides food. Big screen TVs, not very busy on a Sunday afternoon. Beer to go in cans and some wag for sale as well. Indoor and outdoor seating, friendly service, small parking area.

Josh Davis

Google
Average tasting food. only tried a couple of appetizers. DIPA was decent with good flavor. I was excited when i saw it was DB Cooper themed. Seating is small inside. Covered area outside.

Aaron Potter

Google
Always fantastic beer. One of the best in Vancouver. Clean beer with lots of seasonals. Great bartenders and pizza. Your standard order at the bar, metal chairs and open seating. Located in a small neighborhood with plenty of parking nearby.

Jacob Schmidt

Google
The beer here is solid, although it’s usually a fairly predictable line up, not a ton of specials or trendy collabs like you might find at some of the bigger breweries. The DB Cooper theme is unique though and helps make up for what is otherwise a small neighborhood spot. When the weather is nice they do have a great patio to enjoy. While pizza and beer is not the most original combo (Vancouver may have maxed out its capacity in that regard), Victor 23 has a wining partnership here with Rally, which makes some of the best pizza in the area. Overall a great spot to enjoy a pint and share some pizza with friends.

Google
Great food and great beer. I ordered the pretzel dog with potato salad and it was delicious! The only reason for 4 stars is the bartender forgot my beer I ordered and after 15-20 mins I had to ask for it. He apologized for forgetting it. I definitely recommend the food! And the beers were great as well.

Linde

Google
Friendly service with indoor and outdoor seating, food took a while but it was definitely fresh and amazing pizza. Beers were good too. We came because we saw the documentary on DB Cooper and wished there was a bit more of an experience related to that, there were little nuggets and a big airplane wall for such a small place. The place is surprisingly more of a neighborhood bar than a tourist destination, but that's alright, it was good.

Trail Mama

Google
I’d give their pies a 4.5 stars, but Google doesn’t offer 1/2 stars. They make solid pies. Sauce is a 5 - bright, flavorful and well-balanced. Crust is thin and crispy - not burned. Supports toppings very well without sogginess. The margarita and the bianca pair well. The bianca could use the addition of honey/hot honey to bring flavors together.

Kristin Paulson

Google
The food here is the best! Not a lot of space for seating, but sitting on the patio, you can share tables with others in the kid and dog friendly patio. They brew their own beer here, and had one cider on tap. MUST do for brew pubs!

Yelp
Their brews are solidly great. They also have some options if you're not a beer fanatic, like a huckleberry cider. The main reason I'm posting this though is their current pizza special - a red sauce pie with slivered garlic - and some burrata - is delicious. Get one but add spicy salami and thank me later. It's freaking delicious.

Yelp
Stopped in on a beautiful fall evening, it's a Wednesday & apparently it is trivia night. There is a good bit of people inside, a couple groups outside, but still we find plenty of room for the 2 of us to sit & play Yahtzee while having a beer. Can't speak to the food since we had dinner before we came, although I didn't think too much of the menu - just poshy, upscale offerings at higher prices than I like to pay. To be fair, Im much happier at a dive bar with deep fried foods during the week days (snooty snobbiness is solely reserved for the weekends!). The beer was good, I liked the pumpkin ale (Headless Hijacker?) and the Czech Pils was nice. Service was quick and friendly enough. I don't see myself going back only because there tap list consisted mostly of IPA's and I'm more of a lager or Amber chick. Well, I'm more a whiskey broad but that's a different story. Anyway, in conclusion, they have a pretty sweet patio and the parking is awesome, I love that they are in Rose Village but that's as far as my rave goes. Cheers!

Yelp
The home of Rally Pizza. Such a lovely ambiance to sit outside with a tasty Neapolitan style pizza and enjoy the warm weather. Lots of space for seating and an extremely fair price for the quality of the food.
google avatar

Yelp
Quaint and comfy DB Cooper themed bar; Victor 23 is in reference to the airway that planes travel between Seattle and Portland and further south. Good beer and the Oaxacan tacos and salad were better than expected for bar food. Cool bartender and parking wasn't an issue.

Yelp
I love a theme and Victor 23 has one of the best ones, d b Cooper. Where the hijack happened on the route from Seattle to Portland, just like Vancouver is I've heard they have really good pizza as well but they had last call before we got there but they have games and a good area to sit I really want to give a shout out to Ryan He was awesome have some insight to d b Cooper, brought my dog a treat, and a was so inventive. Thank you, I hope to go to one of the d b Cooper nights

Yelp
A great little spot to stop for a beer and pizza! Service is friendly. Not a tone of indoor seating but also have a covered outdoor area and a fire pit if you get lucky!
google avatar

Jason S.

Yelp
Super friendly bartender made us feel welcome in this small neighborhood pub. Very chill and casual. Delicious pizza and quality craft beer. Will be back.
google avatar

Leslie S.

Yelp
What a fun themed brewery! I had to look up the theme and meaning behind Victor 23 and thought it was very clever and unique! I had a flight of beer while visiting. The beer was alright. There wasn't one beer that I felt like I needed to drink more of. The staff was friendly and there was plenty of indoor and outdoor seating available.

Daniel B.

Yelp
We absolutely loved the holiday vibe and decor. It is a large part of why we came in. It was fun and festive environment. We will definitely be back this holiday season. The beer and pizza were great and the hostess was fun and amazing!
google avatar

Jake J.

Yelp
Super cool brewery cool to see a brewery homage solely to DB Cooper what a wild niche to have
google avatar

Yelp
Another awesome neighborhood brewery in the Couve! I have come here on several occasions to grab a beer, which are always very good. But what stands out about this place and typically our reason to come back is THE FOOD. Here you don't get your regular pub grub burgers or pizza, you can get amazing nachos topped with tender, tasty brisket for a great price. The pic I posted is the half order! There's a really great selection of tacos and nachos that always knock it out of the park. The brewery itself smells so good when you walk in and it certainly makes sense given the incredibly tasty food.
google avatar

Melody M.

Yelp
Small space inside but still set up very well so it feels bigger. Lots of outside space too. I would have liked a sign that said to order at the bar because she was really busy and we were unsure what to do. She was really great and nice though. Rally's pizza is in there now and it was AMAZING! Better than before. Garlic bread was also amazing!!!

Yelp
D.B. Cooper mystery solved! I think I know what happened to Dan "DB" Cooper who hijacked Northwest Orient Airlines Flight 305 from Portland to Seattle on Thanksgiving eve, November 24, 1971. He opened (or inspired, you be the judge) a small-batch craft brewery in Vancouver, Washington. That microbrewery is Victor-23 Craft Brewery named after the flight path from Seattle to Reno which the airplane was on when the legendary antihero parachuted from the back with $200,000 in negotiable American currency ... and landed in brewing history. I tried 3 India Pale Ales, 2 appetizers, and left 1 happy hostage of great service at the bar, hefty food, and intoxicating booze. * Mischief Maker Hazy IPA (5 stars) At 6.2% abv and 15 ibu, this cloudy New England-style brew is mischievous without being devious thanks to candied fruit hints from lemon, grapefruit, lime, peach, apricot, and papaya. * Rip Cord Hazy IPA (4.5 stars) Pull this seasonal beer and float safely away from sobriety thanks to 6% abv and fruity flavors like pineapple, grapefruit, tangerine, melon, and orange blossom. * Skyjacker IPA (4.5 stars) Available year round, the Victor 23 flagship IPA hops into your liver with a tinge of grapefruit, papaya, Meyer lemon, rose, and pine at 65 ibu and 6.5% abv. * Battered Fish Taco (3 stars) Just $4 each, the fish taco wasn't expensive. It also wasn't great. Nor was it horrible. It was a simple and safe 3-star soft taco made with Northwest-style fried fish. * Pork Carnitas Nachos (4 stars) A half order was huge and only $8. Since I was drinking and nibbling alone, I'm glad I didn't get the regular size of this baked pile of thick tortilla chips and thicker cheddar-style cheese topped with chunks of pork, sour cream, and jalapeno slices. The food wasn't 5 stars while the beers were almost 5 stars, but Victor-23 Craft Brewery is 5 stars because I had a great time, enjoyed the brews, and the service was sooo friendly. Most importantly, I can rest tonight knowing I personally solved the D.B. Cooper case. Where do I collect the reward?
google avatar

Yelp
Victor 23 Craft Brewery is a fun one! The concept is unique as it is themed to the D.B. Cooper story( A skyjacking by an unidentified man that happened in 1971 by an unidentified man that occurred in the Pacific Northwest in the airspace between Portland and Seattle). The concept in of itself makes this brewery fairly memorable at least for me! The beer is very good as well which also helps with keeping this brewery in mind for future reference. Steve and I got a couple of types of beer here that we really liked. We had the Mile High Blonde which had an excellent crispness to it and the Skyjacker which was a great India Pale Ale. The setup to the taproom is spacious and clean and the staff here were very accommodating and friendly which definitely put this brewery as a favored stop on our most recent trip to the Portland area.

Yelp
If you love and appreciate the history involving the Dan Cooper age, this is a good place to hangout. It's small, but you can hangout and talk about the topic at hand or just enjoy the local company.
google avatar

Bill J.

Yelp
Outstanding service. Place was packed due to the rebirth of Rally Pizza. I was stuck in line behind someone who couldn't make up their mind about what beer to order. The second staff member behind the counter came out to the line and asked me if I needed beer. Of course was the answer.
google avatar

Paul S.

Yelp
Nice place with good food and beer. Basically it has a Mexican menu and they do it very well. The Mayan pork and chicken tacos were outstanding. The carne asada didn't wow us as much. Very chewy and not much seasoning. The Nachos are very big and above average. Unfortunately I am a Lager drinker and didn't care for their lightest beers but my wife loved the Ale she ordered. The one Cider on tap was a Maple cider. I will say it tasted exactly like a maple bar donut and wasn't to either of our liking. Way too sweet and one sip was enough. We liked the cool vibe and the people working there are very nice. Go and have fun! We'll be back.

Yelp
Vic 23. Is a place to enjoy great tacos and nachos Tuesday nights!! They have a wide selection of their very own crafted beers to satisfy everyone. I am also impressed with their 'guest' tap cider, which seems to change regularly. If you are looking for great service, plus a fun atmosphere...definite must stop. It is great for groups, friends get togethers, or a simple night out.

Yelp
Have loved coming here for the 3 years that I've lived nearby but the new food menu is incredible! The pastor and slow roasted pork tortas are amazing
google avatar

Chelsea M.

Yelp
Great beer, great pizza, great service and a great patio. So happy to have a place to enjoy Rally Pizza after their primary location closed. Highly recommend as a central couve beer spot.
google avatar

Tessa T.

Yelp
Food is absolutely amazing! Love the twist on authentic Mexican food, even my husband who origins from Celaya Guanajuato loves this place! And he is a picky eater, so that's a high compliment
google avatar

Alysia M.

Yelp
We came on a Wednesday night for dinner. I had ordered the Reuben sandwich, but we were informed after sitting that they were out. I opted for the brisket sandwich. It was okay. It was dry and I felt like it needed mustard, horseradish or bbq sauce. I'd give this place another try though.

Laurie B.

Yelp
Always reliably great! Wonderful beer selections and an awesome head chef, Chris, who never disappoints. Also, who cant love their unique DB Cooper aviation theme, its perfect! I love that its mainly mug club members like myself and cool locals who appreciate and respect a great brewery! Thank you Victor 23 for being on your game! Please open one in Washougal near the industrial area (also enjoy 54-40 brewery alot over there) as Victor 23 so unique!! Cheers Aviators!

Yelp
I like this place! It's nothing super fancy but the beer is good and so is the bar food. I came with a friend and got a flight. I liked all the beers I tried. They (of course) have a lot of IPAs, but there were some other choices as well. All of them were tasty. My friend and I shared a brisket nachos which totally hit the spot. They were covered in toppings - layer of chips, layer of toppings, layer of chips, layer of toppings, repeat! The portion is huge; the two of us didn't even finish them. They also have like 5 types of tacos that you can mix and match. I love me some brisket, so I'll be back for that! Sadly I did not get a pic of the nachos because I dove in and didn't stop until it was too late for a photo.
google avatar

Stephanie S.

Yelp
Nice spot! They have both indoor and outdoor seating and they offer food as well. We didn't have any food but it looked tasty. I had an amber, it was a solid beer, I liked it a lot. It was definitely a popular spot, lots of locals hang out here. It was a good stop, I would recommend it when in Vancouver!
google avatar

Rose D.

Yelp
Nice local brewery with a good amount of seating inside and also outside on their big patio. Quite a few of their own brews to choose from so the Hubs and I shared a sampler flight. All the beers we sampled were pretty good and the Hubs decided on a pint of their Amber and I got a pint of their Stout. Both the guys working the bar were very friendly and helpful. They also have a small food menu which looked pretty good, but we had just had lunch at home so we didn't try their food and will be sure to drop by again to try that as well.
google avatar

Brian P.

Yelp
Was there on Taco Tuesday and the tacos and beer selection both were great. The staff was friendly and they offered indoor and outdoor seating. Solid place. Wish they had a little more DB Cooper theme environment.
google avatar

Walter Payton E.

Yelp
Lots of covered outdoor seating during the pandemic. Indoor dining option As well. Food is always tasty and the portions could feed a big party. The vibe is nice and relaxed. Staff is always friendly. Outside Is dog friendly too.

Yelp
This may be the best thing I've consumed during 2020. Bravo, Victor 23, you always come through! Great beer, great food, great people!
google avatar

Eric B.

Yelp
What a great place. I'm a home Brewer and Todd the Brewer was there. He is Awesome!. Not only are his beers great . He took time to talk with me about how I can improve my own beers. This place has a great vibe and is welcoming to all ages. Very laid back neighborhood pub feel. The DB Couper theme is fun and it fits the attitude of the regulars ,fun ,inviting. If you're around Vancouver, it's worth a side trip for not only the beers but the food.

Maddi F.

Yelp
Really cool little spot, fantastic food!! I heard this is their new menu and it is absolutely worth checking out as it's all so good. Bartenders are all so friendly and knowledgeable and it proves to be a very fun hangout.
google avatar

Hailey M.

Yelp
I live a block away and it is by far my favorite place for food, drinks, and the friendliest staff. Every time my boyfriend and I go in the staff is so happy and helpful. They offer special deals all the time and have been the most amazing supporters during this crazy pandemic time! Please check them out
google avatar

Yelp
This is the type of bar I've always wished would come to Vancouver. The service is great, the menu is modest but everything on it has been carefully curated, and the beer is solidly delicious while spanning an impressive variety of brew styles. With regard to the physical space, theme, and cleanliness; the fact that this place was built with love shows via the attention to detail. Victor-23 refers to the flight path of the DB Cooper flight. Yes, the bar is tastefully DB Cooper themed. :D
google avatar

Yelp
Just had an early dinner and a couple of beers at Victor 23. I have always said that they have the best nachos on the West Coast and a great selection of tasty beer. Try the brisket nachos when you visit. The staff here has always been supper attentive/friendly and tonight they proved that in a different way. It's 85° out and a homeless man came in and asked for water and rather than rushing him out of the restaurant, the staff treated him with respect and kindness, refused his money and gave him a large ice cold bottle of water. it was really great to see, and I know the gentleman appreciated it too. The staff at Victor 23 rock!
google avatar

Julia D.

Yelp
What a sweet find. Was too full to get food, but it looked amazing. Talked to Justin at-length and he was really friendly! The beers were all really good. Can't wait to come back!

M H.

Yelp
Great food, good beer, and very nice folks. This is one of our favorite local haunts. We normally order the nachos which is plenty and very good (real cheese!!). We would love to try the bacon wrapped jalapeño poppers - but they have been sold out every time we have tried to order them - they look very, very delicious. This is a super comfy neighborhood place. Oh, and if you know where DB Cooper is (for realz) I am sure they would give you a beer.
google avatar

Denise S.

Yelp
Excellent beer. Each one of us are trying a different one and all of us are enjoying the wide range of differences. Personally, I've got the Extortion Imperial Stout. Get your knife, rich bold chocolate flavor. The brisket nachos is a must. There are packed and delicious. Small brewery with roll updoor for outdoor seating. This is a must stop.
google avatar

Dani S.

Yelp
Hands down best everything on the menu. Pretzels, poppers, by far best Cuban. Everything is smoked onsite. Brisket nachos. Good service. I don't drink, but everyone seems to really love their beer too.
google avatar

William D.

Yelp
Little known fact when I was invited for a "pint" didn't know this little place even existed. My daughter bought a house in the area and became excited to tell me about the brewpub. She knew I would work for beer on her home improvements. Everyone is super friendly. Food is perfect every time. Don't let me get started talking bout" the BEER!!! The style is perfect. The timing spot on. You must visit, and see the local support, the weekends do get busy. Cheers
google avatar

Kelly G.

Yelp
We enjoyed the staff, beer and food today. The place was packed constantly. One table would leave and another patron would snatch it up! The beer IPA first - well balanced hoppy beer without being bitter. Easy to say but difficult to do repeatedly. The amber was refreshing with a nice juniper flavor that didn't bite at the finish. The color was a rich dark amber with a touch of cloudy appearance. The BBB salad was crisp and light. The bacon was hot and crispy - just the way I love it. There was plenty of blue cheese chunks to satisfy even the most craven cheese head. The smoked meat sandwich, size small, was HUGE! Think chunks of smoked meat with a light crust on them was bountiful and mouthwatering delicious for the meat lover in the family. I shudder to think about the hunk of meat on a large sandwich! Now for the potato salad. I have had traditional and German style but this had them both beat by MILES! The potatoes were precooked with a bit of fry crust. The dressing was extremely light and thankfully missing the German tang. The celery and red onion bits were well blended and finished the salad to perfection.

Yelp
My husband and I came on our date night just to grab a couple drinks and check the place out. What we found was an impressive little brewery turning out delicious beers and food. I was particularly inspired to visit this place not just because it is in Vancouver, but also because of the theme and my personal fascination with DB Cooper. My father was accused of being DB Cooper back in the day because he was such a well-known skydiver (training for the world record skydive and doing many charity jumps) and also held some resemblance to the man. As a side note: my dad has ALWAYS said that guy could have survived. We tried the brisket nachos and they were delicious! Highly recommend. We will be back on another date night because this is a great place for a quick and casual date with a surprisingly intimate and warm atmosphere.

Yelp
A step in the right direction. This review reflects two separate visits. I have seen the location that Victor 23 now sits on transition through at least half a dozen businesses before they set up their mash tuns. One of the central problems to Victor 23's location is parking, and this is what I experienced since they have opened. The actual property of Victor 23 only has enough space for three cars. The first time I came here was their opening day when, understandably, it was going to be packed. I had to park down the block and walk to it, but I knew Victor would be a mad house at that time. My wife and I stood outside for 20 minutes, in line, waiting to be acknowledged in some form by the staff, It never happened, so they lost a customer. We returned again last night and can say the customer service has definitely approved, but I am unsure how I feel about what I discovered. The location is really quite well put together with all the brewing vats in the same room, but neatly separated, as the dining area. The bar area and wall artwork are all well decorated and consisted wit the DB Cooper theme that is the brewery's namesake. There is seating for 37 indoors and at least another dozen outside. As a new brewpub, they have an average number of beers to launch with (7), ranging from a blonde to a stout. I believe they are a brewery first, and a eatery second, so that is what I came in expecting. We only tried the jalapeno poppers from the menu. These popppers (and in the format that they are presented are often called "snake bites") were disappointing. Though the cheese that had been stuffed in the jalapenos was tasty, it was ultimately overpowered by the bacon on the outside and the bell pepper like quality of the jalapenos. Yes folks, these jalapenos were in no way spicy. I feel like we should have gone with the pretzel. The beer, though, was slightly better. We went with a flight of 5 beers in a well presented tray. Starting with the Skyjacker IPA through their Imperial Stout. Given the world of options that exist within the region for beer, it is my expectation that any new brewpub is not only going to make good beer, but a beer that is going to stand out (At least one of them). For me, it was hard to find the one beer that I knew I could enjoy there if I returned (though my wife and I did settle on their Amber, which was really nice). Beyond that, their Stout (though of good flavor) lacked the body that I feel a stout should (and the characteristics that differentiate it from a porter), their "flagship IPA" should lower its flag, it felt like a sessions IPA, as opposed to an ale that could really stand on its own. The customer service, while attentive, seemed more interested in selling more than assessing our experience. Again, I say that a brewpub should be a brewery first, and at least some questions should have been asked about how we liked the beer. I don't know if we will return here for anything other than trying their Cuban sandwiches.
google avatar

Bong J.

Yelp
Came to a brewery that had really good selections of beer. I was stoked that they had a churros stout. It was an imperial stout and was delicious. I don't like that you had to buy their growler in order to fill their beer but I understand that they are being precaution for health and safe reasons. I would Return for more beer.

Jason Z.

Yelp
Wheat beer and huervos rancheros carne asada bowl were awesome! Would come again just for this
google avatar

Laura V.

Yelp
Went there for the first time yesterday afternoon w/ my father for lunch. He loved his red ale, and i enjoyed the lemon basil cider. We ordered the jalapeno poppers (HUGE but also meh), BLTA (tasty, but expensive and neither of us were impressed with the potato salad), brisket nachos (AMAZING! You can tell the meat is house smoked, and the portions are ginormous. We both ate on these and split the leftovers.) Service was also great. They had opened up the area to the outside because it was such a beautiful day but it was also still cold, and the waitress was great about closing it when we mentioned it. Will definitely be back for the cider and those nachos, also want to try their tacos. Oh i will say that we were there during happy hour, supposed to be $4 pints but when the check came my dad's ale was a little less than $4 and my cider was a little more than $4. I didn't ask why the amounts were off as it was negligible but still weird.

Yelp
Checked out this brewery a few weeks ago, finally! I got their skyjacked ipa and it was tasty. The lady got the a guest cider on tap. I think it was the elemental blood orange cider. For food we got their nachos. Good portion and the brisket was delicious. The only knock I have on the nachos is the cheese lol. I'm a fan of the queso/runny type cheese on nachos so I would have preferred it not have the shredded cheese as it congeals and can give you one giant nacho (kudos if you know the movie reference - it has Jack Black in it lol)...BUT don't let that scare you away. It's still pretty damn good. Good spot to check out and chill. It's not too big like some breweries are but still big enough to sit comfortably. Noise can probably be loud as seating tends to be close to other patrons. Just go!
google avatar

David B.

Yelp
The brisket nachos were, well, creative. Yeah, that's it, creative and darned tasty. We had a baby IPA and a papa IPA, but they were out of the mama IPA, so we'll have to return. The atmosphere is pleasant, the service above average. V23 is in a rough and tumble part of the alphabet section of Vancouver, and that just adds to the charm. Rosemere and Sellberg's have a young and feisty companion. Pub crawl anyone?
google avatar

Pam B.

Yelp
Great beer, love that your make and carry lighter beers! 4s and 5s Foods a plus too! We are not close, but will drive for the beer! Thank you.

Glen F.

Yelp
Me wif and I...hmmmm, she may read this... My wonderful sexy love of my life wife and I stopped by the other night. This place is awesome! Their beers are strong and flavorful and the food is exceptional. The menu is small, but we like that for a small brewery. The Pretzel was out of this world and my Cuban sandwich was one of the best I've had. My wife tried to articulate that she loved it. But it was hard as she was pulling down a 10.5% ABV beer and had a mouth full of pretzel. I'm patient though. I figured it out after a minute. We will come back! Often! Cheers!
