Dine well for $5 or less with a pair of steamed rice noodle rolls or bowl of congee; for a dollar or two more discover dozens of over-rice choices involving pork chops, spare ribs, shrimp omelets, or very tender beef stir fried with bitter melon, broccoli, or hot green chiles.
